Guest and host checks for short-term rentals and apartment aggregators

The guest sends the passport before the booking, the host — before the listing is published and the first payout. We recognise the document, look for traces of forgery, check the passport against the Ministry of Internal Affairs database, and the host — by INN, self-employed status and bankruptcy. The right to the flat is confirmed by an extract from the Unified State Register of Real Estate, the guest's registration is the owner's job.

A flat, apartments, a guest house: the rules of short-term letting in 2026

The rules depend on what is being let. A flat can be let under a short-term lease. Apartments with hotel services and guest houses are accommodation facilities: they have a register, their own rules for registering guests and a tourist tax.
NeuroVision checks the guest and the host in the same way for all three formats. What changes is who registers the guest and by what deadline. Bills on neighbours' consent and on a register of short-term rentals have been discussed since 2023 but, as of October 2026, have not been adopted.

  • A flat in a residential building

    Housing Code, Part 2, Art. 30, Part 3, Art. 17; 109-FZ, Part 3, Art. 20.

    Guest registration

    What is allowed

    • To let a flat under a short-term lease — directly allowed since 2024
    • To respect the neighbours' rights and the rules of using the premises in the building

    What is not allowed

    • To provide hotel services in a residential premises
    • To turn a flat into a mini-hotel

    Registration and taxes

    • A foreigner is registered by the owner — within 7 working days
    • The host's tax — NPD or personal income tax, there is no tourist tax
  • Apartments and apart-hotels

Government Decree of 27.11.2025 No. 1912, cl. 5; Tax Code, Art. 418.3.

    The host's taxes

    This is not housing

    • Apartments are non-residential premises, the ban in Part 3, Art. 17 of the Housing Code does not apply to them

    If there are hotel services

    • The complex works as an accommodation facility — only with an entry in the register of classified accommodation facilities
    • Hotel rules: a foreigner is registered within 1 working day, Art. 18.9.1 of the Code of Administrative Offences

If a single apartment is let

    • The owner lets it under a lease or rental contract, guest registration — as in a flat
  • Guest house

    Experiment

    • An individual residential house may be used as a guest house in the regions of the experiment — from 1 September 2025 to 31 December 2027

    Condition

    • A guest house is included in the register of classified accommodation facilities
    • Without an entry in the register, services cannot be provided

    • A guest house from the register is a tourist tax payer, if the tax is introduced in the municipality

A foreigner and a Russian citizen in a flat: who registers the guest and by what deadlines

In a short-term flat the host party is the one who provided the housing, not the aggregator. The rules for hotels do not apply to a flat: the deadline is longer, and there are exceptions for short trips.

  • The host party — the owner

A foreigner is put on migration registration by the one with whom they actually live: the owner of the flat or the organisation that provided the premises. An aggregator that only brought the guest and the host together does not become the host party.

  • Notification — within 7 working days

The owner files the arrival notification for a foreign guest with the Ministry of Internal Affairs no later than 7 working days from the day of arrival. The tear-off part with the stamp they give to the guest.

  • A short trip — no registration

A foreigner who has come to Russia for no more than 7 days and lives in a flat is not registered at the place of stay. This exception does not apply to hotels.

  • A Russian citizen — after 90 days

A Russian citizen who has rented a flat for a few days or weeks is not obliged to register at the place of stay. Registration is needed if they live in someone else's flat for more than 90 days.

Fines for a flat owner and a management company for guest registration

For flats the general Art. 18.9 of the Code of Administrative Offences applies, not the new article for hotels. If there are several foreigners, liability arises for each. The amounts for citizens change from 3 November 2026 — we will state them after a lawyer's check.

  • A foreign guest has not been registered or the notification is late

An owner who is a citizen — a fine for citizens under Part 4, Art. 18.9 of the Code of Administrative Offences; the amounts change from 3 November 2026

    Organisation (for example, a management company that itself provided the apartments) — 400 000–500 000 ₽, an official — 40 000–50 000 ₽

    • Part 4, Art. 18.9 of the Code of Administrative Offences
  • Housing was let to a foreigner who is in Russia in violation, or to a person from the register of controlled persons

An owner who is a citizen — a fine for citizens under Part 3, Art. 18.9 of the Code of Administrative Offences; the amounts change from 3 November 2026

    Organisation — 400 000–500 000 ₽, an official — 35 000–50 000 ₽

    • Part 3, Art. 18.9 of the Code of Administrative Offences
  • An apart-hotel in the register was late with the notification

Hotel rules — a deadline of 1 working day, a fine under Art. 18.9.1 of the Code of Administrative Offences for each foreigner: from 80 000 ₽ for being one working day late

Details — on the page for hotels and hostels

  • Hotel services in a flat or an accommodation facility without an entry in the register

Liability — Art. 14.39 of the Code of Administrative Offences

The host's taxes: NPD, personal income tax and tourist tax in short-term letting

A self-employed person can let housing by the day

Letting a residential premises is a permitted type of income under NPD. For a platform the host's status is a payout question: a self-employed person is paid against a receipt, a sole proprietor — against an invoice.

  • 01

    Self-employed tax

A host on the professional income tax pays 4% on payments from individual guests and 6% — from companies and sole proprietors. The limit — 2.4 million ₽ of income a year. Letting non-residential premises, including apartments, on NPD is not allowed.

  • 02

    Personal income tax

An owner without self-employed or sole-proprietor status pays personal income tax themselves — by an annual return. An aggregator does not become the host's tax agent.

  • 03

    Tourist tax

It is paid only by accommodation facilities from the register of classified accommodation facilities. A flat is a residential premises, not an accommodation facility: there is no tourist tax on short-term letting of a flat. A guest house and an apart-hotel from the register pay it if the tax is introduced in the municipality.

  • 04

The host's status on the payout date

A self-employed person can deregister or lose the right to NPD on any day. Before a payout the platform checks the status by INN in one request — the passport is not needed a second time.

  • 2.4 million ₽ the self-employed income limit per year
  • 4 % the NPD rate on payments from individuals
  • 5 ₽ self-employed status check by INN

Aggregator, management company, contactless check-in: who needs to check what

The set of checks is the same, what differs is who meets the guest and who receives the money. A platform checks both sides, a management company — mainly the guests, a check-in service — the one it opens the door to.

  • Aggregators and short-term rental services

    • Hosts publish listings and receive payouts — the passport, INN and status are needed before the first payout
    • Guests book for one night — a document before the booking is confirmed
    • NeuroVision — both sides in one API, the host's data is matched with the payout recipient; Host check by INN
  • Apartment management companies

    • Dozens of properties and flows of foreign guests
    • The host party is an organisation, the foreigner must be registered on time
    • NeuroVision — a foreigner's passport and MRZ without retyping, the register of controlled persons before arrival; Foreign passports
  • Contactless check-in

    • A key box, a code or a smart lock — the guest enters without a meeting
    • The code is issued to the person whose document has been checked
    • NeuroVision — a link for the document check before the code is issued, anti-fraud for a photo from a screen
  • Large owners and chains of flats

    • Several flats, separate contracts with each guest
    • Prepayment and deposit — from a checked guest
    • NeuroVision — a web widget by a link without development
  • Booking services for hosts

    • A booking site, a channel manager, the host's CRM
    • Guest checking as a module of your own product
    • NeuroVision — REST API, a white label of the widget, installation in your perimeter; API documentation

Guest and host: what NeuroVision checks on both sides of a booking

Checking short-term rental guests protects the host and the flat. Checking the host protects the guest and the platform's money. Both are built from one recognised document — there is no need to enter the data again.

  • The guest's passport before the booking

A Russian passport or a travel passport is recognised from a photo: full name, date of birth, series and number, date of issue. A foreign passport of 195+ countries and territories — with the name in Latin letters from the MRZ and verification of the check digits.

How a host and a guest go through checks on a short-term rental platform

A host is checked once — at registration, the status is rechecked before payouts. A guest — at each booking or once per account, as the platform decides.

Step 1

The host registers a property

The host photographs the passport by a link in the personal account. The platform receives the fields, the anti-fraud result, the INN and the self-employed status. The host uploads the extract from the Unified State Register of Real Estate separately — matching the full name stays with the platform.

A short-term flat host photographs the passport in the platform's personal account
Step 2

The guest books

After the booking is confirmed the guest receives a link and photographs the passport with a phone, a foreigner — a passport with an MRZ. The document is checked for forgery, a Russian passport — against the Ministry of Internal Affairs database, a foreigner — against the register of controlled persons.

A foreign guest's passport recognised by its MRZ, checked by anti-fraud and against the register of controlled persons
Step 3

Check-in and payout

The host or the check-in service sees that the document is checked and hands over the key or the code. Before a payout the platform rechecks the host's status in one request. A foreign guest is registered by the owner from their own data — without retyping.

Short-term letting is a deal between strangers. A platform needs one provider that will check both sides and will not promise what it does not do.

Short-term lease, host party, NPD: a short-term rental glossary

Concepts that come up when letting a flat by the day, registering guests and making payouts to hosts.

Host
The one who lets housing through a platform: the owner, their representative or a management company. On a platform the host goes through a document check and receives payouts.
Host
Short-term lease contract
A contract under which an owner lets a flat for a short period. Allowed by the Housing Code since 2024 if the neighbours' rights are respected.
Apartments
Non-residential premises for temporary residence. If hotel services are provided in the complex, it works as an accommodation facility and must be in the register.
Guest house
An individual residential house in which accommodation services are provided as part of an experiment until the end of 2027. Works only after inclusion in the register of classified accommodation facilities.
Host party
The one with whom a foreigner actually lives: in short-term rentals — the owner of the flat or the organisation that provided it. Files the arrival notification for the foreigner. Who registers the guest
Arrival notification
A message to the Ministry of Internal Affairs that the foreigner has checked in. The flat owner files it no later than 7 working days from the day of the guest's arrival.
Registration at the place of stay
Accounting of a Russian citizen at the address where they temporarily live. Mandatory in someone else's flat if they live there for more than 90 days.
Professional income tax
The regime for the self-employed: 4% on payments from individuals, 6% — from companies, income up to 2.4 million ₽ a year. Housing can be let on it, non-residential premises cannot. The host's taxes
Self-employed tax
Tourist tax
A local tax on stays in accommodation facilities from the register of classified accommodation facilities. Flats are not subject to it.
An extract from the Unified State Register of Real Estate
A Rosreestr document on the owner and the encumbrances of a property. Confirms the right to the flat. NeuroVision does not check it — the platform matches the full name from the extract with the host's checked passport. What Rosreestr checks and what NeuroVision checks

Questions about checking short-term rental guests and hosts

The passport: the document is recognised from a photo and checked for forgery, a Russian passport — for validity against the Ministry of Internal Affairs database, a foreign guest — against the register of controlled persons. This way a check of a short-term flat tenant takes minutes and is done before check-in. At a meeting the host matches the guest with the original document.

The passport data is needed for the lease and, for a foreigner, for the Ministry of Internal Affairs notification. A copy and a photo of the passport are personal data. The basis and the retention period are stated by the owner or the platform in the personal data processing policy.

Yes, if they have come to Russia for more than 7 days. The arrival notification is filed by the flat owner as the host party — no later than 7 working days from the day of arrival. A foreigner who has come to Russia for no more than 7 days and lives in a flat is not registered.

No. Registration at the place of stay is mandatory if a citizen lives in someone else's residential premises for more than 90 days. The “within 24 hours” rule applies only to hotels.

The host party is the one who provided the housing: the flat owner or an organisation. An aggregator that only brought the guest and the host together does not file the notification. If an apartment complex works as an accommodation facility, the hotel rules apply — a deadline of 1 working day.

Yes. Since 2024 the Housing Code directly allows letting housing under a short-term lease if the neighbours' rights and the rules of using the building are respected. It is prohibited to provide hotel services in a flat. Bills on neighbours' consent had not been adopted as of October 2026.

No. The tourist tax is paid by accommodation facilities from the register of classified accommodation facilities, and a flat is a residential premises. This was clarified by the Federal Tax Service in the letter of 11.09.2025 No. СД-4-3/8338@. A guest house or an apart-hotel from the register pays the tax if it is introduced in the municipality.

Yes: letting a residential premises is allowed under the professional income tax. The rate — 4% on payments from individuals and 6% from companies, the limit — 2.4 million ₽ a year. Non-residential premises, including apartments, cannot be let on NPD. The platform checks the status by INN — 5 ₽ per request.

No. Ownership is confirmed by an extract from the Unified State Register of Real Estate, checking it is not part of the product. NeuroVision checks the host's passport and finds the INN and the self-employed status. The platform matches the full name from the checked passport with the extract and the payout recipient.

Check the document before the listing is published, not after a guest's complaint. A forged passport and a photo of a screen are seen by anti-fraud. The INN by passport and bankruptcy information show who the money will go to. A discrepancy of the full name with the extract or the payout recipient is a reason to stop the listing.

Not on this page: guest and host checks are built on the document and databases. Selfie comparison and Liveness require a separate solution under the biometrics law. Duplicate accounts are found by the platform by passport number and INN.

Document recognition with anti-fraud — from 16 ₽ per KYC session, at 10 000 checks a year — 18 ₽. Database checks — 5 ₽. Test access — 1 month.
