Checking donors and aid recipients for non-profits

The bank sees every transaction of a foundation, the law bars persons on watchlists from founding one, and foreign money requires separate accounting. We recognise a donor’s passport and a beneficiary’s application without manual entry, check the person against the watchlist, the register of foreign agents and sanctions, and a company by taxpayer ID (INN). The decision to accept money and give aid stays with the foundation.

Founders, foreign money and bank control: three legal requirements for a non-profit organisation

A foundation is not required to establish the identity of everyone who transferred a hundred roubles. But the law defines who cannot be accepted as a founder or member, which receipts must be accounted for separately and whose transactions the bank sees.
For each of the three requirements a foundation needs accurate data about a person or company — from a document and registers, not from their word.

  • Founders, participants and members

    7‑FZ, Art. 15(1.2)

    The Rosfinmonitoring list

    Watchlists

    • A person on the list under Art. 6(2) of 115‑FZ
    • A person on the UN Security Council lists
    • A person whose funds are frozen by a decision of an interdepartmental body — until the decision is lifted

    Foreign nationals

    • A foreign national or stateless person on the register of controlled persons

    Organisations

    • An organisation on the list of undesirable organisations
    • An association whose activity is suspended under the law on countering extremism
  • Foreign sources

    7‑FZ, Art. 32(1, 3); 255‑FZ, Art. 3

    Foreign nationals’ documents

    Who they are

    • Foreign states and organisations
    • Foreign nationals and stateless persons
    • Russian companies whose beneficiaries are foreign nationals

    Accounting

    • Income and expenses from foreign sources — separately from other receipts

    Report

    • Annually to the Ministry of Justice: sources, volumes and use of funds, including foreign ones
  • The bank and foreign agents

    115‑FZ, Art. 6(1.2, 4); 255‑FZ, Art. 11(7, 12, 22)

    The foreign agents register

    Mandatory monitoring

    • Receiving and spending money and property by an NPO
    • The information is sent to Rosfinmonitoring by the bank
    • Taxes, utility payments and interest on deposits — excluded

    A foreign agent

    • Does not receive state or municipal support
    • Money from a foreign agent for a public event is not accepted

    Register of socially oriented NPOs

    • An NPO on the foreign agent register is not included in the register of socially oriented NPOs

Where a foundation needs a check

Checking NPO donors and aid recipients is needed where large sums pass through the organisation or where the decision to help is made on documents. The foundation chooses the point of checking itself.

  • A targeted-aid foundation

    • A beneficiary submits an application and documents online or at the office
    • Passport, SNILS and a handwritten application — into the CRM without retyping
    • A major donor — against watchlists before the funds are credited
  • A grant-making and corporate foundation

    • An NPO grantee — by taxpayer ID (INN) before the contract
    • The manager and founders — against the watchlist and the foreign agent register
    • A project report — with verified data on the contractor
  • A public organisation and an association

    • A new member or founder — before the admission decision
    • A foreign national — against the register of controlled persons
    • Membership fees come from a verified person
  • A social service provider

  • An autonomous non-profit organisation (ANO) with private and corporate donors

    • You set the donation check thresholds
    • A donor company — by taxpayer ID (INN), a representative — by passport
    • A foreign donor — the document shows citizenship
  • A foundation employee's workplace: a laptop, a folder of applications and a box of aid

What to check about each party of a foundation

A foundation has six types of relationships with people and companies, and each needs its own set of data. Checking recipients of charitable aid and major donors is assembled from the same blocks.

  • A major donor

Full name, date of birth and citizenship — from the passport without manual entry.

Watchlist, foreign agent register and sanctions — before a donation above your threshold is credited.

    • 115‑FZ, Art. 6
  • A beneficiary and aid recipient

Passport, SNILS and application — fields in the CRM without retyping, document anti-fraud.

A remote application — liveness and a face match to the photo in the document.

    • Document and liveness
  • A founder and participant

Watchlist, asset-freeze decisions and UN lists — before registration or a change of membership.

Foreigner — the register of controlled persons.

    • 7‑FZ, Art. 15
  • A member of a public organisation

Passport and a watchlist check — before the admission decision.

A repeat application is visible to your system by document number.

    • 7‑FZ, Art. 15
  • A grantee and contractor

A company — by tax number: status, manager, participants, nominee director, bankruptcy.

The director and shareholders — against the watchlist, sanctions and the foreign agent register.

    • 255‑FZ, Art. 11
  • A foreign donor

A passport from 195+ countries and territories, sanctions and international screening with PEP.

Citizenship from the document — for separate accounting of receipts.

    • 7‑FZ, Art. 32

A large donation: three steps from the donor questionnaire to crediting

Small donations go through as usual. When the amount is above the threshold the foundation has set, the donor goes through a short check via a link, and the result arrives in the CRM.

Step 1

Passport and liveness via a link

The donor receives a link from the fundraiser, photographs the passport and passes liveness, and the face is matched to the photo in the document. Full name, date of birth and citizenship go into the questionnaire without retyping, and a forgery or a photo of a screen is flagged at once.

A donor photographs a passport via the foundation's link
Step 2

Watchlists, registers and sanctions

The passport data is checked against the list of terrorists and extremists, the register of foreign agents and OFAC, EU, UK and UN sanctions. A donor company — by taxpayer ID (INN): status, manager and participants.

Watchlist, foreign agent register and sanctions from the passport data
Step 3

The decision in your CRM

The results arrive as JSON by session ID. Your system marks the donor as verified, and foreign citizenship — for separate accounting; matches go to the foundation’s lawyer.

A donor record in the foundation's CRM with a crediting decision

A donor from a watchlist, duplicate applications, money without separate accounting: where a foundation risks money and trust

Eight categories and one report a year

Charity relies on donors’ trust. One mistake with the source of money or with an aid recipient costs a foundation more than checking the whole base.

  • 01

    A donor from a watchlist

A major donor turns out to be on the Rosfinmonitoring list or under sanctions. The bank sees every transaction of the foundation, and the foundation will have to explain where the money came from. A check before crediting shows the match in advance.

  • 02

    Duplicate applications

One family submits several applications for different relatives or with someone else’s documents. Your system compares the passport number and SNILS from the check with earlier applications, and liveness does not let a photo through.

  • 03

    Foreign money without separate accounting

A transfer came from a foreign national, and accounting recorded it together with other receipts. Citizenship from the donor’s document goes into the record at once — separate accounting runs from the first payment.

  • 04

    A shell grantee

A partner NPO receives a grant and stops responding. Status, manager, nominee status and bankruptcy by taxpayer ID (INN) — before the contract is signed.

  • 8 categories of persons cannot be founders, participants or members of an NPO
  • 1 time a year a report to the Ministry of Justice on sources and use of funds
  • 5 ₽ a check against the watchlist or the foreign agent register

  • Your system  — a line of your system: certificates, repeats, separate accounting, reporting and repeat checks
  • The foundation’s lawyer  — a decision by the foundation’s lawyer: the list of undesirable organisations and foreign source

A donor company and a grantee: what taxpayer ID (INN) shows before the contract

  • The company exists and operates

Risk. A donation comes from a company in liquidation, and a grant goes to an organisation that no longer operates.

NeuroVision. Status in EGRUL, registration date, bankruptcy and account blocks by tax authority decision — by taxpayer ID (INN).

  • The company is not a nominee

Risk. The manager is listed in dozens of companies, and the real owner is hidden.

NeuroVision. A nominee or mass-manager flag, the director’s links to other companies, participants per EGRUL.

  • Watchlists, sanctions and the foreign agent register

Risk. The foundation receives money from a company whose manager is on a watchlist, or passes a grant to a partner linked to a foreign agent.

NeuroVision. The manager and founders — against the Rosfinmonitoring list, sanctions lists and the foreign agent register.

  • The representative is who they claim to be

Risk. A donation agreement is signed by an outsider on behalf of a well-known company.

NeuroVision. The representative goes through their own KYC session: passport, liveness and a face match to the document; you verify the authority.

Foreign participants and beneficiaries from foreign registers — in KYB early access; the foundation’s lawyer decides whether the company counts as a foreign source. A company check by taxpayer ID (INN) is on request.

When to check a donor and a beneficiary again: a new payment, new details, register updates

A regular donor goes through a check once, but watchlists and registers change every week. A repeat check is needed where the risk changes.

  • A new large payment

A donor transfers an amount above your threshold. Before crediting — a repeat check against the watchlist, the foreign agent register and sanctions. You set the threshold and frequency.

  • A beneficiary’s new details

A recipient asks to transfer aid to another card. A new short session — document and liveness again — confirms that the person changes the details themselves.

  • Register updates

Rosfinmonitoring, the Ministry of Justice and sanctions authorities update their lists. The base of donors, founders and partners is rechecked against the new versions, and matches go to the lawyer.

  • A grant extension

Before the second tranche the partner NPO is checked again by taxpayer ID (INN): status, manager, bankruptcy, account blocks.

Checks for a charitable foundation and NPO: catalogue and prices

Each check is switched on separately — for the party type and the amount. You pay for completed requests. All database checks are in the catalogue AML checks.

Why foundations and non-profit organisations choose NeuroVision

A foundation needs a provider that checks both the person and the organisation without making a beneficiary or donor fill in extra forms.

A donor, a beneficiary and a partner — in one system, documents — without manual entry

Passport and application recognition, watchlists and registers work on the same data. The CRM record is built without retyping, and an employee runs a partner organisation check by a single taxpayer ID (INN).

There is no need to assemble a solution from several vendors and reconcile their responses.

Frequently asked questions about checking donors and aid recipients

An NPO's operations of receiving and spending money are under the bank's mandatory control, and the foundation records money from foreign sources separately and shows it in its report to the Ministry of Justice. Checking a major donor before crediting gives the foundation accurate data for accounting and removes the risk of accepting money from a person on a watchlist.

The law does not make a foundation a bank: small transfers go through the bank, which knows its own customer. The thresholds above which a donor is checked are set by the foundation in its policy.

The beneficiary photographs the passport and the application, the data arrives in the CRM without retyping, and anti-fraud flags a forgery and a photo of a screen. For a remote application, liveness with a face match to the photo in the document is added.

The law names eight categories: among them persons on the Rosfinmonitoring list and the UN Security Council lists, persons with frozen funds, foreign nationals on the register of controlled persons and undesirable organisations. A check against watchlists and the register of controlled persons costs RUB 5.

The law does not prohibit them in general, but an NPO records money from foreign sources separately and shows it in the annual report. We recognise a foreign donor's document from 195+ countries and territories without manual entry — citizenship goes into the record at once.

By the person's full name and date of birth — RUB 5. Register entries contain the date of birth and taxpayer ID (INN), so a match can be verified. For a company, the manager and founders are checked against the register.

The law prohibits receiving money from a foreign agent for organising public events and donations to political parties. In other cases the foundation's lawyer decides; we show whether the person is on the register.

No, there is no such check in the catalogue. The list of undesirable organisations is checked by the foundation's lawyer; we check the Rosfinmonitoring list, the foreign agent register, sanctions and the register of controlled persons.

No. We check the document and live presence on every application. Your system finds repeats by document number and SNILS, and when details change the person goes through the document and liveness again.

Yes. Each person and each taxpayer ID (INN) goes as a separate request through the REST API, and your system can recheck the base after the lists are updated.
