How an individual background check works

Three steps from passport to verdict. You submit the customer's data, the system queries the registers itself and returns a result for every source — with records, dates and case numbers, not just “yes” or “no”

Step 1

Submit the data

Name and date of birth are the minimum. A Russian passport, driving licence, SNILS, INN or phone number unlock additional checks. The data can be sent in a single API request or taken from a document recognised in a KYC session.

A card with passport data: full name, date of birth, document number
Step 2

The system queries the registers

From the passport it obtains the INN from the tax service itself and then identifies the person unambiguously, with no namesakes. If a register responds unreliably, the system retries the request.

By INN the system queries the registers of the Federal Bailiff Service, the Federal Penitentiary Service and the Ministry of Justice
Step 3

Get a result for every source

A run takes from seconds to a few minutes — some government registers are slow to respond. The response contains the verdict, the records found with amounts, dates and case numbers, and each register's response time. The result arrives by webhook or is fetched over the API.

Check result: a list of registers with pass marks
Important!

“Not checked” does not mean “clean”

If a register is unavailable, the system retries the request. If data was missing, the check is marked as skipped and is not charged. We never return an empty result in place of a real one.

Which individual checks are available

Checks are grouped by what you need to obtain from the customer. A Russian passport unlocks the most — and nothing else has to be requested. Pick a document to see what it can be checked against.

Basic package: 16 checks from a single passport

Sixteen checks covering the mandatory 115-FZ minimum. The only thing needed from the customer is a Russian passport. Package discount: the whole package — 50 ₽ instead of 80 ₽.

Why individual checks are entrusted to NeuroVision

  • Government registers directly

We work with government registers and court systems through SMEV and open databases, not through third-party aggregators. The source of every record is visible in the response.

  • No namesakes

From the passport the system obtains the INN and identifies the person unambiguously. Where a register searches by name only, we honestly split the results into exact matches and probable namesakes.

  • “Not checked” is not “clean”

If a register is unavailable, the system retries the request. If data was missing, the check is marked as skipped and is not charged. We never return an empty result in place of a real one.

  • One call — all checks

All checks are launched with a single REST API request and return a machine-readable result broken down by source. Pick only the ones your scoring model needs.

  • Together with document verification

Register checks are launched straight from a KYC session: the passport is recognised, the face is matched against the selfie — and the person is checked against the registers right away. No separate data entry is needed.

  • Price with no subscription

5 ₽ for any check against Russian registers, 50 ₽ for the basic package of 16. You pay only for the checks that ran.

How we tell a person from their namesake

By Russian passport

Unambiguously

The system obtains the INN from the tax service and then searches by it: bankruptcy, commercial court cases, taxes, self-employment and account freezes are tied to that person, not to a namesake.

By name and date of birth

With flags

Wanted lists, bailiff records, sanctions and ministry registers are filtered by date of birth. Where the date is incomplete, the match is flagged as needing clarification, and for sanctions a similarity score in per cent is returned.

Court cases

With results split

Case cards in courts of general jurisdiction contain neither a date of birth nor an INN. So we split the result into exact matches on the full name and matches on initials, move cases from the region of registration to the top, and cut off cases from before the person came of age.

Integration in a single day

Two REST API methods: one launches the checks on the data you send, the other returns the result. No KYC session or document upload is required.

REST API by data

Send the name, date of birth and documents in one JSON request, pick the checks you need or run everything permitted. The result is fetched by run identifier or arrives by webhook.

  • JSON in and out
  • A separate result for every check
  • Sandbox and documentation
  • A skipped check reports which data was missing

Send the full name, date of birth and document details over the API or through the web interface. The system queries the registers of the Interior Ministry, the Federal Tax Service, the bailiff service, the bankruptcy register, the traffic police, the courts and the sanctions lists, and returns a result for every source: found, not found, or not checked and why. The service is available to companies and sole traders under contract.

A single Russian passport runs 16 basic checks: passport validity, INN, sanctions lists, the list of terrorists and extremists, foreign agents, the wanted lists of the Interior Ministry, the Penitentiary Service and the bailiffs, enforcement proceedings, child support, bankruptcy, pledges, commercial court, criminal, civil and administrative cases, and self-employed status. Six more passport-based checks can be connected separately.

Yes. Name and date of birth are enough for 12 of the 16 basic checks and for most of the additional ones. Four are unavailable: passport validity, INN lookup, commercial court cases and self-employed status. This mode suits customers with an international or foreign document, and application forms filled in before a document is uploaded.

From a passport the system obtains the INN and searches by it — unambiguously. Where a register searches by name, the date of birth helps, and doubtful matches are flagged separately. Court cases are split into exact matches on the full name and probable namesakes, with a recommendation for the operator.

From a few seconds to a few minutes: some government registers are slow to respond. The checks are asynchronous — the result arrives by webhook or is fetched by run identifier. Each register’s response time is included in the result.

The check lacked data, or the source was unavailable. The response states the reason and lists the missing fields. A skipped check is not charged. An empty result means “not checked”, not “clean”.

These are two different bailiff service databases. Enforcement proceedings are active debts with amounts and claimants. The bailiff wanted list is a separate register of those evading enforcement. An entry on the wanted list is rarer and carries more weight.

Yes. By name and date of birth the wanted lists, sanctions, bailiff records, bankruptcy and courts all work. A foreign national’s document also enables the check against the Interior Ministry register of controlled persons, while international compliance screening covers PEP and sanctions worldwide.

5 ₽ for any check against Russian registers, 50 ₽ for the basic package of 16 checks, 36 ₽ for international compliance screening. There is no subscription fee, and skipped checks are not charged.

Yes, if there are lawful grounds: 115-FZ requirements, a contract with the customer or their consent. We work with public and government registers under 152-FZ, and checks that require the person’s consent request it explicitly. The service is intended for business, not for private individuals looking someone up.
