NeuroVision solutions for real estate: checking the parties to a deal and tenants

An agency handling a sale becomes a party covered by 115‑FZ. A developer and a landlord check their client so as not to lose the money and the property. We check the parties to the deal against the watchlists, sanctions lists and registers, a company by tax number, and we read passports with no manual entry.

Choose a segment of the property market

Each card says who to check in that segment, when, and which checks it takes. A detailed page for every segment will appear in this section.

Estate agencies and developers

The seller, the buyer and their documents before the contract is signed.

  • Watchlists · Database checks · KYB · Document recognition

    Estate agencies

Intermediaries in a sale are covered by 115‑FZ. The client — against the Rosfinmonitoring watchlist and sanctions before the contract; the seller — for bankruptcy, debts and wanted lists; passports — with no retyping.

  • Document recognition · Database checks · Sanctions

    Developers

A buyer under an off-plan contract is checked by the bank that opens the escrow account. What the developer needs is passport and power-of-attorney data in the contract with no manual entry, passport validity, and watchlists and sanctions for foreign buyers.

When an estate agency becomes covered by 115‑FZ

When it helps someone buy or sell property. An intermediary in a sale, whether a company or a sole trader, takes on the full set of duties under article 5 115‑FZ: identification, internal control rules, registration with Rosfinmonitoring and reports on large deals. Article 5 does not name developers or landlords.
NeuroVision checks the parties to the deal and prepares the data for the file. Identification under your own internal control rules, the decision to work with a client, freezing and reporting to Rosfinmonitoring through its portal are yours to do.

  • Who is covered

115‑FZ, art. 5 — intermediaries in property sales, both companies and sole traders.

    Watchlist screening

What counts as acting as an intermediary

    • Finding options for a buyer or a seller
    • Helping a deal to be made
    • Selling a property on the owner's instructions
    • Advising on a sale or purchase
    • The business activity code does not matter — what matters is what you do under the contract

Who article 5 does not name

    • An owner selling their own flat themselves
    • A developer working under off-plan construction contracts
    • A landlord, and an intermediary in letting

    Supervision and registration

    • Supervision — Rosfinmonitoring: estate agents have no sector regulator
    • Registration with Rosfinmonitoring — before intermediary services begin; a company and a sole trader register separately
    • A personal account on the Rosfinmonitoring website — for every company and sole trader under article 5
  • What you have to do

115‑FZ, art. 7; internal control rules — Decree No. 1157, registration — Decree No. 58.

    Choose the checks

Before you start acting for a client

    • Identify the client, the representative, the beneficiary and the beneficial owner
    • Establish the purpose of the business relationship
    • Assess the risk and assign the client to a risk group
    • Screen against the Rosfinmonitoring watchlist

    Internal control

    • Approve internal control rules and appoint a dedicated compliance officer
    • Update client details once a year, and once every three years where the risk is low
    • Keep the details for at least five years after the relationship ends
    • Screen clients against the watchlist at least once every three months and report the result

    A match on the watchlist

    • Freeze the money or property — within 24 hours of the watchlist being published
    • Report to Rosfinmonitoring — no later than one working day after the freeze

    Reports to Rosfinmonitoring

    • A suspicious transaction — no later than three working days from the day it is spotted
    • A deal above the threshold — within three working days, through the personal account
  • Transactions subject to mandatory control

    115‑FZ, art. 6, cl. 1.1; Rosfinmonitoring order No. 13 of 26.01.2026.

    A guide to 115‑FZ

The threshold from 10 March 2026

    • For intermediaries — above 5 million ₽, or the equivalent in foreign currency
    • For banks — 75 million ₽: a bank may not report a deal that you are required to report
    • Details under the new threshold — from 1 April 2026

    Which deals

    • Sale and purchase of property only
    • Off-plan construction contracts and assignments under them, letting, gifts and annuities are not covered
    • Cash and bank payments — treated the same

If you are not involved in the payments

    • The date of the transaction is the date the sale contract was signed
    • The client's details of the payment are best kept in the file

    No threshold

    • A transaction where one party is on the Rosfinmonitoring watchlist is subject to control at any amount

The seller in a property deal: what to check before the deposit

Flats are not lost to forged documents alone. More often the seller turns out to be a bankrupt, a debtor with enforcement proceedings, or a person signing the contract on someone else's passport. Here is what to check before the deposit — and where.

  • The seller's identity and passport

    • The passport is matched against the property register extract: the name, date of birth and document details of the owner must agree
    • Passport validity — against police data
    • The scan is checked for signs of forgery or editing
    • Recognition moves the passport data into the form and the contract — an error in the series will not reach the draft contract
  • A representative and a power of attorney

    • If a representative is selling, two people are checked: the owner and whoever acts on their behalf
    • The representative's passport — against the same databases as the seller's
    • A notarised power of attorney is checked against the Notary Chamber register of powers of attorney — NeuroVision has no such check
    • We read the text of a power of attorney against a template of your documents
  • Bankruptcy and debts

    • A deal at an understated price can be challenged by the bankruptcy trustee if it was made within a year before the bankruptcy petition was accepted, and a deal harming creditors — within three years (127‑FZ, art. 61.2)
    • If bankruptcy proceedings are already under way, an individual cannot sell a flat without the trustee's consent (art. 213.11, cl. 5 — deals above 50,000 ₽)
    • Before the deposit — the federal bankruptcy register and the commercial court case file, bailiff enforcement proceedings, tax arrears and account freezes
    • Commercial court cases and bankruptcy are searched by tax number, so namesakes never reach the results
  • Watchlists, sanctions and wanted lists

    • A seller or a buyer on the Rosfinmonitoring watchlist — the deal is subject to mandatory control at any amount, and the agency must freeze the funds
    • The watchlist check goes by name and date of birth, so namesakes are not blocked
    • Sanctions lists — if the seller holds foreign citizenship or acts through a foreign company
    • Police and bailiff wanted lists — a reason to stop the deal and look into it
  • What NeuroVision does not check

    • Ownership, a mortgage, an attachment and a ban on registration actions are shown by a property register extract from Rosreestr
    • The Notary Chamber pledge register in our catalogue covers movable property — cars and equipment, not flats
    • The seller's legal capacity, a spouse's consent and the rights of minors are checked by a lawyer and a notary
    • We check the person, not the property: these checks are needed together
  • Handing over the keys to a flat once the seller has been checked

The seller: what to check and where to do it

  • The passport is valid

    Where to check: police data
At NeuroVision: yes — through the state data exchange system

  • The passport is neither forged nor edited

Where to check: a scan or photo of the document
At NeuroVision: yes — document anti-fraud

  • Bankruptcy

Where to check: the federal bankruptcy register, the commercial court case file
At NeuroVision: yes — by tax number

  • Debts and enforcement proceedings

Where to check: the bailiffs, the tax service
    At NeuroVision: yes

  • The Rosfinmonitoring watchlist, sanctions

Where to check: the Rosfinmonitoring website, the OFAC · EU · UK · UN lists
    At NeuroVision: yes

  • Wanted lists

Where to check: the police, the bailiffs, the prison service
    At NeuroVision: yes

  • Ownership, mortgage, attachment

Where to check: a property register extract (Rosreestr)
    At NeuroVision: no

  • A notarised power of attorney

Where to check: the Notary Chamber register of powers of attorney
At NeuroVision: no — text recognition only

  • Legal capacity, a spouse's consent

Where to check: a lawyer, a notary
    At NeuroVision: no

The person is checked against databases, the property — at Rosreestr, and the power of attorney and legal capacity — by a notary and a lawyer. Below — which of these NeuroVision does.

How to check a property buyer and their money

A foreign national's documents

The passport is read automatically, MRZ included, and then come the register of controlled persons, sanctions and PEP lists

  • 01

    Watchlists, sanctions and PEP

A buyer is screened against the Rosfinmonitoring watchlist before the contract, and a foreign national or a politically exposed person — against the sanctions lists and the PEP database as well. Compliance screening covers sanctions from over 50 countries, PEP lists and adverse media in a single request.

  • 02

    A foreign buyer

The law bars anyone on the police register of controlled persons from acquiring property — the deal will not pass registration. Deals with persons connected to unfriendly states go ahead with the Government Commission's permission: that is a decision for the deal's lawyer; we read the citizenship from the document.

  • 03

    A corporate buyer

By tax number: whether the company is active, whether there are signs of a shell company, whether the director is a nominee. The director and the founders are screened against the same watchlists and sanctions lists. Ultimate owners through a chain of companies — in the full KYB platform.

  • 04

    Where the money comes from

The service does not establish the source of funds — that is the agency's own assessment under its internal control rules. Indirect signals: the buyer's bankruptcy, account freezes, large enforcement proceedings alongside a cash purchase. The agency reports a suspicious transaction itself — no later than three working days.

  • 195+ countries and territories
  • 16 000+ document types
  • 36 ₽ sanctions and PEP

How to check a tenant: a company or a person

A landlord is not covered by 115‑FZ. Checking a tenant is their own protection against debts, empty premises and a company that disappears along with the deposit. Which checks are needed depends on who signs the contract.

  • A corporate tenant

The tax number shows the status in the state registers, signs of a shell company and a serial director, account freezes, commercial court cases and debts to the budget. A shell company is more often given away by its director, so the director and the founders are checked together with the company — against the watchlists, sanctions lists and for bankruptcy.

  • A tenant who is a person or a sole trader

The passport — for validity and forgery; then the bailiffs, tax arrears, bankruptcy, court cases and wanted lists: a debtor with live enforcement is a risk to the rent. A sole trader's tax number is their personal one, so every «by tax number» check works. A person is checked against the databases with their consent.

  • A foreign tenant

A foreign national's document is read automatically, and the police register of controlled persons shows whether the person has lost their legal grounds to be in Russia. Anyone on the register is barred from changing their place of stay without police permission. A foreign founder of a company is screened against the sanctions lists.

  • Coworking and coliving — with no face entry

We check a resident against documents and databases when the contract is signed. Face-based entry to the premises and matching a face against a database of residents are not something NeuroVision offers in this scenario.

How the parties to a property deal are checked

Three steps from the passport to a report that goes into the deal file. You establish the client's identity yourself when you meet, and the right to the property is confirmed by a register extract. We check the people and companies behind the deal.

Step 1

Passports and powers of attorney — with no retyping

The passport of the seller, the buyer or a representative, a foreign one included, is read from a scan or a photo and comes back as JSON fields. The document is checked for signs of forgery and traces of editing.

Reading a passport and a power of attorney with no manual entry
Step 2

The seller, the buyer and the company in a single request

A person — against the Rosfinmonitoring watchlist, sanctions, bankruptcy, the bailiffs and wanted lists; a foreign national — against the register of controlled persons as well. A company — by tax number: status, shell company, serial director, account freezes.

Step 3

A report for the deal file

For every check — the result, the date, the source and the records found. The report is kept in the client's file. The check can be repeated before the deposit and before the contract is signed.

Government websites or NeuroVision: how an agency checks the parties to a deal

Bankruptcy, the bailiffs, the watchlist and wanted lists can be checked free of charge on government websites, one at a time. Once there are dozens of deals a month and the check has to be shown to Rosfinmonitoring, doing it by hand stops working.

Why estate agencies and landlords choose NeuroVision

A flat deal means passport details, sums of money and addresses. You need a provider that keeps the data in Russia, produces a report a lawyer can read, and prices per check.

The seller, the buyer and the company — in one report

Watchlists, sanctions, bankruptcy, the bailiffs, a company check by tax number and passport recognition all come through one service.

No need to pull together five websites and a pile of screenshots to build the deal file.

Questions about 115‑FZ and checking the parties to a property deal

Yes, if it provides intermediary services in property sales: finding options, helping a deal to be made, selling a property on the owner's instructions or advising on a deal. This applies to companies and sole traders alike. The agency registers with Rosfinmonitoring, approves internal control rules, identifies its clients, screens them against the watchlist and reports large and suspicious deals.

Article 5 names intermediaries in sales, and mandatory control extends only to sale transactions. Acting as an intermediary in letting is not named in that wording. If an agency handles both letting and sales, it is covered by the law for the sales.

5 million ₽, or the equivalent in foreign currency — under Rosfinmonitoring order No. 13 of 26.01.2026, in force from 10 March 2026. For banks the threshold is different — 75 million ₽. Details of a sale above the threshold are filed by the agency within three working days through the Rosfinmonitoring personal account. The 3 million ₽ threshold has long since gone.

As transactions subject to mandatory control — no: by Rosfinmonitoring's guidance, only sale transactions are subject to control. Off-plan contracts and assignments under them, letting, gifts and annuities are not included. A suspicious transaction must be reported whatever the type of deal.

Under 115‑FZ the agency identifies its own client — the one it has a contract with — together with their representative, the beneficiary and the beneficial owner. The other party is checked for your own safety: a bankrupt seller or a buyer from the Rosfinmonitoring watchlist is dangerous for the deal, whoever your client may be.

No. You establish the client's identity when you meet, from the original passport, under your own internal control rules. NeuroVision reads documents and checks the person and the company against watchlists, sanctions lists and registers; you put the result in the file. The law lets an agency delegate identification to a bank under contract — but not to a checking service.

Not at NeuroVision. Ownership, a mortgage, an attachment and a ban on registration actions are shown by a property register extract from Rosreestr. We check people and companies: the seller for bankruptcy, debts and wanted lists, the buyer against the watchlists and sanctions lists, the tenant by tax number. The Notary Chamber pledge register in our catalogue covers cars and equipment, not flats.

The passport is read automatically — 16,000+ document types from 195+ countries and territories. A foreign national is checked against the police register of controlled persons: the law bars anyone on the register from acquiring property. Then come the sanctions lists, PEP lists and the Rosfinmonitoring watchlist. Deals with persons connected to unfriendly states need separate permission — a question for the deal's lawyer.

The money under an off-plan construction contract goes into an escrow account at an authorised bank, and it is the bank that identifies the client under 115‑FZ. The developer needs the check to fill in the contract without errors, to confirm the passport is valid and to confirm the representative's authority.

Checks against registers and watchlists cost from 5 ₽, a package of 16 checks from a passport costs 50 ₽, compliance screening with PEP lists costs 36 ₽, and there is no subscription fee. Company checks by tax number and recognition are quoted individually. The trial period is 1 month.
