Adverse media screening

The client is not on any list or sanctions register, but the press writes about them as a party to a fraud case? NeuroVision reputational screening searches for negative publications about a person and a company in the media and open sources — in one request with PEP, sanctions and regulator measures. Namesakes are filtered out by year of birth, and the decision stays with your compliance team.

Why search for negative publications when the lists are clean

One request — four risk categories

Negative publications are checked together with PEP, sanctions and regulator measures: the record shows where the person was found.

  • 01

    Lists lag behind events

A person gets onto a list or sanctions register after an authority’s decision. A publication about an opened case, a detention or a journalistic investigation appears earlier — sometimes by months.

  • 02

Business reputation — required by law

115‑FZ requires taking measures on a regular basis to establish a client’s business reputation. Open publications are an accessible source of such information.

  • 03

Risk that registers do not show

Fraud, corruption, tax evasion, links to organised crime — some stories never reach the lists. But for a bank or a payment service it is the same risk.

  • 04

    Foreign client without Russian databases

Russian registers say nothing about a citizen of another country. International publications are one of the few sources on their reputation.

Negative publications in AML: which topics count as risk

For compliance, a negative publication is not just any critical review. What matters are topics that point to a risk of money laundering, terrorist financing or fraud. Six groups to set up your review rules for.

  • Fraud and embezzlement

Cases of fraud, misappropriation, embezzlement, schemes involving depositors and borrowers. The most common topic for banks and payment services.

  • Corruption and bribery

Bribes, abuse of office, kickbacks in procurement. Especially important if the client is a PEP or their associate: then also see PEP screening.

  • Laundering and taxes

Cashing out, transit schemes, tax evasion, shell companies. A direct signal for 115‑FZ.

  • Sanctions and export control

Sanctions evasion, smuggling, export control violations. Sanctions status itself is checked against the lists, while a publication shows the story around it.

  • Terrorism and extremism

Publications on terrorist financing and extremist activity. A match with the Rosfinmonitoring list is checked separately and has its own deadlines.

  • Organised crime

Drugs, human trafficking, weapons, cybercrime, membership in criminal groups. Rare, but the most serious findings.

How adverse media screening works: from full name to decision

Six steps: three are done by the service, three by your compliance team. A publication is not a verdict in itself, so the review is up to a person.

Step 1

Send the customer's details

First and last name are required; date of birth, country and gender filter out namesakes. For Russian citizens the name from the foreign passport is more reliable: international sources write in Latin script. The data can be taken from a document recognised in the KYC session.

Client data for the check
Step 2

The service looks for similar profiles

The name is compared with profiles in the consolidated database: negative publications, PEP, sanctions and regulator measures. Profiles with similarity of 95 out of 100 or higher are returned.

Search of the consolidated profile database
Step 3

Get matches with categories

For each profile — similarity, the spelling that matched, year of birth, country and categories: if “media” is present, the person was found in negative publications.

Matches with categories
Step 4

Filter out namesakes

Year of birth or country does not match — it is a namesake, the check is passed. No data in the profile — compare the patronymic, gender and the application form.

Namesake filtered out
Step 5

Read the publication

Who the client is in the story: accused, victim, witness or merely mentioned. How recent the news is, how the case ended, how reliable the source is.

Reading the publication
Step 6

Record the decision

Standard risk, elevated risk with enhanced due diligence, or refusal — according to your internal control rules. Keep the basis of the decision together with the result: an inspector will ask for it.

similarity 95+, year and country match

Same person — a story about risk

Name, year of birth and country match, and the client in the publication is a party to a fraud or corruption case. Raise the risk level, ask the client for explanations and documents on the source of funds, and agree the decision on onboarding with the responsible employee.

the name is similar, the year or country differs

Namesake

The name passed the threshold, but the year of birth or country does not match the client’s document. This is a false positive: record why you decided so and continue onboarding.

same person, but a different role

Mention without accusation

The client is a victim, witness, expert or is mentioned next to a party to the case. On its own this is not a negative hit: note the context and, at the next check, see whether their role has changed. Keep the review together with the check result. Same person: name, year of birth and country match, role in the publication — party to the case, outcome — elevated risk Mention without accusation: role in the publication — witness, context noted

Adverse media on a company: brand, executive and founders

  • Name and brand

Publications about the company by full and short name and trademark: regulator claims, criminal cases, schemes involving clients. Company search is enabled on request.

  • The director

The chief executive is the first person the press writes about. They are checked by full name and date of birth in the same request as an individual client.

  • Founders and beneficial owners

An owner with a negative history changes the risk of the whole company. Take founders from the register and beneficial owners from the UBO check.

  • Before a major deal

For a significant contract, publications are part of the reputational track of due diligence, where conclusions are drawn by experts.

Business reputation under 115‑FZ: where the law expects information from publications

The law does not contain the words “adverse media”. But it does require you to know a client’s business reputation and keep that information up to date — publications help to meet that duty.

  • On accepting a client and during the relationship, take reasonable and available measures on a regular basis to establish the client’s financial position and business reputation (subpara. 1.1, para. 1, Art. 7) 115‑FZ
  • The scope of measures depends on the risk level: for high-risk clients, a publication search is mandatory; for low risk — under your own rules Your internal control rules

  • Update information at least once a year, for low risk — once every three years; where its accuracy is in doubt — within seven business days (subpara. 3, para. 1, Art. 7) 115‑FZ
  • A repeat publication search runs together with an application form update or on the schedule of AML monitoring NeuroVision

  • Processing is permitted where it is needed to perform duties imposed on the operator by law (para. 2, part 1, Art. 6) 152‑FZ
  • Information on criminal records is a special category: the service shows publications and their topic, not a criminal record certificate (part 3, Art. 10) 152‑FZ

  • A publication is information, not evidence: the risk level and measures are set by the responsible employee under the internal control rules Your internal control rules
  • The check result, run date and your review are stored together — they can be shown to an inspector NeuroVision

Questions about adverse media screening

It is a search for publications about a client or company in the media and open sources that point to risk: fraud, corruption, laundering, sanctions evasion. At NeuroVision it runs in one request with PEP, sanctions and regulator measures.

Sanctions screening checks whether a person is on official lists. Publications show stories that have not reached the lists yet — or never will. That is why extended screening covers both.

There is no separate rule on adverse media. But the law requires taking measures on a regular basis to establish a client’s business reputation, and the scope of measures depends on risk. For high-risk clients, a publication search is an accessible and reasonable measure.

First and last name are required; date of birth, country and gender reduce the number of namesakes. For Russian citizens it is better to pass the name from the foreign passport: international sources write it in Latin script.

First make sure it is your client: year of birth, country, patronymic. Then read who they are in the story and how it ended. The decision — standard or elevated risk, enhanced due diligence or refusal — is made by the responsible employee under your internal control rules.

A publication is information, not evidence. Usually it is a reason to request explanations and documents. The grounds and procedure for refusal are set by 115‑FZ and your internal control rules; keep the review together with the result.

On accepting a client, on updating information — once a year, for low risk once every three years — and on events: a large transaction, a change of executive. Monitoring of negative publications across the whole base is enabled through AML customer monitoring.

Yes. Publications about a company are searched by name and brand; the executive and founders are checked by full name and date of birth. For a major deal, publications are part of the reputational track of due diligence.

No. The service finds publications and shows that a person is mentioned in them. Under the personal data law, criminal record information is a special category, processed only in cases established by federal laws.

36 ₽ per check: negative publications, PEP, sanctions of 50+ countries and regulator measures. Checks skipped due to insufficient data are not charged. Company search and repeat checks of the base — on request. Trial period — 1 month.
