NeuroVision solutions for e-commerce

A marketplace needs to know who stands behind a seller, a classifieds site needs to weed out fraudsters and multi-accounting, a rental service needs to check the renter before handing anything over. We have put together ready-made sets of checks for 7 types of online platform: what to check, with what and how to switch it on.

Choose your type of platform

Each card shows who a platform of that type usually checks and which products it needs for that. A detailed page for every type will appear in this section.

Marketplaces, classifieds and auctions

Who is selling on the platform and whether buyers can be trusted to them.

  • KYB · Database checks · Anti-fraud

    Marketplaces

Seller screening beyond what 289‑FZ requires: the company by tax number, nominee directors and shell companies, self-employed status, sanctions and the representative's documents.

  • Anti-fraud · Database checks

    Classifieds and C2C platforms

Protecting buyers from fraudsters: checking the seller's phone, freshly bought and burner numbers, forged documents and repeat sign-ups on the same details.

  • KYC · KYB

    Auctions, resale and collectibles

Screening sellers and buyers of high-value lots: the document, the company by tax number, wanted lists, debts and sanctions before the deal.

What 289‑FZ requires and where it stops

In force since 1 October 2026: the platform economy law. It obliges large platforms to check sellers when signing a contract, but it answers only one question: does the seller exist and are their details correct.
The operator carries out the 289‑FZ check by one of the methods listed in Government Decree No. 768. NeuroVision is not on that list and does not replace it: our checks are an additional layer, and the decision to admit a seller is the platform's.

  • Who must be checked

289‑FZ, art. 5 — operators of intermediary digital platforms.

    When signing the contract

    • Verify the details of the partner seller, the partner contractor and the owner of the pickup point

The Ministry of Economic Development's register · by 02.11.2026

    • The obligation applies only to platform operators listed in the register of intermediary platforms

    Decree No. 768, cl. 7–11

    • The list of details to be verified is closed: name, address, tax number, state registration number, tax registration reason code and self-employed status

    No re-verification

    • The law does not require partners with an existing contract to be re-checked
  • How and by when

Decree No. 768 — the verification methods the law gives the operator.

    Choose the checks

    Up to 5 working days

    • State registers and the tax service: the registers of legal entities and sole traders, and professional income tax status

    1 calendar day

    • The state identification and authentication system, or another such system
    • The SME digital platform — for small and medium-sized businesses

    Up to 15 working days

    • Foreign applicants — the official resources of the country of registration

No later than the next working day

    • A decision that the check was not passed must be an electronic document with a qualified electronic signature stating the reasons; re-checks may not be restricted
  • What is left to the platform

Outside 289‑FZ — the platform decides.

Checking a company by tax number

    KYB

    • Who stands behind the company: the director, the shareholders and their other companies
    • Shell companies, nominee and serial directors, account freezes

    AML

    • Sanctions lists and the Rosfinmonitoring list — a risk for the platform and its partner bank

    Anti-fraud

    • Forged and edited documents of the seller's representative
    • Fraudulent buyers, multi-accounting and burner numbers

How a seller check works

A typical seller onboarding flow — three steps from the tax number to the decision. The platform runs the mandatory 289‑FZ check by its own method; our checks run in parallel and do not hold up onboarding.

Step 1

The tax number and the representative's document

The seller enters the tax number and uploads the representative's passport. The document is recognised with no manual entry and checked for signs of forgery and traces of editing.

Recognising the seller representative's document and entering the tax number
Step 2

The company and the people behind it

By tax number: status in the state registers, nominee director, account freezes, bankruptcy and commercial court cases; the director and shareholders are screened against the Rosfinmonitoring list and sanctions. For a self-employed seller, professional income tax status.

Checking the seller's company and its director against registers and sanctions lists
Step 3

The decision and a re-check

For every check: the result, the source and the records found, in JSON. The platform's rules let the seller through, send them to a specialist or reject them; the check can be repeated before a payout.

What a solution for an online platform is built from

A set for a platform is assembled from six products on one platform. Switch on only what you need — you pay for the checks performed.

Why check sellers and users beyond what the law requires

  • The details check out — but the company is hollow

A 289‑FZ check will confirm the tax number and address of a shell company perfectly well. A nominee director and links to liquidated firms show up only when you check the people behind the company.

  • The fraudster never reaches the buyer

A forged document, a freshly bought phone number and a repeat sign-up are stopped at the door, not after the first complaints.

  • Your partner bank will ask questions

The platform moves sellers' money through a bank. A seller on a sanctions list is a risk to the whole platform's settlements.

  • Onboarding with no manual queue

The checks run in parallel with the mandatory one and return an answer in JSON. A specialist handles only the borderline applications.

  • Evidence for disputes

For every check the date, the source and the records found are stored. They can be produced in a dispute with a seller or during an inspection.

  • A price with no subscription

You pay only for the checks performed: from 5 ₽ for Russian registers. Checks skipped for lack of data are not billed.

What the checks cost for a platform

A fixed price per check, with no subscription fee. Checks skipped for lack of data are not billed.

Document recognition, anti-fraud and phone number checks are priced separately — we will quote for your flow of sellers and users.

How to connect the checks to your platform's onboarding

Choose the option that suits your team: a widget for a pilot, the API to embed in the seller's account, or an installation inside your own perimeter.

Widget

A ready-made document capture interface branded as yours: send the seller a link or embed the widget in their account. A good fit for a pilot with no development.

Terms

  • A 1-month trial period
  • A dedicated manager
  • 24/7 support
  • Payment for the checks performed

Why online platforms choose NeuroVision

A platform needs a vendor that can take the flow of sign-ups, checks both the company and the people behind it, and does not slow seller onboarding down.

The company, the people and the documents in one response

The tax number check, the director and shareholders, the representative's document, sanctions and anti-fraud are all connected through one API.

There is no need to reconcile three services' responses to decide whether to admit a seller.

Questions about screening sellers and buyers

No. The obligation under art. 5 of 289‑FZ applies to operators of intermediary digital platforms that are listed in the Ministry of Economic Development's register. The ministry is to publish that register by 2 November 2026. The check is carried out when signing a contract with a seller, a contractor or the owner of a pickup point.

No. Decree No. 768 lists the permitted methods: the state registers and the tax service, the state identification system or another such system, the SME platform, and the resources of the country of registration for foreign applicants. NeuroVision is an additional layer on top of the mandatory check: who stands behind the company, sanctions and forged documents.

Professional income tax status comes from the tax service, 5 ₽ per check. If the seller has uploaded a passport, you also get passport validity, wanted lists, bailiff debts and bankruptcy.

By tax number you check the company's status, whether the director is a nominee or serial director, the director's links to other companies, account freezes ordered by the tax authority, bankruptcy and commercial court cases.

Check the seller's phone — whether it belongs to them and how long it has been in use — and check the uploaded documents for forgery, along with repeat sign-ups on the same details. The checks run at sign-up and before high-value listings are published.

Personal data checks are carried out on a basis provided for by 152‑FZ — as a rule, with the user's consent, which the platform collects at sign-up. Scoring checks work only with consent.

Those are financial institutions with laws of their own — they are in the «Finance» section: the instalments and payment services pages.

In Russia: in the NeuroVision cloud or in your own infrastructure with an on-premises installation. The platform complies with 152‑FZ and 242‑FZ.

Register checks start at 5 ₽, a package of 16 checks from a passport costs 50 ₽, and there is no subscription fee. Recognition and anti-fraud are quoted individually. The trial period is 1 month.
