Remote assessment, admission and biometrics: what the law allows a university and an online school in 2026
There is no separate law on verifying students’ identity, but the rules of remote assessment, admission and biometric data processing set the framework. Biometrics at entrance tests and assessment may be used only through state systems, and the identification method and proctoring procedure are fixed by the university in its local act.
NeuroVision checks the document and live presence in front of the camera and records the date and result of every check. The ESIA and Unified Biometric System step, consents and local acts are up to you and your lawyer.

An online school’s risk is a learner who gets a certificate for someone else’s course and an account shared by five people. A qualification assessment centre’s risk is a candidate who has someone else sit the exam. The checks connect through a single API, without a separate integration for each task.

A student with a passport, but someone else takes the exam
Anyone can show a passport to the camera — the Ministry of Digital Development thinks so too. Liveness at entry leaves the test taker fewer chances to go unnoticed: a photo and a recording will not pass.

A professional development programme requires a diploma of secondary vocational or higher education. Document anti-fraud sees traces of editing, a photocopy and a screen capture before enrolment.

Instead of a live student in front of the camera — a photograph, a pre-recorded clip or a face generated by a neural network. Liveness tells such substitution from a live person.

Remote learning rules: the student is known before the exam starts
Remote exam and proctoring: what the law decides and what NeuroVision checks before entry
The rules of remote learning allow a university to hold assessment on its own or with a proctoring service — an organisation that controls the exam conditions and records violations. The law reserves biometric matching in assessment for Gosuslugi and the Unified Biometric System. Alongside this step, NeuroVision checks the document and the live person in front of the camera.

The student confirms the Gosuslugi account and goes through matching in the Unified Biometric System — by the university or the proctoring service. NeuroVision is not connected to the Unified Biometric System and does not replace this step.

Three ways to submit — one data entry queue
A university must accept documents in person, by post and through Gosuslugi, and copies and electronic images do not need to be certified. In peak weeks the admissions committee retypes hundreds of passports, school certificates and handwritten applications. Recognition removes manual entry, and document anti-fraud removes taking any scan on trust.

Questions about student identification and exam proctoring
In assessment on university, college and professional development programmes, an organisation may identify a student through Gosuslugi and the Unified Biometric System — on its own or with a proctoring service. Alongside this step, NeuroVision checks the document and live presence in front of the camera.
At entrance tests, interim and final assessment, biometric authentication through the systems of commercial organisations is not allowed — Government Resolution No. 815. In these cases biometrics go through the Unified Biometric System. Liveness and face comparison in your scenario are assessed by a lawyer.
It is an organisation that a university engages to control the conditions of assessment and record violations. This is how it is defined by the Rules for the Application of E-learning, approved by Government Resolution No. 1678. The university fixes the proctoring procedure in a local act and publishes it on its website.
The Ministry of Digital Development believes it is not: showing a document through a camera and an SMS code do not give reliable identification — the authenticity of the document cannot be checked, the photo can be substituted. Document recognition with an anti-fraud check and Liveness cover some of these risks but do not replace the Gosuslugi and Unified Biometric System step.
It recognises the student’s document, confirms live presence in front of the camera and leaves the date and result of the check. Monitoring of the exam, recording of violations and the decision on them are handled by the university or the proctoring service, the proctor and the committee.
The contract for a minor’s education is concluded by the parents or legal representatives — their passport is checked. We do not use the child’s biometrics. In the Unified Biometric System it is permissible only with a parent’s consent.
