The guest uploads the passport by a link before arrival or the administrator photographs it at the desk — the fields go straight into the PMS. A foreign passport is read by its MRZ, the document is checked for forgery, a foreigner — against the register of controlled persons of the Ministry of Internal Affairs. The hotel sends the Ministry of Internal Affairs notification from its own system — already without retyping.

Since 1 March 2026 the new Rules for the Provision of Hotel Services have applied. For Russian citizens the list of documents is wider than before — driving licences and the digital ID have appeared. For foreigners the procedure is the same: a passport and a migration card. Rules No. 1912 are valid until 1 March 2032, the previous Rules No. 1853 have lapsed.
NeuroVision recognises the guest's paper documents. The hotel accepts the digital ID and biometrics through state services.

A hotel is the host party for every guest. Deadlines are counted from the day of arrival, and liability — for each foreigner separately.
Registration at the place of stay in a hotel — on arrival, deregistration — on departure. Information to the registration authority of the Ministry of Internal Affairs — within 24 hours: on paper, through Gosuslugi or through an electronic channel agreed with the Ministry of Internal Affairs.
Within one working day following the day of arrival. If the guest arrived on a weekend or holiday — on the first working day after it. The hotel gives the tear-off part of the notification with the stamp to the guest.
About a foreigner who has left — no later than 12 hours of the day following the day of departure. A late departure notification is punished in the same way as a late arrival.
Providing hotel services in an accommodation facility that is not in the register of classified accommodation facilities is prohibited. The register entry number and a link to it — in the contract, on the website and on booking platforms.
Since 21 June 2026 separate articles of the Code of Administrative Offences have applied to hotels and other accommodation facilities. A fine for a late foreigner notification is imposed for each guest; sole proprietors are liable as organisations.

The guest shows a QR code from the Gosuslugi app or the MAX messenger, the hotel receives the details from the document through a state service. The code is valid for a limited time, a screenshot does not work. Works only for Russian citizens.
A guest who has submitted biometrics to the Unified Biometric System is identified at the hotel's terminal. Check-in by biometrics in 2026 is only through the Unified Biometric System and only with the guest's consent.
Accepting a digital ID is mandatory for hotels with more than 50 rooms — since 1 September 2026. For other accommodation facilities — since 1 September 2028.
Foreigners, guests without a digital ID and everyone with a paper passport on them — by document. For them NeuroVision recognises the passport and passes the fields to the PMS — as fast as a digital ID.
The law is the same for all, what differs is the flow of guests and who stands at the desk. The set of NeuroVision checks is the same, the way of connecting changes.
The guest's document is recognised and checked before they have come up to the desk. The PMS receives ready fields and the result of each check — the administrator only needs to match the guest with the document.
A Russian passport and a travel passport are recognised from a photo: full name, date and place of birth, series and number, date of issue and department code. The fields arrive as a JSON response — the PMS fills in the guest's questionnaire and the registration form.

Latin letters copied with an error
A foreign passport was retyped by hand, letters were mixed up, the date of birth was entered in a different format. The notification is returned for correction, the working day ends — and the delay already costs from 80 000 ₽. The name from the MRZ with check-digit verification removes this error.
The deadline is counted in working days
A foreigner arrived on Friday — the notification is needed on the first working day, that is, on Monday. If the night shift did not manage it on Monday, on Tuesday it is already Part 3, Art. 18.9.1 of the Code of Administrative Offences. Data collected before arrival cuts the shift's work down to sending.
The guest left early in the morning
A departure notification for a foreigner — by 12 o'clock the next day. It is forgotten more often than arrival, and the fine is the same. Check-out should trigger the notification in the PMS.
A photo of a document instead of the document
The guest sends a photo from a screen or a picture of someone else's passport, and at the desk the document is not matched. Anti-fraud finds a photo from a screen and traces of editing, and matching the guest with the original on arrival is done by the administrator.
A violator of the regime in a room
A foreigner from the register needs the permission of the Ministry of Internal Affairs to change the place of stay. Accommodating a violator of the regime is a risk of a fine under Part 3, Art. 18.9 of the Code of Administrative Offences of up to 500 000 ₽. A check against the register — 5 ₽ before arrival.

The law does not establish a direct obligation to check the register, but accommodating a foreigner who is in Russia in violation risks a fine under Part 3, Art. 18.9 of the Code of Administrative Offences of up to 500 000 ₽. A copy of a passport is personal data. For a foreigner, copies of documents are attached to the Ministry of Internal Affairs notification, for a Russian citizen the basis and period of keeping a copy are determined by the hotel in its personal data processing policy.
