There is no separate law on couriers yet. What to check and who is responsible depends on the form of work: an employment contract with a delivery service, a contract with a self-employed person or orders through an intermediary digital platform.

A foreigner can work as a courier on a patent, as an EAEU citizen or with a residence permit. We recognise the passport and check the person against the Ministry of Internal Affairs register — the grounds for work, the notification and regional restrictions remain with the delivery service. A courier with a patent works only in the region of issue and in the profession if it is stated in the patent. A courier who delivers orders to a neighbouring region risks going beyond the patent. The validity of a patent is checked in the Ministry of Internal Affairs services — NeuroVision recognises the patent as a document.
Citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan do not need a patent or a work permit. They — together with citizens of Ukraine — can be self-employed couriers. Other foreigners do not apply the professional income tax, and therefore cannot be platform partners as self-employed.
The Ministry of Internal Affairs in the region of work is notified of an employment or civil-law contract with a foreign courier and of its termination. For failing to notify — a fine for the organisation of 400 000 to 800 000 ₽, in Moscow, Saint Petersburg and their regions — up to 1 000 000 ₽, for each foreigner separately.
Some regions have banned engaging foreigners on a patent in courier activity. In Saint Petersburg the ban on taxis and delivery has been extended for 2026. A violation of a regional ban — a fine for the organisation of 800 000 to 1 000 000 ₽. The list of regions changes — check the acts of your region.
Since 5 February 2025 the Ministry of Internal Affairs has kept a register of foreigners who have no legal grounds to be in Russia: the period of stay, the residence permit or the temporary residence permit has expired, or a document has been annulled. From the date of entry in the register the expulsion regime applies to the person — and six of its restrictions directly affect courier work. A check against the register in NeuroVision — 5 ₽, it is not needed for Russian citizens.
A person from the register is restricted in the right to drive a vehicle. A car or motorbike courier from the register cannot carry orders even if they have a licence.
They will not be admitted to the exam, a Russian licence will not be issued or exchanged. A courier will not move from a bicycle to a car while in the register.
A new account will not be opened, operations on the account are restricted: one can receive transfers to one's own account and withdraw up to 30 000 ₽ a month. Payouts to a courier from the register run into the bank.
They cannot leave the region or municipality where they live or stay without permission. Intercity delivery is closed to such a courier.
They cannot register as an entrepreneur. For platforms this means: a person from the register will not become a partner-contractor through a sole proprietorship.

Through a platform a courier works under a civil-law contract only if they are a sole proprietor or apply the professional income tax. When concluding the contract the operator checks information on them: for a self-employed person — full name, INN and application of NPD. NeuroVision provides the INN by passport and the status — the method of checking is chosen by the operator.
The partner performs orders themselves: the law directly speaks of independent performance and prohibits involving third parties. Renting an account or passing an order to an acquaintance is a violation of the terms on which a courier can work through the platform at all.
An order — for a specific delivery, without a work schedule and internal rules. A courier has the right to refuse an order and to take orders on other platforms. Mandatory shifts and fines for refusal are signs of an employment relationship.
Compliance with the law on foreigners in contracts with them, the ban on engaging minors in certain types of work and the limitation of systematic work for one customer. The operator may keep a rating and restrict access to an account for violations.
A food delivery service needs thousands of couriers a month without moderators, a courier service — trust in the person who carries a valuable parcel, a dark store — a staff courier with a medical examination and shifts. The checks are the same, the order and depth differ.
The courier photographs the documents in your app, the system queries the databases itself, a moderator looks only at disputed questionnaires. For a foot or bicycle courier we do not ask for a licence — fewer steps, and fewer abandoned registrations.
A Russian passport spread or a foreigner's passport is recognised in one session: full name, date of birth, number, citizenship. A patent or a residence permit — as a second document. Anti-fraud filters out a photo from a screen and edited images.
INN — by passport, self-employed status — with the Federal Tax Service, the person — against the wanted lists of the Ministry of Internal Affairs, the Federal Penitentiary Service and the Federal Bailiff Service, a foreigner — against the register of controlled persons, a car courier — against the traffic police database. The answer comes for each source separately, with the response time.
Your system compares the answer with the admission policy: age, status, register, licence. Clean questionnaires pass, disputed ones go to a moderator, and the status and register are rechecked before a payout and when documents are renewed.
The profile is checked, someone else carries
A courier with clean documents registers and hands the account over to someone who would not pass the check: a foreigner without grounds, a teenager, a person on a wanted list. Under the platform law, the partner performs orders themselves, without third parties. The documents show the account owner, not the person at the client's door right now.
The document is genuine, the person is not
A relative's passport or a scan from a leak passes the Ministry of Internal Affairs database check. Discrepancies give it away: a photo from a screen or a photocopy is visible to anti-fraud, the phone number belongs to another person, the same passport is already linked to another account.
The courier loses the grounds and changes the profile
The period of stay has expired, the foreigner has got into the register of controlled persons and continues working through a compatriot's account. A register recheck by the account owner will show only the owner — which is why a repeat check and matching documents on a device change are important.
The licence was taken away after onboarding
The courier passed onboarding on a car, then lost the licence and keeps carrying. Rechecking the licence against the traffic police database before a shift shows the deprivation before the first order.
A blocked person comes back
After a block for stealing an order or complaints, the courier registers again: a new number, the same passport or INN. The document number is matched against your service's database, a freshly bought phone number is a risk factor.

From 16. An employment contract with a courier — without additional consents.
From 15. Light work that does not harm health — if the teenager has received a general education or continues to study.
From 14. Light work in free time from study, with the written consent of one of the parents or a guardian. The guardianship authority's consent has not been needed since 2023 if the child has a parent.
Night. Under 18 — no shifts from 22:00 to 6:00.
Loads. Carrying loads above the limit norms for minors is prohibited — heavy orders and large thermal bags are not for them.
Driving. A category “B” licence — from 18, a moped and a light motorbike — from 16. Under 16 a courier is only on foot or on a bicycle.
Alcohol. Retail sale of alcohol by a remote method is prohibited — a courier delivering alcohol works outside the law, whatever their age.
18+ goods. A teenage courier does not hand over tobacco, nicotine-containing products and other goods with an age restriction.
Platform. The platform operator must control the ban on engaging minors in certain types of work.
We take the courier's age from the date of birth in the recognised passport — without a questionnaire and manual entry. The age admission rule, shifts and delivery zones are configured by you.
The law does not set how often to recheck a courier. But the self-employed status, the lawfulness of a foreigner's stay and the licence change without your knowledge — and the courier is not obliged to report it. You choose the frequency: the more often the data changes, the more often the repeat.
A courier can deregister on any day, and the right to the regime is lost from the day the ground arose. The status — before a payout or once per settlement period.

A foreigner gets into the register when the period of stay, the temporary residence permit or the residence permit expires. The check — at onboarding, at the renewal of documents and on a schedule.

Deprivation by a court can happen on any day. The licence against the traffic police database — before a shift on a car or on your system's schedule.
