A foreign national's passport is read with no retyping — Latin script, Cyrillic and MRZ. Document authenticity, the police register of controlled persons, wanted lists and the social insurance number (SNILS) — before the person starts work, with the data going to your HR system for the notification to the Ministry of Internal Affairs.

The basis for working depends on the country and the visa regime. It determines what to check for the candidate and what to state in the notification to the Ministry of Internal Affairs.

The employer's duties are the same for a patent, a work permit and EAEU citizens. Liability applies per worker.
Of an employment or civil-law contract with a foreign national — to the regional office of the Ministry of Internal Affairs where the person works, within 3 working days at most. In person, by registered post with acknowledgement of receipt, or via Gosuslugi. From 1 September 2026 — on the new forms, which state the term of the contract.
Of the end or termination of the contract — also within 3 working days. If the person works in two regions under a patent — notify each region. A transfer to other work with the same employer does not need a notification.
Working without a patent or permit where one is required, in a different occupation or outside the region of issue is a violation by the employer. A patent and a permit are checked with the Ministry of Internal Affairs; the passport and the person — against the document and databases.
Housing, transport and other services for a foreign national who is in Russia in breach of the rules, and prohibited services for a person on the register of controlled persons — a fine for an organisation of 400,000 to 500,000 ₽.

Foreign nationals with no lawful grounds to be in Russia: the period of stay, temporary residence permit or residence permit has expired, a document has been annulled, or a decision on expulsion, deportation or undesirability of stay has been made. The Ministry has kept the register since 5 February 2025.
The expulsion regime: a ban on registering sole-trader status and companies, buying property and cars, marrying, and changing residence without permission; restrictions on banking operations and driving.
A person on the register has no lawful grounds to be in Russia — and so to work. Employing them is a violation under Article 18.15 of the Code of Administrative Offences; prohibited services for them fall under Article 18.9, part 3.
Free of charge — on the Ministry's website and Gosuslugi, one person at a time. In NeuroVision — 5 ₽ per check by API or in the web portal, in one request together with wanted lists and watchlists: for a flow of candidates and repeat checks of current staff.
Amounts are as in the Code as amended on 04.08.2026. A fine is imposed for each foreign national separately; sole traders are liable as organisations. Instead of a fine, a court may suspend operations for 14 to 90 days.

The set of checks depends not on the industry but on the flow: how many people a month, whether there is a dormitory, whether people work in different regions. NeuroVision gives everyone the same set of checks — only the way of connecting changes.
The check runs before the contract is signed — in parallel with the patent check on the Ministry's website. By the time you notify the Ministry, the passport data is already in the HR system and verified.
The HR officer photographs the passport or the candidate uploads a scan. The full name in Latin script and Cyrillic, date of birth, nationality, number and expiry date are read, the MRZ is matched against the page text, and the check digits are verified.

A JSON response with the document fields and the result of each check — into 1C, an HRM or a recruitment system. The HR officer fills in the notification to the Ministry from these fields. The hiring decision and the notification stay with the employer.
The contract data belongs to the wrong person
A candidate arrives with an edited passport or a document of a look-alike. Document anti-fraud and MRZ matching — before the contract; matching against the photo — at the interview.
The grounds for stay have ended
The patent, temporary residence permit or residence permit has expired, or an expulsion decision has been made. A check against the Ministry's register at hiring and again — while the person works.
There is a document, but the wrong one
The patent was issued in another region or for another occupation. The region and occupation are matched against the patent; validity — in the Ministry's service.
A patent was needed
Only citizens of EAEU states may work without a patent. The authenticity of the passport and the issuing state are visible when it is read.
A data error — a risk under the notification form
A difference in the spelling of a name or in document details delays the notification. Passport fields with no retyping reduce the number of errors.
