The taxi law does not allow behind the wheel a driver with less than three years of category “B” experience, one who has been deprived of the licence repeatedly, or one with more than three unpaid fines. We recognise the licence and the passport with a photo, check the licence against the traffic police database, fines — by licence and by passport, the person — against wanted lists and self-employed status, a foreigner — against the Ministry of Internal Affairs register. The carrier and the ride-ordering service get an answer on every requirement — before the first order and before every shift.

Federal Law 580-FZ divides responsibility for the driver among three parties. The taxi fleet admits its employees to the car, the ride-ordering service decides to whom to pass an order, and a self-employed carrier answers for themselves — and risks their permit.

Traffic fines only. Administrative fines for traffic violations. Fines for parking under regional laws and tax debts do not count.
Unpaid only. A paid fine disappears from the response when the payment has reached the state system.
Not expired. Fines for which the enforcement period of the decision under the Code of Administrative Offences has expired do not count.
By licence. Fines issued to the driving licence number — through the state payments system GIS GMP.
By passport. Some fines are tied to the passport rather than the licence — this is a second, separate check.
Cameras. A camera fine goes to the owner of the car. If the driver works in a taxi fleet's car, such a fine will be the fleet's, not on the driver's licence.
On onboarding. Before the first order — together with the licence check against the traffic police database.
Before a shift. The law looks at fines for the period up to the day of carriage: a driver who had three fines yesterday may get a fourth today.
On an answer “more than three”. The decision is made by the carrier or the ride-ordering service. For a self-employed person this threatens suspension of the permit.
A check of fines by licence and by passport — 5 ₽ each. The answer comes as a list of unpaid fines: you configure the “more than three” rule and the exceptions.
A taxi fleet needs to admit employees, an aggregator needs to onboard thousands of drivers without moderators, a self-employed person needs to get through onboarding without a groundless refusal. The set of checks is the same, the order and depth differ.
The driver photographs the licence and the passport in the app of the ride-ordering service or the taxi fleet, and the system queries the databases itself. The moderator looks only at disputed questionnaires.
The front and back of the licence and the passport spread are recognised in one session: full name, date of birth, licence number, categories and their opening dates. Anti-fraud filters out edited images and photos of a screen.
Licence — against the traffic police database, fines — by licence and by passport, the person — against the wanted lists of the Ministry of Internal Affairs, the Federal Penitentiary Service and the Federal Bailiff Service, self-employed — with the Federal Tax Service, a foreigner — against the register of controlled persons. The answer comes for each source separately, with the response time.
Your system compares the answer with Article 12: experience, deprivation, the number of fines. Clean questionnaires pass, disputed ones go to a moderator, and the licence and fines are rechecked before a shift.
The company, the head, the self-employed person and the driver's licence — with sources and dates
Whether the company is active in the Unified State Register of Legal Entities, whether there are signs of a shell company, account freezes and debts to the budget, who the head is and whether they are listed in a dozen companies. The ride-ordering service is jointly liable with a carrier without a permit to the passenger — it is worth knowing the partner before the contract.
Status in the sole proprietors register: termination of the sole proprietor's activity is grounds to annul the permit. The same INN is checked for bankruptcy, courts and enforcement proceedings, and the entrepreneur as a driver — by licence and wanted lists.
The status of a professional income tax payer is checked by passport or INN at onboarding and again before payouts. If a person has ceased to be self-employed, their permit is annulled, and orders must not be passed to them.
Whether the carrier's permit is valid and whether the car is entered in the register of passenger taxis, the ride-ordering service checks itself every day in the regional registers. NeuroVision does not query these registers.
The profile is checked, someone else drives
A driver with a clean licence registers and hands the account over to someone who would not pass the check: a person deprived of the licence, a foreigner without a licence, a person with fines. For a self-employed person, handing over the wheel is grounds to annul the permit. The documents show the account owner, not the person who is behind the wheel now.
Another person's genuine licence
A relative's licence or purchased data passes the traffic police check — the document is genuine. Discrepancies give it away: the full name in the licence and the passport do not match, the phone number belongs to another person, the licence number is already linked to another profile.
The category “B” date is shifted
To pass the three-year rule, the category opening date is changed in the photo of the back. Document anti-fraud looks for traces of editing and photos of a screen, and the validity of the licence is confirmed by the traffic police database.
The licence was taken away six months later
The driver passed the check, then lost the licence and keeps quiet, although obliged to tell the carrier. Rechecking the licence before a shift shows the deprivation before the first order.
A blocked person comes back
After a refusal the driver registers again: a new number, the same licence or passport. The document number is matched against your service's database, a freshly bought phone number is a risk factor.

The driver is checked before the order
For a taxi driver, not only the licence matters but also citizenship: it determines whether a foreign licence is valid for work. We recognise documents of 195+ countries and territories and check the person against the Ministry of Internal Affairs register — the admission rule by citizenship is set by the carrier.
You cannot work as a driver on a foreign licence. The exception — citizens of Kyrgyzstan and of states where Russian is an official language: they work on the licence of their own country. Others need a Russian licence. Foreign licences are not checked against the traffic police database — they are not there.
A year after receiving a residence permit or citizenship, foreign licences cease to be valid, except Belarusian ones. For a taxi this means: a Russian licence is needed, and for it — the usual check against the traffic police database.
A foreigner with no legal grounds to be in Russia gets into the register and is restricted in the right to drive a car. The check against the register — by full name, date of birth and document, at onboarding and again later. It is not needed for Russian citizens.
A number of regions have banned foreigners on a patent from working as taxi drivers. The validity of a patent and such bans are checked in the Ministry of Internal Affairs services and regional acts — NeuroVision recognises the patent as a document but does not check its validity.
The law does not set how often to check a driver. But it requires the driver to meet Article 12 on the day of each carriage, and the driver is obliged to report deprivation, arrest, a conviction and fines — and does not always do so. So the frequency is chosen by the carrier: the more often the data changes, the more often the repeat.
Deprivation by a court can happen on any day. A licence check against the traffic police database — before going out on the line or on your system's schedule.

Information on drivers. The carrier sends it to the authorised body of the region. The content and the procedure are set by the region in its act.
Self-employed. This obligation can be assigned by contract to the ride-ordering service with which the self-employed person works.
How we help. Full name, date of birth, licence number, categories and dates — already recognised and available in JSON. They do not need to be retyped into the form for the region.
Orders. The ride-ordering service receives, passes on and stores information on orders on databases and technical means in Russia.
Personal data of drivers. Transferring it outside Russia is prohibited — both for the ride-ordering service and for the carrier.
NeuroVision. Cloud in Russia or installation in your perimeter. The retention period of images is set in the flow, and the data can be destroyed at any moment.
Submission to the region. You send the data to the regional information systems and to the federal information system “Taxi” — we have no integrations with them.
Checking the car. Compulsory motor insurance, the diagnostic card, restrictions and the entry in the taxi register are checked in the services of the traffic police, the Russian Union of Motor Insurers and the regional registers.
Medical examination and waybill. They are issued by the carrier and the medical organisation.
Database checks are started with the driver's consent, and mobile operators' data is not requested without it. The processing of drivers' personal data is described by your policy under Federal Law 152-FZ — we act as a processor on your instruction.
Each check is switched on separately, payment is for the requests made; a check skipped for lack of data is not charged. This is how a database check of a driver under Article 12 is assembled — without extra requests.

Under Article 12 of Federal Law No. 580-FZ: a category “B” licence for at least three years, no medical contraindications, the driver is an employee of the carrier, a sole proprietor or a self-employed person with a permit. A person is not admitted if they were deprived of the licence repeatedly or arrested for traffic violations within a year of the previous punishment, have more than three unpaid traffic fines, an unspent conviction or criminal prosecution under Article 328.1 of the Labour Code, or have not passed the regional certification. From the databases this shows the licence, deprivation, fines, wanted lists and self-employed status.
From the date the category “B” was opened on the back of the licence. The issue date is not suitable: when a licence is replaced every ten years it is new, while the category opening date is carried over. We recognise both sides of the licence, and the “three years or more” rule is applied by the carrier.
