There is no separate law “on checking drivers”. The requirements are scattered across the road safety law, the Administrative Offences Code, the OSAGO law, the taxi law and the Civil Code — and each answers its own question: does the person have the right to drive, is the vehicle insured, is it listed as wanted or pledged.
NeuroVision collects the answers from the databases before admission. The medical check, the technical inspection, the waybill and the decision to admit remain with you.

The driver photographs the licence and passport, the fleet manager the registration certificate; your system receives a report for each source and decides itself whom to admit.
A Web SDK opens in the driver's app or on the website: the person photographs both sides of the licence and the passport, the fleet manager the registration certificate. The data is recognised in seconds, the photos go through anti-fraud. If the data is already in your system — pass it to the API without photos.
Your server sends a set of checks in one request and receives a run identifier. The system queries the GIBDD, GIS GMP, the Ministry of Internal Affairs, the Federal Tax Service and the vehicle registers and repeats the request if a source fails. Inside a KYC session the result arrives by webhook.
For each check — a status and details: “disqualified until 14.03.2027”, “2 unpaid fines”, “pledge since 2025”. The admission decision is made by your specialist or your rule: for example, “more than three fines — do not put on the road”.
“Disqualified until a certain date”, “three unpaid fines”, “ban on registration” — the source's information at the moment of the request. A fine may have been paid yesterday and not yet reached the payment system. A disputed case is a reason to ask the driver for a receipt or a statement, not to refuse automatically.
“Not found” means: there are no records in this database for this data. It is not a certificate of no criminal record and not a guarantee of accident-free driving — only the answer of one register.
If data was lacking or the source did not respond, the check gets the status “not performed” and is not charged. Such a check is repeated, not counted as passed. By full name without a date of birth, namesakes cannot be ruled out — pass the full date.
The response comes for each check separately, in machine-readable form and in the account report. The admission rules — “how many fines are acceptable”, “what to do with a pledge” — are set by you.

Licences, fines and status change after admission: a driver is disqualified, fines accumulate, a vehicle is pledged or placed under a ban. A repeat request costs the same as the first, so choose the frequency by risk.
Most ways of bypassing admission rely on the licence being checked by eye and the vehicle not being checked at all. The databases catch some of them — the rest is covered by the rules of your process.
The person shows a photo of an old blank: the picture looks fine, but according to the GIBDD database the right to drive is suspended. It is visible only by a database request — disqualification cannot be determined from a photo.
The driver uploads the licence of a brother or an acquaintance with a similar appearance. Anti-fraud catches documents of different people in one session and edits in the photo; a passport and a licence issued to different people are visible from a mismatch of full name and date of birth.
A vehicle with a different plate number arrives for loading, or the number has been “moved” from another vehicle. Matching the registration certificate to the order and a wanted-status check by VIN show the discrepancy before the cargo is released.
An admitted driver hands the app account to someone else — without a licence or disqualified. A repeat check before a shift will not help if someone else got behind the wheel — here you need a data change in the account and your own control. A foreign licence cannot be checked against the GIBDD database: it is not there.
Law, contract or consent
Processing is permitted with the person's consent, to fulfil obligations placed by law, or for a contract to which they are a party (Part 1 of Art. 6 of Federal Law No. 152‑FZ). Your company determines the grounds and the purpose.
From 1 September 2025
Consent to data processing is drawn up separately from the rental agreement, the offer and other documents that the driver signs (Part 1 of Art. 9 of Federal Law No. 152‑FZ). It states the purpose, the list of data and the actions with it.
Only what is needed for the job
An employer obtains information about an employee from third parties with written consent, and a decision cannot be based solely on automated processing (paras. 3 and 6 of Art. 86 of the Labour Code of the Russian Federation). Licences and fines relate to the driver's work; debts and courts, as a rule, do not.
The check is required by law
An ordering service does not pass an order to a driver who does not meet the requirements of the taxi law if information from state systems is available to it (para. 13 of Part 3 of Art. 19 of Federal Law No. 580‑FZ). Taxi driver data is stored in databases in Russia.
Information about a thing, not a person
Restrictions, wanted status, pledge and policy are checked by the vehicle. But if the response contains the name of the owner or pledgor, that is already personal data — store the report under your company's rules.

The databases do not replace fitness for health, the pre-trip medical check and the certificate of no criminal record for a taxi driver. They are issued by a medical organisation and by the Ministry of Internal Affairs at the person's own request, and you store and verify them.
There is no separate “driver accident rate” database for business. Indirectly it is indicated by the bonus-malus coefficient — it will appear in the catalogue. A vehicle's accidents by VIN and its technical condition on the road are your pre-trip control.

Send the licence series, number and date of issue, the passport or the full name with date of birth, and the list of checks needed in one request. In response you get a run identifier, and with it the result for each source. If the data is not in your system, the driver photographs the licence in the Web SDK and the number goes to the check by itself.
The blank does not show whether the person has been deprived of the right to drive or whether the document is listed as wanted: this information is only in the GIBDD database. Inspection and photo anti-fraud show that the document is not forged, the database — that the right to drive is valid.

A decision about an employee cannot be based solely on automated data processing — the Labour Code requires this. The report is material for your specialist. For taxis the law directly prohibits passing an order to a driver who does not meet its requirements.
A foreign licence cannot be found in the GIBDD database: we recognise it from a photo and check the photo for forgery, and the person — against the register of controlled persons of the Ministry of Internal Affairs and the wanted list. As a general rule one cannot work as a driver on a foreign licence — exceptions depend on the country of issue.
