Russia has no separate car sharing law: the service operates under a vehicle rental agreement without a crew. The duty to hold a licence lies with the driver, while camera fines and accident losses fall on the vehicle owner.
NeuroVision provides data on documents and the person. The admission rules, the decision and the agreement with the user remain with the service.
The rules for Russian citizens with foreign licences are changing: a temporary regime applies under Constitutional Court Ruling no. 21-P, and the government submitted a bill on 9 October 2026. Check the current wording before launch.

The longer a customer keeps the vehicle and the fewer contacts they have with staff, the deeper the check. The set is defined by the service's rules and the insurer's requirements — NeuroVision enables only the checks you need.
The user photographs their licence and passport in the app — the service then gets an answer from each source: whether the licence is valid, whether the driver is disqualified, how many fines they have and whether they are wanted.

A photo of another person's genuine licence
Licences are bought, borrowed from a relative or found in leaks. The licence passes the traffic police check — it is genuine. What catches it is a combination of signals: the full names on the licence and passport differ, the phone number does not belong to the document holder, the licence number is already linked to another account.
A licence and passport from a graphics editor
The expiry date is extended, a category is drawn in, the document is assembled by a neural network. Document anti-fraud looks for traces of editing and photos of a screen, while the traffic police and police databases show whether the document exists.
The licence is confiscated, but the photo remains
The driver has a photo of their old licence, but lost the right to drive by court order. The photo does not show this — the traffic police database does. For long rentals the check is repeated.
A blocked user comes back
A new phone number, a new email, the same licence or passport. The document number is matched against the service's database; a freshly bought phone number is a risk factor.
A verified profile goes to a third party
An account with verified licences is sold to people the service would not admit. Documents and databases show the account owner, but not who is behind the wheel now. This part is covered by face matching before the trip — we do not describe it on this page.

The traffic police website checks one licence by hand, Gosuslugi and Mos ID confirm the account, and the service's rules decide whom to admit. NeuroVision covers documents and databases — in one request from the app.

It is a check at registration: whether the licence and passport are genuine, whether the licence is valid and the driver is not disqualified, and whether there are unpaid fines or wanted-list entries. NeuroVision recognises documents from a photo and checks them against the traffic police, police and bailiff databases. The admission decision is made by the service under its own rules.

The law places no direct duty on the lessor: the driver must hold a licence (clause 2.1.1 of the traffic rules). But the consequences fall on the service: camera fines go to the vehicle owner, and the insurer will recover accident damage caused by a driver without a licence from the driver themselves — it will be hard for the service to get it back.
No. The licence of a disqualified driver looks the same as a valid one, and the person may have kept the photo. Disqualification is visible only in the traffic police database, so for long rentals the check is repeated.

Yes, if this is a foreigner on a temporary trip with a licence recognised in Russia, or with an international one together with the national one. For Russian citizens and those who have obtained a residence permit, a foreign licence is valid for one year, except Belarusian ones. A foreign licence cannot be used to work as a driver.
No. NeuroVision checks the driver: licence, passport, fines, wanted lists, debts. The product does not check the vehicle, its history or the compulsory motor insurance policy. The driver's no-claims bonus from the RSA database — soon.
Not on this page. Face matching involves processing biometric data, and for car sharing the government plans verification through the Unified Biometric System by 2027.
In long-term rental the vehicle stays with the customer for weeks and months, so enforcement proceedings and bankruptcy are added to licence, fines and wanted-list checks. For daily rental the agreement matters more: the passport and licence fields are carried into it from recognition.
The system retries the request. If a register is unavailable or data was insufficient, the check is flagged as skipped with the reason and is not charged. An empty response means «not checked», not «clean» — it is better to send such a driver for manual review.
