What the taxi law requires of a driver and who checks it
Since 1 September 2023, passenger car taxi services have been regulated by 580‑FZ. Article 12 lists who can be a taxi driver and who must not be allowed to work. The carrier is obliged to refuse such a driver, and a dispatch service must not pass orders to him or her.

Taxi driver checks: what the law requires and where to verify it
- The licence is recognised from a photo front and back: number, validity period, categories and their opening dates — without manual entry

How to check a carrier before releasing cargo

Company by tax number
Whether the company or sole proprietor is active in the state registers, and whether there are signs of a shell company, account freezes ordered by the tax authority, arbitration cases and debts to the budget. A carrier registered a month ago with a mass director is a reason not to give it valuable cargo.

The director and shareholders
A shell company is more often given away by its director than by the company itself: dozens of firms, bankruptcy or debts are linked to them. The manager and founders are checked by tax number from the register — nominee status, bankruptcy, courts, watchlists and sanctions.

The carrier's driver
The cargo is taken by a specific person. Their licence is checked against traffic police data, the passport for validity, the person against wanted lists. If the carrier sent the driver's details in advance, the check takes one request before the vehicle arrives.

Couriers and scooters: fast approval without extra data
A courier does not need three years of driving experience, and a scooter user does not need a licence. What is needed is something else: a genuine document, lawful status, age and one account per person. The fewer the steps, the fewer abandoned sign-ups.
