Operator lookup and phone number activity check via API

The customer’s number is already in the application form — find out which operator serves it now, which region the range was allocated in, whether the number was ported and whether it is still alive. For SMS codes, mailings, outbound calls and anti-fraud. For companies only and with the subscriber’s consent.

Number check response: current operator, porting and activity
Now operator: ported numbers accounted for, not guessed from the first digits

Yes / no activity: whether the operator is serving the number
API one request together with database checks

We check against data from:

Phone Numbering plan Porting records Telecom operators

Data is stored in Russia · Register of Russian software No. 19972 · Federal Law No. 152‑FZ

Operator, region, porting, activity: the catalogue of checks on the number itself

These checks answer questions about the number, not about the person. Run them separately or together with other database checks. Russian mobile numbers only, and only with the subscriber’s consent.

Who serves the number

Operator and region from the numbering plan, with porting taken into account.

Operator and region of the number

Which operator serves the number now and which region its range was allocated in. If the number has been ported, the response shows the current operator, not the one the range was originally allocated to.

Whether the number was moved to another operator with its digits kept. A recent port before a payout or a number change in the profile is a reason to look closer.

Number in — operator, region and status out

Name and passport are not needed for these checks — only the number from the application form or from your database. The response is short and easy to plug into a routing or anti-fraud rule.
Field format phone and errors — in the check launch documentation

  • Operator and region

Who the range is allocated to and where.

    Add the operator check

    You send:

    • a Russian mobile number — 10 digits, or 11 starting with 7 or 8
    • brackets, spaces and “+” can be left in

    You get:

    • the operator serving the number
    • the region the range is allocated in
    • DEF code
  • Porting

    Whether the number changed operator.

    Add the porting check

    You send:

    • the same number

    You get:

    • a “ported / not ported” flag
    • the current operator after porting
  • Activity

Whether the number is being served now.

    Check activity

    You send:

    • number
    • a mark of the subscriber’s consent in your system

    You get:

    • “active” or “not active”
    • check outcome: completed, skipped, source unavailable

Number, consent, response, route: four steps of a number check

The check is built in wherever a number appears in your flow: sign-up, an application, uploading a database before a mailing.

Step 1

Number and consent

The customer enters the number in a form and separately ticks a box agreeing to the number’s subscriber details being retrieved. The number can be passed in any usual form — with “+7”, “8” or brackets.

Number in the form and the subscriber’s separate consent
Step 2

API request

Your server sends the number and the list of required checks to kyc/checks/run and immediately receives a run ID. If the application includes a passport, the database checks go in the same request.

Number sent in the check request
Step 3

A response for each check

The result is fetched with a request kyc/checks/result every 5–10 seconds: operator and region, the porting flag, activity — as separate lines with the outcome of each check.

Response on operator, porting and activity
Step 4

Route and rule

Active number — send the code through the channel that suits the operator. Disconnected — ask for another contact. Recent port before a payout — hand the application to an employee or ask for a document check.

Route by number status

Active, disconnected, ported: what a number status means and what to do about it

  • “Active” — the number is being served

Codes and messages can get through. This does not mean the number belongs to the customer: the link to the name is checked by the neighbouring “number belongs to the person” check.

  • “Not active” — do not send money or codes to it

The number is disconnected or blocked. Ask the customer to update the contact before a confirmation code or a payout notice goes to that number.

  • “Ported” — the operator has changed

Porting by itself is an ordinary subscriber right. The timing matters: a port on the day bank details change or before the first payout is worth showing to an employee.

  • “Not checked” — does not mean “clean”

The number does not look like a Russian mobile number — the check is skipped and the response gives the reason. The source did not respond — the run can be repeated. A skipped check is not charged.

SMS codes, mailings, outbound calls, payouts: where the operator and number status are needed

A number is a delivery channel and a key to an account. Knowing whether it is alive and who serves it pays off wherever money and codes are sent to a number.

  • Confirmation codes

Before a code is sent you can see whether the number is active and which operator serves it. Your system picks the channel, and the customer does not wait for a code that will never arrive.

    • Activity
    • Operator
  • Database mailings

Disconnected numbers drop out of the mailing before sending, and the database is split by operator and region to fit your SMS provider’s tariffs.

Before a mailing, after a port, before a payout: when to check the number again

A number that was active at sign-up may be disconnected or ported six months later. Re-check at the moments when something depends on the number.

  • A large database mailing — activity of the numbers of customers who gave consent, and a split by operator ActivityOperator
  • Numbers disconnected since the last check go to the “update contact” list ActivityYour rule

  • First payout, change of bank details, withdrawal of a large sum — porting and activity of the number used for confirmation PortingActivity
  • A port more recent than your threshold — the application goes to an employee PortingYour rule

  • New number — activity and operator before the first code; ownership is checked by matching the name with the phone number ActivityOperator
  • Doubt after the change — repeat the “document + Liveness” check instead of sending a code to the new number Your rule

  • Your system launches the check on a list of numbers itself: each number is a separate request ActivityYour rule
  • Numbers with no logins for longer than a set period — a check before the customer needs to restore access Activity
  • Thresholds and periods are set by your company. Restoring account access after a number change is covered on the page access recovery.

A port the day before a payout, a number from another region, a dead database: what a number reveals

A single number trait does not give a fraudster away. But together with the application form and behaviour they show where to stop and look closer.

  • A port before money moves

The number moved to another operator a day before bank details changed or funds were withdrawn. This is how confirmation codes can go to someone other than the owner — the application should be shown to an employee.

  • Region does not match the form

A customer “from Kazan” with a range allocated at the other end of the country — no violation: the number is mobile. But together with other mismatches it is a reason to ask.

  • Sign-ups on dead numbers

Dozens of accounts on numbers that are no longer served — a sign of a purchased database. The activity check filters them out before bonuses.

  • A database that died quietly

Numbers in a CRM get disconnected without notice. Mailing to them costs money, and a customer who changed number will not get a code when restoring access.

Owner, location, calls — not from the number: what a number check will not tell you

  • Who the owner is

A name is not returned for a number. Whether a number belongs to a customer who has already given their name is answered by matching the name with the phone number.

  • Where the subscriber is now

The region in the response is where the number’s range was allocated, not where the person is. There is no geolocation in the response and there cannot be.

  • Calls and messages

Call detail records and the history of calls and SMS are not part of the response.

  • Numbers from other countries

The checks work with Russian mobile numbers. A foreign customer is checked by document and Liveness.

  • Sending SMS

We do not send messages or deliver codes — we only indicate whether the number is alive and who serves it. Your system chooses the channel.

  • A caller ID for individuals

You cannot look up an operator for yourself through NeuroVision: the service works with companies under a contract and with numbers of customers who gave consent.

The service works only with legal entities and sole proprietors under a contract — for registration, code delivery, mailings, payouts and anti-fraud.

Frequently asked questions about operator and number status

Pass the number in the phone field of the kyc/checks/run request and select the operator check. The response gives the operator that serves the number now and the region the range was allocated in. The check is enabled on request for legal entities and sole proprietors under a contract.

A subscriber has the right to move to another mobile operator and keep the number (Art. 44(4) of Federal Law 126‑FZ). The DEF code shows who the range was allocated to, not who serves the number now. That is why the response accounts for porting.

The region in which the number’s range was allocated. Mobile DEF codes are not tied to a place, so the number’s region does not tell you where the person is.

The activity check tells you whether the operator is serving the number at the moment of the request — according to telecom operators’ data. It runs with the subscriber’s consent, separately or together with other checks.

On the market, an “HLR query” means checking a number’s state in the network. For you the result is the same: the number is active or not. We return it in the same format as the other database checks.

Yes. Information on subscribers is restricted-access information and is passed to third parties with the subscriber’s consent (Art. 53(1) of Federal Law 126‑FZ). Consent to personal data processing is drawn up separately (Art. 9(1) of Federal Law 152‑FZ). Without consent, number checks do not run.

Yes, if your customers have given consent. Your CRM or script runs the check on a list: each number is a separate request, and the report is fetched by run ID.

No. We check the number — operator, region, porting, activity. Messages and codes are sent by your SMS provider; from our response your system picks the channel and removes dead numbers.

No. Number details do not include a name. Whether a number belongs to a customer who has already given their name is answered by matching the name with the phone number — the neighbouring check.

Number checks are priced on request: a manager calculates the price for your volume. Database checks — ₽5, a package of 16 passport checks — ₽50. There is no subscription fee.
