NeuroVision solutions for lawyers, notaries and accountants

A notary certifies a deal over a company share, a lawyer sets up a company for a client, an accountant manages their accounts — and at that moment each becomes a subject of 115‑FZ. We check the client and their company in a single request, read documents without manual entry and return a report for the file.

Choose your type of practice

Each card says which client transactions bring this type of practice under 115‑FZ and which checks that calls for. A detailed page for every type will appear in this section.

Notaries, advocates and law firms

Property deals, client money and corporate actions — when 115‑FZ kicks in.

  • Watchlists · Compliance screening · KYB · Document recognition

    Notaries

Deals in real estate, company shares and loans fall under 115‑FZ: the parties against the Rosfinmonitoring watchlist, PEP lists and sanctions, the company by tax number, passports and applications without retyping.

  • Watchlists · Sanctions and PEP · KYB by tax number · Document recognition

    Advocates and law firms

Advocates and law firms are subjects of 115‑FZ when they prepare real estate deals, the formation or purchase of companies, or the management of client money. The client from their passport and the company by tax number — against the Rosfinmonitoring watchlist, sanctions and PEP lists before signing.

When lawyers, notaries and accountants become subjects of 115‑FZ

Not always. The duties under 115‑FZ arise only when you prepare or carry out a transaction on behalf of or on the instructions of a client from the list in article 7.1 — and your set of duties is narrower than a bank's.
NeuroVision checks the client and their company and prepares the data for the file. Identification under your own internal control rules, the decision whether to act for the client, freezing and notifying Rosfinmonitoring through its online portal remain yours.

How a client check works in a legal or accounting practice

Three steps from the client's documents to the report that goes into the file. You establish the client's identity yourself — in person or under notarial legislation; we check what stands behind it.

Step 1

The client's documents — without retyping

A passport, a foreign national's papers, a contract or a form are read from a scan or a photograph and come back as fields in JSON. The document is checked for signs of forgery and traces of editing.

Step 2

The client and their company in one request

The person against the Rosfinmonitoring watchlist, sanctions, PEP lists, the foreign agents register and bankruptcy. The company by tax number: status in the state registers, signs of a shell company, a nominee director; the director and shareholders against the same lists.

Step 3

A report for the client file

Every check returns a result, a date, its source and the records found. The report is kept in the client file and shown to a chamber or a supervisory body on inspection; before the next deal the check can be repeated.

What a solution for a legal or accounting practice is built from

A practice's set is assembled from six products on one platform. Switch on only what you need — you pay for the checks performed.

  • Rosfinmonitoring watchlists

The terrorist and extremist list — by full name and date of birth, so namesakes are not blocked. Removed entries come separately.

Why a lawyer, a notary or an accountant should automate client checks

  • Compliance without a compliance department

The officer responsible under 115‑FZ is often the notary, the advocate or the head of accounts in person. A check takes minutes rather than an evening spent in portals and extracts.

  • The client and the company in one answer

A clean director may head a shell company, and a clean company may have a shareholder on a watchlist. The check sees both sides at once.

  • A file you can show without embarrassment

Every check stores its date, its source and the records found — they go into the client file and are kept for at least five years.

  • Namesakes are not blocked

A watchlist match counts by full name and date of birth. A namesake does not lose a deal over someone else's record.

  • Documents without retyping

A passport, a contract or a handwritten application is read in seconds. A typo in the passport number never reaches the draft document.

  • A price with no subscription

You pay only for the checks performed: from 5 ₽ for Russian registers. Checks skipped for lack of data are not billed.

How to connect the checks to your practice

A practice rarely has developers of its own — so you can start with the widget and the web console, and add the API when you need it.

Widget

A ready-made checking interface: send the client a link to upload documents, or check them yourself in the web console — with no development or integration.

Terms

  • A 1-month trial period
  • A dedicated manager
  • 24/7 support
  • Payment for the checks performed

Questions about 115‑FZ and client checks for lawyers, notaries and accountants

When they prepare or carry out, on behalf of or on the instructions of a client, a transaction listed in article 7.1: a real estate deal, managing a client's money, securities, property or accounts, forming a company, managing it or selling it. A notary — also when certifying the transactions on the Rosfinmonitoring list, taking assets into escrow, issuing writs of execution and increasing a company's charter capital under a convertible loan. An auditor — when providing audit services.

Under article 7.1 — no: the duties arise only for the transactions it lists. Bookkeeping without managing a client's money and accounts is not on that list either. The moment you take on such a transaction, identification, watchlist checks and internal control rules apply to that client.

No. You establish identity yourself: in person, and a notary performing remote notarial acts — under notarial legislation. NeuroVision reads the documents and checks the client and their company against watchlists, sanctions and registers; you use the result in your procedure under your own internal control rules and put it in the file.

No. For the persons covered by article 7.1 there is no quarterly reconciliation of the client base: their duties include watchlist checks and freezing, but not article 7(1)(7). A client is checked before onboarding and during the engagement. Repeating the check before a new deal takes a single request.

Yourself, through the online portal on the Rosfinmonitoring website using a qualified electronic signature, within three working days of spotting it. The bar and notarial chambers supervise compliance, but information is not submitted through them. NeuroVision does not send anything to Rosfinmonitoring and does not replace the portal.

The law answers directly: information covered by legal professional privilege falls outside the duty to report, and a notary passing information to Rosfinmonitoring is not a breach of notarial secrecy. Client data in NeuroVision is stored in Russia and, if required, inside your own perimeter.

By tax number you check the status in the state registers, signs of a shell company, a nominee or serial director, account freezes, commercial court cases and bankruptcy. The director and shareholders — against the Rosfinmonitoring watchlist, sanctions and the foreign agents register. Tracing ultimate owners through chains of companies is part of the full KYB platform.

Passports and 16 000+ document types from 195+ countries and territories are recognised out of the box. Contracts, forms and your own templates work from a template configured once; applications filled in by hand in block capitals work too. We will test notarial forms and powers of attorney on your own samples.

Checks against registers and watchlists cost from 5 ₽, a package of 16 checks from a passport costs 50 ₽, compliance screening with PEP lists costs 36 ₽, and there is no subscription fee. Company checks by tax number and recognition are quoted individually. The trial period is 1 month.
