Documents into data
The assistant scans passports, certificates, extracts and applications. The fields are read and go into the draft contract or the party's form — without retyping.
The parties to a deal in real estate, company shares or a loan are run against the Rosfinmonitoring watchlist, sanctions and PEP lists, and a company by tax number. Passports, applications and forms are read into the draft document without retyping.

A notary is a subject of 115‑FZ not for every notarial act, but for the transactions on the Rosfinmonitoring list. Below is what that list covers and what duties come with it.
NeuroVision supplies the data for screening the parties. Identity is established by the notary, and so are the decision to perform the act, the reports to Rosfinmonitoring and the measures over the escrow account.
Passing information to Rosfinmonitoring is not a breach of notarial secrecy (115‑FZ art. 7.1(5)). NeuroVision does not pass anything to Rosfinmonitoring.
115‑FZ art. 7.1(1)(2); Rosfinmonitoring Order No. 333 as amended by No. 68.
115‑FZ art. 7.1 referring to arts. 7 and 7.3; Decree No. 1180 — requirements for internal control rules.
115‑FZ art. 7.1(2) and (3.1); Decree No. 131 — rules for submitting information.
Passport data, the real estate register and the notarial registers you already have in the information system. Here is what is left to the office — and what NeuroVision covers.
The assistant puts the passport on the scanner — the full name, series and number, issuing authority and date, and the registered address are read in a second and go into the draft contract or power of attorney without typos.

The passport is read straight into the draft document. The Rosfinmonitoring watchlist, sanctions and PEP lists — by full name and date of birth. At the notary's discretion — wanted lists and the party's bankruptcy.
A passport from 195+ countries and territories without manual entry, the name in Latin script from the MRZ. The Interior Ministry's register of controlled persons, sanctions lists and PEP compliance screening.
The sale of shares, a member's withdrawal, a loan. Status in the state registers, shell-company signs, the director and shareholders against the watchlist and sanctions. The beneficial owner under 115‑FZ is established by the notary.
Your internal control rules set the combination of checks for each party.
NeuroVision returns the result with its date and source.
The screening runs alongside drafting the document. By the time the parties arrive, the assistant already knows whether there are matches on the watchlist, sanctions or PEP lists.
A notary already gets much of this through the information system and the interagency exchange. NeuroVision does not duplicate it and is not integrated with it — it covers what is left to the office.
| Task | The notarial information system | NeuroVision |
|---|---|---|
| Passport status and passport history | The unified population register, a request to the Interior Ministry over the interagency exchange | we do not duplicate |
| Powers of attorney, probate files, pledges over movable property | the registers of the notarial information system | we do not duplicate |
| The real estate register, the bailiff service, the tax service, the civil registry | requests over the interagency exchange | we do not duplicate |
| Entering data from passports, applications and forms | — | recognition in a second, handwriting by form template |
| The Rosfinmonitoring list | — | 5 ₽ per party, the result carries a date |
| PEP lists, sanctions from 50+ countries, adverse media | — | compliance screening, 36 ₽ |
| A corporate party: shell-company signs, nominee director, court cases | — | 20+ checks by tax number |
Each check is switched on separately and you pay for the requests performed. Descriptions, sources and response fields are in the catalogue of checks.

Yes, under article 7.1 — but not to every notarial act. The duties attach to certifying the transactions on the Rosfinmonitoring list: disposals of real estate, company shares and securities, loans, gifts of real estate to non-relatives, powers of attorney to manage accounts, trust management, mediation agreements, withdrawal from a company and investment partnership agreements.
Identifies the parties, their representatives and the beneficiaries, establishes the beneficial owners, applies the measures for politically exposed persons and acts under their own internal control rules. A suspicious transaction is reported to Rosfinmonitoring within three working days.
No. Identity is established by the notary, who obtains state register data through the notarial information system. NeuroVision checks the parties against the Rosfinmonitoring watchlist, sanctions and PEP lists, the company by tax number, and reads the documents. The notary uses the results in their own procedure.
No. NeuroVision does not duplicate it: passport status, the notarial registers and interagency requests stay in that system. The checks are run from the web console or over the API from your document preparation software.
No. Reports on suspicious transactions, on a refusal to perform a notarial act and on measures over the escrow account are submitted by the notary — through the online portal on the Rosfinmonitoring website, using a qualified electronic signature.
Since 29.12.2020 a transaction may be certified by two or more notaries: each party attends their own notary and the document is signed over video link through the information system. Each notary deals with their own party.
Applications and forms filled in by hand in block capitals are read against your own form template; doubtful fields are flagged for checking. Cursive handwriting — only after a test on your own samples. The particulars of powers of attorney and certificates are read by your form template; whether a power of attorney is still in force is shown by the register in the information system.
If the parties' data must not leave the office, NeuroVision is installed inside your own perimeter. In the cloud, data is stored in Russia under 152‑FZ and 242‑FZ.
The watchlist and the registers cost from 5 ₽ per check, and compliance screening against PEP and sanctions lists costs 36 ₽. Document recognition is quoted for your volume. Test access lasts 1 month.
