Checking renters for equipment and tool hire

A passport cannot be taken as a pledge, and a photocopy in a folder will not show that the document is stolen. Check the renter before handover: the passport without manual entry and anti-fraud, validity against the Ministry of Internal Affairs database, wanted lists, debts and bankruptcy, the company — by INN. Best of all — by a link from the online booking, before the visit.

Hire, renting from a private owner, special equipment without a driver: which contract your service uses

A thing can be handed over for temporary use under three different contracts, each with its own rules: who may let it, in what form, who repairs it and who is liable for harm. The contract determines what a hire business may require of the renter and how to recover a debt.
NeuroVision does not conclude contracts — we check the document and the renter before the item leaves the warehouse.

  • Hire contract

Civil Code of the Russian Federation, Arts. 626–631.

    Checklist

    How it works

    • The property is let by someone for whom this is a regular business activity
    • The item is movable property, for consumer purposes unless the contract says otherwise
    • The contract is written, public and for a term of up to one year
    • The renter may withdraw at any time by giving at least 10 days' written notice

    What matters for the check

    • A public contract: the conditions of admission are the same for everyone and are written in the hire rules
    • Sub-letting, handing the item to another person and pledging the rental rights are prohibited — it is used by the person who was checked
    • A debt for rent is recovered by a notary's executive endorsement
  • Renting from a private owner

Civil Code of the Russian Federation, Arts. 606–625.

    Who must be checked

    How it works

    • A person lets their own item to another person — this is an ordinary lease, and the hire rules do not apply to it
    • The term, payment, deposit and return — as agreed by the parties
    • The item must be returned in the condition in which it was received, allowing for normal wear and tear

    What matters for the check

    • A P2P platform brings together two strangers: both are worth checking — the renter and the owner
    • The platform has to find out for itself that the item belongs to the owner: there is no ownership check in the product
  • Special equipment without a driver

Civil Code of the Russian Federation, Arts. 642–649.

    Glossary

    How it works

    • A contract for the lease of a vehicle without crew is written regardless of its term
    • The renter operates the equipment, maintains it and pays for its operation and insurance
    • The renter is liable for harm to third parties

    What matters for the check

    • The renter of special equipment is more often a company or sole proprietor: a check by INN and the representative's passport
    • The operator's licence and work permit are checked by the hire business itself — NeuroVision has no such check

Passport as a pledge, passport copy, deposit: what a hire business may require from a client

The familiar scheme "leave your passport — get a hammer drill" breaks the law and does not protect either: a passport on a shelf does not show that it is stolen or forged. What can be done instead — four rules. Each card is a legal rule, not NeuroVision advice.
NeuroVision does not store the client's passport in your place: the hire business receives the document fields and the check results, while images are stored for as long as set in the scenario and deleted on request by session or by client.

  • A passport cannot be taken as a pledge

Accepting a passport as a pledge is an administrative offence. A passport may be taken from a citizen only in cases directly established by law — this is printed on the passport form itself. If a passport that was left is lost, the hire business will be liable.

    • Art. 19.17(2) of the Code of Administrative Offences; Government Decree No. 2267
  • A cash deposit — allowed

A deposit for an item is a security payment: it secures payment of the rent and compensation for damage. If the contract is performed without breaches, the deposit is returned; no interest accrues on it unless the contract says otherwise.

    • Art. 381.1 of the Civil Code
  • Passport data — for the contract

A hire contract is written, so the hire business needs the client's full name and document details. The basis for processing is concluding and performing the contract with the person. The law does not allow taking more data than the purpose requires.

    • Art. 6(1)(5) and Art. 5(5) of Federal Law No. 152-FZ
  • A passport copy — not by default

A photocopy or photo of all passport pages "just in case" is excessive data. It is safer to store the recognised fields and the check result, and the image — for as long as set in the scenario, with deletion on request.

    • Art. 5(5) and Art. 11 of Federal Law No. 152-FZ

Tools, electronics, gear, subscription, P2P: whom a hire business checks and how

Risk depends not on the type of item but on three questions: how much it costs, how easy it is to sell and whether the hire business sees the client at handover. A hammer drill and a camera go to a pawnshop within an hour, a pushchair almost never, and a smartphone subscription lasts a year.

  • Construction tools and special equipment without a driver

    • Clients are private craftsmen, crews and construction companies
    • Risks — hire on someone else's passport, tools handed to a pawnshop, a shell-company renter of special equipment
    • NeuroVision — passport and anti-fraud, passport validity, enforcement proceedings; the company — by INN
  • Electronics, photo and video equipment

    • Expensive and liquid equipment, often for a few days of shooting
    • Risks — a forged passport, resale of a camera and lenses through classifieds, "I lost it — I will not return it"
    • NeuroVision — document anti-fraud, validity, wanted lists, bankruptcy before handover without a full deposit
  • Tourist, sports and children's gear

    • Many short rentals, tourists with foreign passports, a queue in season
    • Risks — non-return of expensive bicycles, stand-up paddle boards and pushchairs, manual entry errors
    • NeuroVision — a Russian passport and passports of 195+ countries and territories without manual entry, for expensive items — database checks
  • Equipment subscription

    • A smartphone, laptop or home appliance for a monthly fee
    • Risks — a subscription in someone else's name, stopped paying and sold the device
    • NeuroVision — document and anti-fraud at sign-up, enforcement proceedings, bankruptcy, courts
  • P2P renting of items

    • People let their belongings to each other through a platform
    • Risks — a renter with someone else's passport, an "owner" who lets out someone else's property, a repeat account after a dispute
    • NeuroVision — the passport of both parties, validity, wanted lists; anti-fraud at registration
  • Equipment and gear hire: tools, photo equipment, tourist and children's gear

Online booking with a check before the visit: from the link to handover

Database checks take from seconds to several minutes — at the counter that is a queue. So it is better to check while the client is on the way: the check link goes out with the booking confirmation, and at handover all that remains is to match the original and sign the act.

Step 1

A link with the booking — the passport without manual entry

The client opens a one-time link from the booking email or message and photographs the passport with a phone. The fields arrive in the hire business's accounting system, and the document is checked for a photo of a screen, a photocopy, a pasted-in photo and traces of an editor. A renter company enters its INN.

A hire client passes the passport check by a link from the booking, the fields arrive without manual entry
Step 2

Validity, wanted lists, debts — before the visit

Database checks are run on the passport data: passport validity at the Ministry of Internal Affairs, wanted lists, enforcement proceedings, bankruptcy. The set depends on the value of the equipment. The hire business receives the result before the client arrives.

Checking a renter against databases before the visit: passport validity, wanted lists, debts and bankruptcy; the company — against the Unified State Register of Legal Entities
Step 3

Handover — by the hire rules

The employee matches the original passport and the client's face against the photograph in it, checks with the client that the equipment works and signs the contract. If the check found a risk, the hire rules decide: a larger deposit, handover after a conversation, or refusal.

Handing equipment to a verified renter and a warning about an invalid passport on another booking

Renter check checklist before handing over equipment

  • The hire rules: which documents are accepted, the deposit by equipment category, which checks and at what value, when to refuse — the same for all clients Hire business
  • The check scenario sets the document types, countries and the age threshold — for example, adults only NeuroVision

  • A Russian passport or a foreign citizen's passport is recognised from a photo: full name, date of birth, series and number, date and authority of issue — straight into the contract, without retyping NeuroVision
  • Document anti-fraud: a photo of a screen, a photocopy or printout, a pasted-in photo, traces of a graphics editor, a mismatch between the department code and the issuing authority NeuroVision

  • Validity of a Russian passport against the Ministry of Internal Affairs database via SMEV: expired, replaced, lost and invalid documents; the passport is matched with the full name and date of birth NeuroVision
  • The passport is listed as invalid — do not hand over equipment against this document, ask for another document or to come in person Hire business

  • Ministry of Internal Affairs wanted list — by full name and full date of birth, without namesakes; Federal Penitentiary Service and Federal Bailiff Service wanted lists — with the category and date of announcement NeuroVision
  • A match is not a reason for independent action towards the client: suspend the handover, the decision rests with the responsible employee under the hire rules Hire business

  • Federal Bailiff Service enforcement proceedings: the amount of debt, the creditor, the type of recovery; bankruptcy in the Unified Federal Register of Bankruptcy Information — by INN, which the system obtains from the passport NeuroVision
  • Courts of general jurisdiction — claims for recovery, including from other hire businesses and lessors NeuroVision
  • The value threshold from which these checks are enabled, and what to do about a debt — a larger deposit or refusal — are decided by the hire business Hire business

  • Company by tax number: status in the Unified State Register of Legal Entities or Individual Entrepreneurs, shell-company signs, nominee or mass director, the director and founders NeuroVision
  • The company's representative — by passport, like a person in steps 2–4; the power of attorney and authority are checked by the hire business Hire business

  • At the counter the employee matches the original passport with the checked data and the client's face with the photograph in the passport; the passport is returned to the client at once Hire business
  • The equipment is checked in the client's presence, the operating instructions — against a signature; the contract forbids passing the equipment to another person Hire business

  • The result of each check — the verdict, the records found, the source and the register's response time; "not checked" is marked separately and is not passed off as "clean" NeuroVision
  • A repeat client: database checks before a new expensive handover are run on the saved passport data, without photographing again NeuroVision
  • NeuroVision — the item is covered by NeuroVision: document recognition, anti-fraud, database checks and checks of the company by tax number
  • Hire business — a step of the hire business itself: admission rules, matching the original passport and face at the counter, a decision on the result

Expensive equipment and hire without a deposit: when to check debts and bankruptcy

A deposit protects the item, a check protects against the person who will not return it

When the deposit is less than the price of the equipment or there is none, the hire business in effect lends to the client. Checking everyone against every database is expensive and slow, so the set of checks grows with the risk.

  • 01

    Every handover

The passport without manual entry and document anti-fraud. This is enough for inexpensive inventory with a full deposit: a forgery and a photo of someone else's passport from a screen are stopped at the door.

  • 02

Without the original at the counter

Delivery of equipment to a site, contactless handover, P2P renting — the employee does not see the person. Add passport validity and wanted lists.

  • 03

Expensive equipment and a deposit below the price

Cameras, generators, mini excavators, equipment subscription: enforcement proceedings, bankruptcy and courts. A debt to the bailiffs is a reason to take a larger deposit, not a mandatory refusal.

  • 04

    A company or sole trader

Company by INN: status, shell-company signs, the director and founders. The representative — by passport, like a person.

  • from 16 ₽ a passport without manual entry, with anti-fraud
  • 5 ₽ each database check: Ministry of Internal Affairs, Federal Bailiff Service, Unified Federal Register of Bankruptcy Information
  • up to 1 year the maximum term of a hire contract

Fraud, embezzlement or debt: what to do if the equipment is not returned

  • The deception was there from the start

If a person took the equipment already intending not to return it, that is fraud, even if the contract is signed.

Renting on someone else's passport is also fraud; forging a passport by the renter themselves is also a separate crime.

The hire business needs the data of the document used for handover and the result of its check on the booking date.

  • Decided not to return it later

If the intent arose after the item was lawfully received, it is misappropriation or embezzlement of entrusted property.

The boundary between the two offences is the moment the intent arose; it is determined by the investigation and the court, not by the hire business.

It matters for the hire business to show that the item was handed over under a contract to a verified person and in working condition.

  • The item was returned but they did not pay

A debt for rent under a hire contract is recovered without dispute — by a notary's executive endorsement.

Damage and debt beyond the deposit — in court; the security payment is set off against the debt under the contract terms.

Before a new handover to the same client — check enforcement proceedings and courts.

A check does not replace a police report and a claim, but it shows to whom and against which document the hire business handed over the equipment. NeuroVision does not investigate thefts, does not search for the item and does not recover debts.

Checks for equipment and tool hire

The set is built around your rules: for inexpensive inventory — only the document, for expensive equipment — debts and wanted lists, for special equipment — the company by INN. Payment is for completed checks; a check for which there was not enough data is marked as skipped and is not charged.

Integration with the booking site and the handover counter

A hire business needs two places to check: the online booking and the handover counter. A small hire business without a developer can make do with check links from the personal account.

A link with the booking

One-time links to the check scenario are created in the personal account — with a validity from 15 minutes to 30 days. The link goes to the client with the booking confirmation; at the counter the same check can be opened by a QR code on the client's phone. The result — in the session report and by webhook to your system.

Why hire businesses and rental services choose NeuroVision

A hire business needs to check the client so that the queue at the counter does not grow and an honest client does not go to a competitor because of a long registration.

The document and databases — before the client's visit

The passport is photographed by the link from the booking, database checks run while the client is on the way. At the counter all that remains is to match the original and sign the act — without retyping the passport and without photocopies in a folder.

There is no need to combine the answers of several services to decide whether to hand over the equipment.

Passport Databases Tax number Link

No namesakes

The system obtains the INN from the passport itself, the Ministry of Internal Affairs wanted list is searched by full date of birth: a refusal because of a namesake will not happen.

A price per check

From 5 ₽ per register, no subscription fee; the set grows with the value of the equipment.

Less unnecessary data

Document fields instead of a passport copy, and you set the retention period of images.

Hire, deposit, executive endorsement: a glossary of renting items

A short guide to the concepts from a hire contract and from a conversation with a lawyer.

Hire contract
A lease of movable property from someone for whom letting is a regular business. It is concluded in writing, for a term of up to a year, and is a public contract.
Rental agreement
Public contract
A contract that a business concludes with everyone who applies, on the same terms for all. Refusal is not allowed if the service can be provided.
Public contract
Security deposit
An amount that the renter pays to secure payment and compensation for damage. It is set off against the debt or returned if there were no breaches. In everyday speech — "deposit" or "pledge".
Security deposit
Notary's executive endorsement
A way to recover an undisputed debt without a court. Under a hire contract, arrears of rent are recovered this way.
Notary’s enforcement order
Lease of a vehicle without crew
A contract under which the renter receives the equipment and operates it, maintains it and is liable for harm to third parties.
Bare (dry) lease of equipment
Sublease
Handing a rented item to another person. Prohibited under a hire contract.
Sublease
Passport validity
The status of a document in the Ministry of Internal Affairs database: valid or lost, replaced, expired, declared invalid.
Passport validity check
Enforcement proceedings
Recovery of a debt by bailiffs under a court decision or another document. Information on current proceedings is in the Federal Bailiff Service data bank.
Enforcement proceedings
Document anti-fraud
Checking a document image for signs of forgery: a photo of a screen, a photocopy, a pasted-in photo, traces of a graphics editor.
Document fraud check
A shell company
A company with no real activity, often with a nominee director, through which goods or equipment are obtained without payment.

Frequently asked questions about checking hire renters

No. Accepting a passport as a pledge is an administrative offence under Art. 19.17(2) of the Code of Administrative Offences, and a passport may be taken only in cases directly established by law. The lawful replacement is a cash deposit (a security payment) and checking the client before handover.

Passport data is needed for a written hire contract, but a copy of all pages "just in case" is excessive personal data. It is safer to store the recognised fields and the check result, and the image — within the period set in the scenario, with the option to delete it on request.

A hire contract is public, so a refusal must rest on rules that are the same for everyone: for example, an invalid passport or signs of forgery. For debts and courts a larger deposit is more often used instead of refusal. The rules should be agreed with a lawyer.

Check that the passport is not listed as lost or invalid in the Ministry of Internal Affairs database, check the image for forgery and at the counter match the client's face with the photo in the original passport. A lost passport stops being valid after the owner's report — this is visible before handover. Car hire — on the car sharing and hire page.

By passport: the system obtains the INN and checks Federal Bailiff Service enforcement proceedings (amount of debt, creditor, type of recovery), the Federal Bailiff Service wanted list and bankruptcy in the Unified Federal Register of Bankruptcy Information. Database checks take from seconds to several minutes, so it is more convenient to run them at online booking.

Yes. A one-time link to the check with a validity of up to 30 days is created in the personal account; it is sent together with the booking confirmation. The client photographs the passport with a phone, and the result arrives in your system before the visit.

On this page — no: NeuroVision checks the document and the person against databases. The client's face is matched with the photograph in the original passport at handover by the hire business's employee.

By INN: status in the Unified State Register of Legal Entities or Individual Entrepreneurs, shell-company signs, nominee or mass director, the director and founders. The company's representative — by passport, like a private client; the power of attorney is checked by the hire business.

Passports of 195+ countries and territories are recognised without manual entry and checked for forgery. Checks against Russian databases for foreigners are limited: validity at the Ministry of Internal Affairs — only for a Russian passport, wanted lists and courts — by full name and date of birth.

Yes, if the platform brings strangers together: the renter — against theft of the item, the owner — against a false owner who lets out someone else's property. NeuroVision does not check ownership of the item. If the platform is included in the register of intermediary platforms, its obligations are described on the page for online marketplaces.

Hire companies are not named in the list of organisations in Article 5 of Federal Law No. 115-FZ — unlike leasing companies. Checking a renter is a business decision to protect equipment, not a requirement of the anti-money-laundering law.

A passport with anti-fraud — from 16 ₽, each database check — 5 ₽, no subscription fee; checks skipped for lack of data are not charged. A company by INN — by quotation. Test access — 1 month.
