Biometric payments for banks: connection, card linking and project economics

Pay-by-face for banks is not a single button in an app but a project: a customer links a card to their biometrics, terminals at merchants capture the face, ATMs and branches recognise the customer. The bank itself handles the UBS match and the payment. NeuroVision provides the rest: a liveness check in the app, software for terminals and ATMs, a frame check at the branch and a pricing model you can take into a pilot.

The face match against the UBS and the payment are handled by the bank through NSPK or its own accredited system; NeuroVision is responsible for capturing and checking the frame.

The bank in biometric payments: issuer, acquirer and network owner

Biometric payment is growing faster than cards

Bank of Russia data for Q2 2025.

  • 01

Matching and payment are already on the bank’s side

A bank can match a face against Unified Biometric System vectors and process the payment through the NSPK biometric services platform or an accredited system. There is no need to build this again: 12 issuing banks and 3 bio-acquirers are already connected to interbank bio-acquiring.

  • 02

The bottleneck is the camera and the app

Projects stall elsewhere: customers do not finish registration, a terminal sends blurred frames or photos of a screen, an ATM cannot tell who is standing in front of it. NeuroVision covers this part.

  • ≈60 million biometric payments per quarter
  • 11 times more than a year earlier
  • 770 ₽ average ticket

Four project directions: app, acquiring, branches and ATMs

A bank does not have to launch everything at once. Most often it starts with the app and pilot terminals, and connects branches and ATMs in a second stage.

  • Bank app — for the issuer

The customer enables pay-by-biometrics and links a card or account. At this moment Liveness checks that the person enabling it is the live owner of the phone, not a fraudster with a photo from social networks. Transaction confirmation by face

    Task:

    Enabling and linking

  • Terminals — for the acquirer

The bank hands out biometric terminals to merchants or updates the software on those that have a camera. The NeuroVision SDK handles the prompts, Liveness and “who is paying”. Terminals and ATMs

    Task:

    Acceptance network

  • Branch

The customer comes to the counter without a passport. The camera captures the face, and the employee sees the frame next to the customer’s photo and decides whether it is the same person. Automatic matching — only via the UBS.

    Task:

    Customer service

  • ATM

Biometric login instead of a card: matching via the UBS, with an extra code for cash withdrawal. The camera module filters out fakes and people standing behind. Terminals and ATMs

    Task:

    Cash without a card

Linking a card to biometrics: the customer journey in the bank app

The shorter this journey, the more customers reach their first payment. Example — a customer enables pay-by-biometrics for a debit card.

Step 1

Biometrics in the UBS

If there are no biometrics yet, the app offers to submit them via “Gosuslugi Biometrics” or to book a branch visit. The bank does not store the customer’s face.

The app offers to submit biometrics
Step 2

Live-person check

The customer takes a selfie in the bank app. Liveness checks that this is a live person, not a photo, a screen, a mask or a substituted video stream.

Liveness when enabling payment
Step 3

Card linking and consent

The customer chooses a card or account and signs consent to pay by biometrics with a simple electronic signature. This ties the payment instrument to their face in the UBS.

The customer links a card to biometrics
Step 4

First payment

At the checkout the customer selects “pay by biometrics” and looks into the camera. In the app — a purchase notification and a “Turn off pay-by-biometrics” button.

Where the bank earns and saves with pay-by-biometrics

  • A new payment method in acquiring

A biometric terminal is a reason to visit a merchant with a fleet update and keep them in your network. The fee — per your acquiring tariffs.

  • Less plastic and mobile tokens

Some customers pay without a card or phone: fewer reissues of lost cards and fewer “my phone died — I cannot pay” calls.

  • Less fraud with stolen cards

A stolen card or an unlocked phone can pay; a face with a liveness check cannot.

  • Customers choose your bank more often

Paying with a glance is a prominent app feature and a reason to make your account the main one for everyday purchases.

Payback figures differ for every bank — they come from a pilot, not a presentation. But the income and savings items are clear in advance.
NeuroVision pay-by-face solutions have worked in bank branches in Spain and in a bank’s digital banking in Ecuador. In Russia there is one path — via the UBS: how the UBS works.

What NeuroVision software checks at registration, payment and in the branch

One technology — four customer touchpoints. Each has its own main threat, and the check is tuned to it.

  • Photos from social networks, the screen of a second phone, a mask, a deepfake in a video call Refusal
  • A virtual camera and a substituted video stream instead of the phone camera Suspicious attempt

  • A photo or video in front of the terminal camera Refusal
  • Two faces in the frame — the payment is confirmed only by the person who chose it Setting

  • The customer’s frame at the counter and the photo from their profile — side by side on the employee’s screen Staff decide
  • A fake in front of the branch camera Suspicious attempt

  • A printout, a tablet or a mask in front of the ATM camera Refusal
  • A second person behind the customer — the frame is not sent, the event goes to the log Suspicious attempt
  • “Reject” — the frame is not sent for matching
  • “Suspicious attempt” — the event goes to the bank’s security log
  • “Configure” — a rule for your scenario
  • “Employee decides” — the system does not recognise the customer itself, a person makes the decision. More about protection — Liveness

The price of biometric payment for a bank: software, terminals, integration and support

The project price has four parts. We calculate exact figures after agreeing the number of points and the pilot’s volume of operations. The price depends on: the number of points and branches, the volume of biometric operations, cloud or on-premise installation, the SLA level, and the scope of bank-specific customisation.

  • Software

A module licence, payment per monthly active user or per operation — the bank chooses the model (see the block below).

  • Hardware

Terminals with a camera for merchants and branches, modules for ATMs. Terminals branded for your bank are possible.

  • Integration

Embedding the SDK in the bank app and in terminal software, connection to your payment system and the UBS circuit, customisation to security requirements.

  • Support and SLA

The service availability level and support mode are fixed in the contract; 24/7 support is connected separately.

Bank obligations under Law 572‑FZ: customer consent, UBS matching, 10 days

What the biometrics law requires from a bank launching pay-by-face. A summary of the rules as of 28 October 2026 — a guide for a conversation with the bank’s lawyer, not a legal opinion.

  • Biometrics for authentication are processed only for matching against UBS vectors (cl. 2 part 1 art. 15 of Law 572‑FZ) 572‑FZ
  • The bank uses the system of an accredited organisation — its own or a partner’s — with the customer’s consent (part 4 art. 16 of Law 572‑FZ) 572‑FZBank

  • Biometrics are processed with written consent (part 1 art. 11 of Law 152‑FZ) 152‑FZ
  • Consent to authentication can be signed with a simple or enhanced unqualified electronic signature (part 16 art. 16 of Law 572‑FZ) 572‑FZBank

  • Authentication frames are stored only for handling complaints and for no longer than 10 days (part 2 art. 15 of Law 572‑FZ) 572‑FZBank
  • Protection measures and certified encryption; cross-border transfer is prohibited (parts 3, 5 art. 16, part 21 art. 3 of Law 572‑FZ) — the NeuroVision cloud runs on servers in Russia 572‑FZNeuroVision

  • Refusing biometrics cannot be grounds for refusing service (part 13 art. 3 of Law 572‑FZ) 572‑FZ
  • Providing biometrics cannot be mandatory (part 3 art. 11 of Law 152‑FZ): the card, phone and PIN stay with the customer 152‑FZBank

Pilot and connection: SDK in the app, terminals, API or the bank’s environment

A pilot has three stages: designing scenarios and security requirements, a pilot at a limited number of points with a test group of customers, then scaling to the network. Pilot metrics — the share of operations successful on the first attempt, registration and payment time, and the share of customers who pay again.

Banks’ frequently asked questions about biometric payments

Access to UBS matching — via NSPK bio-acquiring or an accredited system — card linking in the app, and terminals with a camera. NeuroVision provides Liveness for the app, software for terminals and ATMs, and a frame check at the branch.

They submit biometrics to the UBS, pass Liveness in the bank app, choose a card or account and sign consent with a simple electronic signature.

No. Matching is done against UBS vectors, and frames for handling complaints are stored for no longer than 10 days (art. 15 of Law 572‑FZ).

Automatically — only via the UBS. Without the UBS the camera shows the frame next to the customer’s photo, and the employee makes the decision.

No. Banks connect to NSPK interbank bio-acquiring: 12 issuing banks and 3 bio-acquirers are already connected, and the list is growing.

It depends on the number of points, the volume of operations, cloud or on-premise, and the SLA. Models — licence, subscription or hybrid; we calculate the exact price for the pilot.

By the share of operations successful on the first attempt, registration and payment time, and the share of customers who pay by biometrics again.

The UBS currently holds only a face image and a voice recording, so the palm is for closed premises with a cashier’s confirmation. Details — on the page “Palm payment”.

On request: the price of biometric payment depends on the model. Customer registration by passport and selfie — from ₽29, the first month is a free trial.

KYC is checking a customer when opening an account under Law 115‑FZ; it is on the page “KYC, AML and anti-fraud for banks”. Here — payment by an already known customer.
