Verifying players of online games and esports: age, one account per tournament and KYC before prize payouts

Signing in by phone number confirms the subscriber, but not age and not that a person has just one account in a ranked tournament. NeuroVision checks the document, date of birth and a live player before the tournament, and the passport, INN and self-employed status — before prize payouts.

Sign-in, age and prizes: what the law requires of online games and esports in 2026

As of October 2026 there is no law that obliges a service to identify a player by document. But account sign-in, age labelling and tax on prizes are already regulated — and each of these rules leaves a task for the game service.

  • Account sign-in

149‑FZ, part 10 of Art. 8 (as amended by 406‑FZ, from 1 December 2023); Code of Administrative Offences, Art. 13.55.

    Who checks what

    Four methods

    • A Russian game owner that lets users in after authorisation authorises users from Russia by a Russian telecom operator’s number, through Gosuslugi, through the EBS or through another Russian system

What sign-in does not give you

    • A phone number confirms the subscriber, not the player’s age
    • One person can set up several numbers and accounts

    Liability

    • A fine for authorising through foreign services — from 7 July 2026
  • Age and labelling

436‑FZ, part 2 of Art. 5, Art. 6, 11, 12; the draft law “On the development and distribution of video games” — not adopted.

    Minor players

    Category mark

    • A game receives a category from 0+ to 18+ and an information-product mark
    • 18+ products may not be distributed to children

    How to check age

    • The service chooses the threshold and the checking method in its own game: a telecom operator, a document or Gosuslugi

    Draft law

    • Draft video game law no. 795581-8, with sign-in by phone number, through Gosuslugi or the EBS, was submitted to the State Duma in December 2024
    • As of October 2026 it has not been adopted
  • Prizes and payouts

    Tax Code, paras 1 and 5 of Art. 226, para. 28 of Art. 217, paras 2 and 3 of Art. 224; 422‑FZ.

    How to check a winner

    A tax agent

    • An organiser that pays a prize in cash withholds personal income tax and reports for the winner
    • This requires passport data and an INN

    Rate

    • A promotional prize draw prize above 4 000 ₽ a year — 35 %
    • A prize to a non-resident — 30 %
    • Other prizes to a resident — on the general scale, from 13 %

    Contractors

    • For casters, coaches and content authors who work as self-employed, the status is checked on the payout date

Ranked tournaments, 18+ games, an item market: where a game service needs to check the player

Most players do not need a check: they play rather than withdraw money. A check is worth doing where an account acquires a price — a ranking place, prizes, money for items or adult content.

  • Tournament and league organisers

    • One player — one account in qualification
    • Age under the rules — before the draw
    • The winner’s passport and INN — before prize payout
  • Publishers of games with 18+ modes

    • Adulthood — by the date of birth in the document or through a telecom operator
    • The threshold is set by your service
    • A repeat check — when the account owner changes
  • Marketplaces for in-game items and accounts

    • The seller completes KYC before the first money withdrawal
    • Someone else’s document and a photo of a screen are ruled out by  anti-fraud
    • Watchlists and sanctions — for large withdrawals
  • Esports clubs and academies

    • The player’s document when a contract is signed
    • A minor — with the legal representative’s document
    • Foreign players — by documents from 195+ countries
  • Platforms for authors and tournament broadcasts

    • Casters, coaches and mod authors receive payouts
    • Self-employed status — on the payout date
    • INN by passport — if there is no status
  • Online games and esports: tournaments, 18+ games, an item market, clubs and content creators

Who checks what about a player: the telecom operator, Gosuslugi, the game service and NeuroVision

A player check involves several parties, and each answers its own question. The role map shows what sign-in by number or through Gosuslugi gives you, what the service decides itself and where a document check is needed.
NeuroVision does not replace sign-in by number and Gosuslugi — it answers the questions that sign-in leaves open: how old the player is, whether this is one person and who should receive the prize.

  • Mobile operator

Confirms that the number belongs to the subscriber — the basis of sign-in by number. It does not confirm age or that there is a single player behind the number.

    • part 10 of Art. 8 of 149‑FZ
  • Gosuslugi and the Unified Biometric System

Sign-in through Gosuslugi or the EBS is one of the lawful authorisation methods. The service receives the data the player consented to.

    • part 10 of Art. 8 of 149‑FZ
  • The game service

Assigns the game a category and mark under 436‑FZ. Decides from what age to admit players to a mode and tournament and when to ask for a document.

From tournament application to prize payout: how an esports player is checked

A scenario for an online qualifier with a prize pool: the player is checked once at application and again, briefly, before payout. The decision on admission and payout stays with the tournament team.

Step 1

A document at application

The player photographs their passport in the launcher or on the tournament website. The full name, date of birth, series and number arrive in your system without manual entry, and anti-fraud flags a photo of a screen, a printout and a pasted-in photo.

Recognising a player’s passport at tournament application without manual entry
Step 2

Age, a live player and repeats

The scenario compares the date of birth with the rules’ threshold; Liveness and a one-off match of the face with the photo in the document confirm that the document is shown by its holder. The document’s series and number are matched against other accounts — before the draw.

Checking age, a live player and repeated documents before the draw
Step 3

Prizes by passport and INN

Before payout the winner shows the document again and passes Liveness, while the INN by passport, self-employed status and sanctions are checked in the same request. Accounting receives the winner’s data to withhold personal income tax.

Tournament log: payout to the winner by INN, a refusal on age and a document match in two accounts

Smurfs, boosters and bought accounts: why sign-in by phone number is not enough

A phone number answers “whose number is it”, not “who is playing”

A SIM card is easy to buy, and an account can be handed over. In a ranked tournament and on an item market this turns into unfair places, disputed prizes and money for hijacked accounts.

  • 01

    Smurfs — a strong player’s second account

An experienced player creates a new account and lands in a bracket with beginners. A repeated series and number in two accounts is visible before the draw.

  • 02

Boosting — someone else plays the account

A hired player raises the rating, while the owner turns up for the final. Before the deciding match the finalist shows the document again and passes Liveness: the full name and document number must match the application.

  • 03

    A bought or hijacked account

Accounts with ratings and items are sold on the market. A seller who withdraws money completes KYC — someone else’s passport and a photo of a screen are flagged by anti-fraud.

  • 04

A teenager in an 18+ tournament

A minor registers with a parent’s number. The date of birth from the document is compared with the rules’ threshold before admission.

  • 4 ways sign-in for users from Russia under part 10 of Art. 8 of Law no. 149‑FZ
  • 18+ the mark of a game prohibited for children
  • 35 % personal income tax on a promotional prize draw prize above 4 000 ₽ a year

A checklist for admitting a player to a ranked tournament: eight steps to the draw and payout

The order in which the tournament team admits a player and pays out prizes. Each row shows who performs the step: NeuroVision, the organiser themselves or a state system.

  • Players’ age, citizenship, one account per player — write into the tournament rules The organiser
  • Account sign-in — by number, through Gosuslugi or the EBS Government system

  • A Russian passport or a foreign player’s document — fields without manual entry NeuroVision
  • Document anti-fraud: a photo of a screen, a printout, a pasted-in photo, traces of editing NeuroVision
  • Validity of a Russian passport against the Ministry of the Interior database — for prize places NeuroVision

  • Date of birth from the document against the rules’ threshold NeuroVision
  • A minor player — the legal representative’s consent under the tournament rules The organiser

  • Match the document’s series and number against other tournament applications — before the draw The organiser
  • Are the device and payout details repeated across accounts? The organiser

  • Liveness and a one-off face match with the photo in the document — at application NeuroVision
  • Before the final and payout — the document again and Liveness NeuroVision
  • Protection against a photo, a screen, a mask and a deepfake NeuroVision

  • The Rosfinmonitoring list and OFAC, EU, UK and UN sanctions — for prize places NeuroVision
  • PEP and compliance screening — for foreign players and large prizes NeuroVision

  • INN from the passport and self-employed status — on the payout date NeuroVision
  • Withholding personal income tax and reporting for the winner The organiser

  • Whether to admit, ask for the document again or refuse is decided by the tournament team The organiser
  • The data storage period in NeuroVision — in the scenario settings NeuroVision
  • NeuroVision — the step is covered by NeuroVision: document recognition, anti-fraud, Liveness and database checks
  • The organiser — a step of the organiser themselves: the rules, matching applications, the decision and the payout
  • Government system — a step of a state system: sign-in by number, through Gosuslugi or the EBS

Minor players: the tournament’s age threshold, parental consent and prizes

  • An 18+ game or mode

Risk. A game labelled 18+ may not be distributed to children, and signing in with a parent’s number does not show age.

NeuroVision — the date of birth from the document is compared with the threshold, and a session with a date outside the range does not pass.

Service — decides where to ask for age: at registration, on entering an 18+ mode or at the first purchase.

  • A tournament with an age threshold

Risk. The rules admit players from 16 or 18, and a teenager applies with an older brother’s document.

NeuroVision — Liveness and a face match with the photo in the document show that the document belongs to the participant.

Service — writes the threshold into the rules and does not admit anyone to the draw without a check.

  • A contract and parental consent

Risk. A player aged 14–17 signs a contract with a club or tournament without the legal representative’s consent.

NeuroVision — checks the player’s document and the representative’s document — each in its own session.

Service — links the two sessions in its own system and keeps the written consent.

  • A prize for a minor

Risk. A teenager won a prize, and it has to be paid so that tax is withheld and the recipient is not mixed up.

NeuroVision — the INN by passport and a match of the full name from the document with the payout details.

Service — pays under the tournament rules, withholds personal income tax and reports for the winner.

The law does not say how an online game should check age: the category and the information-product mark are set by 436‑FZ, while the tournament threshold and the checking method are set by your rules. So as not to ask everyone for a document, check it where an 18+ restriction, a tournament or a payout appears.

When to check a player again: prizes, withdrawing money for items, new payout details and rivals’ complaints

A check at application is the minimum. It is worth repeating when the cost of a mistake on an account changes: a player reaches the final, withdraws money or changes payout details.

  • Before prize payout

The document again and Liveness, INN by passport and self-employed status — as of the payout date. The money goes to the winner, not to whoever sent the details.

  • Withdrawing money for items

The marketplace checks the seller before the first withdrawal and for a large amount — a document, watchlists and sanctions.

  • New payout details or device

A player changes a card, phone or email before payout. A repeat session with a document shows whether the full name and document number match the account data.

  • A rivals’ complaint

A suspicion of boosting or a second account in the bracket. A repeat check gives the tournament team data for a decision rather than guesses.

Frequently asked questions about verifying players of online games and esports

As of October 2026 — no. The draft law on video games, with sign-in by phone number, through Gosuslugi or the EBS, was submitted to the State Duma in December 2024 but has not been adopted. The sign-in rules for users from Russia and age labelling of games apply.

By a Russian telecom operator’s number, through Gosuslugi, through the EBS or through another Russian system. This is what the information law requires of Russian service owners that let users in after authorisation.

By the date of birth in the document: NeuroVision recognises it and compares it with the threshold in the scenario, and anti-fraud flags a photo of a screen and a pasted-in photo. For registration without a document, age confirmation through a telecom operator is suitable.

A number confirms the subscriber, not age and not that a person has just one account. In a ranked tournament and when paying prizes it matters to know exactly who is playing and who to pay.

Check the document at application: the series and number arrive as separate fields, and a repeat in another account is visible before the draw. For finalists — the document again and Liveness before the deciding match.

That is decided by the tournament rules. If the threshold is 16 or 18, the date of birth is checked against the document. If the player is under 18, the contract and prize payout are drawn up with the consent of the legal representative.

The full name, date of birth, passport data and INN — the organiser, as a tax agent, withholds personal income tax and reports for the winner. NeuroVision recognises the passport and finds the INN by passport for 5 ₽.

A promotional prize draw prize above 4 000 ₽ a year — 35 %, a prize to a non-resident — 30 %, other prizes to a resident — on the general scale, from 13 %. The tax is withheld by the organiser that pays the prize in cash.

If the contractor works as self-employed, check the status on the payout date — for 5 ₽ against the Federal Tax Service database. If there is no status, pay them as an ordinary individual.

If the marketplace pays money out to the seller — yes, before the first withdrawal. A document and anti-fraud rule out other people’s passports, watchlists and sanctions apply to large amounts, and linked accounts are visible by payout details.

Finalists are checked the same way as online: a document and Liveness at registration. Spectator entry by named tickets is a separate scenario for events.

A document with anti-fraud — from 16 ₽ per session, with Liveness — from 29 ₽, INN, self-employed status and watchlists — 5 ₽ each. There is no subscription fee. A test — in the test scenario in your personal account.
