The buyer fills in the form
The buyer types their name, date of birth, passport and phone into the instalment form, just as they do now. If an extra check is needed, the passport is photographed — the fields fill in automatically.
We check the buyer right inside the instalment checkout, without taking them out of the basket: whether the passport is valid, whether there are debts or bankruptcy, what their credit score is, whether the phone belongs to them and whether they are taking out instalments on someone else's data. In a single API request and from 5 ₽ per check.

Federal Law No. 283‑FZ «On instalment service provision» has been in force since 1 April 2026. Below are the rules that affect who is checked at checkout, and how.
NeuroVision checks the buyer's data against state and commercial databases. The way identity is established, the instalment decision and the transfer of data to the credit bureaus are chosen and carried out by the operator.
283‑FZ — instalment services since 1 April 2026.
283‑FZ, art. 13 — terms, penalties and the credit bureau threshold.
283‑FZ, art. 14, cl. 1, item 6 — for sending data to the credit bureaus.
An instalment service has seconds to decide — between the data being typed in and the «Buy now» button. These are the checks that answer the main question in that time: will this person pay the money back, and are they who they say they are.
Passport validity is checked against police data, the tax number is found from the passport at the tax service, and the social insurance number is verified through the Social Fund. This data is needed both for the decision and for matching when details are sent to the credit bureaus.
Most often enabled:
Bailiff enforcement proceedings, bankruptcy cases in the federal register, tax arrears and frozen accounts. A buyer whose accounts are frozen is unlikely to make the second payment.
Most often enabled:
A reliability score from credit bureau data, from 0 to 9, and a financial score from microfinance market data, from 0 to 1000. You set the approval threshold. The buyer's consent is required.
Most often enabled:
Whether the number belongs to this person, whether it is active right now and how old it is. Checking the client's phone number is the first signal that the instalments are being taken out on someone else's data.
Most often enabled:
When an extra check is needed — a large purchase or a doubtful application — the passport is read from a photo, and 40+ anti-fraud checks find traces of editing, a printout or a shot taken off a screen.
Most often enabled:
The Rosfinmonitoring watchlist is mandatory for operators that are banks or microfinance companies under 115‑FZ. For other services, it and the sanctions lists help avoid dealing with people on the lists.
Most often enabled:
The checks run on the data the buyer has already entered in the instalment form: name, date of birth, passport, phone. No photo, no jump to another page, no waiting for an operator.
For a small purchase by a regular buyer, debts, bankruptcy and the phone are enough. For a first purchase, or an amount above which data goes to the credit bureaus — the full set, with passport, tax number and credit score.
The checks answer while the buyer is looking at the payment schedule. If a source did not answer or there was not enough data, the check is marked as skipped, is not charged for, and the decision stays with your rules.
The instalment decision is the operator's.
NeuroVision provides the data so the buyer does not leave the basket.
The checks are wired into the instalment form on your side: the buyer's data goes to the API, and the answer comes back into scoring before the decision.
Real data, but not the right person
The passport is valid, the tax number is found — the databases show nothing wrong. The phone gives it away: the number is registered to someone other than the passport holder, or was bought days ago. Matching the name against the number at the mobile operator finds the substitution before approval.
A number bought for a single purchase
The confirmation code arrives exactly where the fraudster needs it. The «Age of the number» and «Activity» checks show a fresh or already disconnected number — a strong risk signal on a first purchase.
Instalments taken out for a fee
A front buyer has no intention of paying: behind them are bailiff proceedings, bankruptcy, frozen accounts, the status of a mass-registered director. These checks show that profile in a single request.
One person — several accounts
A buyer opens accounts on different numbers to take out more instalment plans. The tax number from the tax service is tied to one person and no one else: your service uses it to link the accounts, however many numbers there are.
Expensive electronics to be resold
A person in debt takes electronics on instalments to sell them for cash straight away. The credit score, bailiff debts and tax arrears show the load before the operator pays the seller for the goods.

Passport validity through police data, the tax and social insurance numbers, bailiff enforcement proceedings, bankruptcy, tax arrears and frozen accounts, a credit score from credit bureau data, the ownership, activity and age of the phone number, and the Rosfinmonitoring watchlist. If a passport photo is needed — recognition and document anti-fraud: forgeries, traces of editing, a shot taken off a screen.
No. Law No. 283‑FZ gives the operator four ways to establish the buyer's identity before sending data to the credit bureaus: matching the buyer's details against state systems plus a code sent to their number, signing in through the state services portal, authorisation at a bank that has already identified the client, and the Unified Biometric System. The operator chooses and applies the method. NeuroVision checks the passport, the tax number and the social insurance number against state databases — the operator uses that data in its own procedure.
Law No. 283‑FZ came into force. An instalment service may be provided only by a company in the Bank of Russia register of operators. The instalment term is no more than six months, and for contracts from 1 April 2028 — no more than four. The penalty is no more than 20% a year. If the contract price together with the buyer's debt to the operator exceeds 50,000 roubles, the data is sent to the credit bureaus.
Check on the data the buyer has already entered in the instalment form — with no photo and no jump to another page. For small purchases by regular customers a short set is enough: debts, bankruptcy, phone. The full set, with passport, tax number and credit score — for a first purchase and large amounts.
Check that the passport is valid and that the phone belongs to the passport holder, is active and was not bought days ago. Use the tax number to link one person's accounts. If there is not enough data — ask for a passport photo and check it for forgery.
For the credit score and microfinance scoring — yes, consent to data processing and to a credit bureau request is needed. For the other checks — the consent to personal data processing under 152‑FZ that the operator obtains at checkout.
Banks and microfinance companies that offer instalments are covered by 115‑FZ and check clients against the Rosfinmonitoring watchlist. For other operators, duties under 115‑FZ are currently being debated in a draft law. A watchlist check at NeuroVision costs 5 ₽ and is switched on with a single line in the request.
Each check against the databases — 5 ₽. Bailiff proceedings, bankruptcy, phone ownership and age, for example — 20 ₽ per purchase. A package of 16 checks from a single passport — 50 ₽. There is no subscription fee, and skipped checks are not charged for.
