Consent in the form
In the registration or application form the customer ticks a separate box agreeing to receive information about them as a subscriber. The consent text is a separate document, not a line in the offer.
The customer gave a name and left a number — check that the number really belongs to them, is in service and has been in use for more than a week. Telecom operator data with the subscriber’s consent, a “yes” or “no” answer. Link the email and the number to a passport: send a document check link to them.
We check against data from:
Data is stored in Russia · Register of Russian software No. 19972 · Federal Law No. 152‑FZ
Checks run on their own or together with other database checks in one request. The card shows the source, what comes back in the response and which data is needed. The full catalogue is on the database checks page.
The person is already known and their contact is being checked. Only mobile numbers of Russian operators, only with the subscriber’s consent.
Confirms the link between a number and a full name: whether the number is registered to the person who gave their name in the form. A “yes” or “no” answer.
Required: phone and full name.

Required: phone.

Learn moreHow long the subscriber has used the number: from “less than three months” to “more than five years”. A number bought last week is a signal to look closer.

Learn moreWhen a “the number is theirs” answer is not enough.
The same one-time link — in an SMS or a messenger from your system. The document is recognised without manual entry, and the face in the selfie is matched to the passport photo within this session.
Required: phone.
from 29 ₽ with liveness
Learn moreWhether the passport in the form is valid and was issued to this person. Together with the number check it gives a “passport + number” pair without a session.
Required: passport and full name.

Learn moreThe input is only what the customer has already entered in the form. The output is a short answer that is easy to put into a rule: let through, ask for a document or pass to an employee.
Field format phone and errors — in the check launch documentation
Whether a private individual with this full name uses the number.
Whether the number is live and whether the subscriber has had it for long.
Whether the address matches the customer.
Four steps that fit into registration or an application without an extra screen for the customer.
The number is used by a person with this full name. This is a good signal but not an identity check: the number confirms a contact, while who is holding the phone is shown only by a document with a selfie.
The number may be registered to a spouse, a parent or an employer. Do not reject automatically: ask for a passport via a link or pass the application to an employee.
If the number does not look like a Russian mobile number or the full name is incomplete, the check is skipped and the response says which data was missing. If the source did not respond — run it again. A skipped check is not charged.
A number younger than three months and an address that is a day old prove nothing on their own. Decide on the whole picture: the form, the document, database checks and behaviour at registration.
How to combine signals into one score — on the page registration anti-fraud.
A phone number is the key to an account, a confirmation code and money. Check it where a mistake costs the most.
The number in the application is theirs, long in use and in service. An application with someone else’s or a just-bought number is visible before any money is paid out.
Instalments and BNPL
The seller account and payouts are tied to a number. Match the number to the full name and check the passport against the Ministry of Internal Affairs database — before the first payout.
Marketplaces
The contractor works from their own number, not from a number “lent” to them together with the account.
Before the first trip — the number belongs to the renter, not to someone registering dozens of accounts on fresh SIM cards.
Driver and vehicle
Legal age according to the operator — without a passport scan. If there is no answer — a document and liveness.
Age check
The new number must belong to the account owner. If the answer is “no” — a document and selfie check again, not a code to the new number.
Access recovery
A number the customer had at registration may belong to someone else a year later. Re-matching — at the moments when it matters.
It is easier for a fraudster to buy a number than to forge a passport. So the first traces show up in contacts.
One person submits the application, while the number is registered to another. Matching to the full name answers “no” — and before any money is paid out the application goes to a document check.
Dozens of accounts for bonuses or reviews are registered on numbers less than three months old. The number age separates them from long-standing customers.
The number in the form is not in service: the code will not arrive and the customer will not be able to confirm the transaction. The activity check catches this before the code is sent.
The address was created for the registration and no longer exists. A passport check link sent to such an email will simply not be completed — and that is an answer.
Restricted-access information
Everything a telecom operator knows about a subscriber from the contract is restricted-access information. Information about a subscriber who is an individual is passed to third parties only with their consent, except in cases expressly named in a federal law (Art. 53, Part 1 of 126‑FZ).
A consent flag in the request
Number checks run only if your system has received the customer’s consent. Storing proof of consent is your company’s task: in a dispute it will be requested from you.
From 1 September 2025
Consent to personal data processing must be specific, informed and given separately from other documents the person signs (Art. 9, Part 1 of 152‑FZ). A tick box inside an offer does not qualify.
Your company decides
Besides consent, processing is possible for a contract with the person or to meet a legal obligation (Art. 6, Part 1 of 152‑FZ). For telecom operator data the subscriber’s consent is specifically required.
Minimum data
To match a number, the number and the full name from the form are enough. A passport and an address are not sent in a number request.
152‑FZ
Only for legal entities and sole traders under a contract
Data in Russia
Matching answers the question “is this number theirs?” when the person has already given their name. It is not possible to find out a full name by number without a form.
The service does not report which operator serves the number and where it was issued. This is not needed for a “yes / no” answer.
The checks work with mobile numbers of Russian operators. A foreign customer goes through a document and liveness check.
Call records, messages and the subscriber’s location are not part of the response and cannot be.
How many numbers a person has, and whether subscriber information is confirmed through Gosuslugi, is known to the telecom operator and the state system. More — on the page for telecom and online services.
A number does not replace a document. Who is in front of you is confirmed by a passport with a selfie and liveness — passport and selfie check.
The service works only with legal entities and sole traders under a contract — for customer registration, loans, payouts and hiring. It is not possible to check someone else’s number for yourself through NeuroVision.
You pay for completed checks, with no subscription fee. A check skipped for lack of data is not charged.

Anti-fraud, marketplace checks and repeat KYC — in our blog.
Your system sends the number and full name from the form to the API and selects the checks: number owner, activity, number age, legal age. The response comes separately for each check, from telecom operator data and only with the subscriber’s consent.
No. Matching confirms that a number belongs to a person who has already given their name. The service does not let you find out the owner, operator or region by number. We work only with companies and sole traders under a contract.
“Yes” or “no” and the check outcome: completed, skipped for lack of data, or source did not respond. The activity and number age checks return the number status and a range from “less than three months” to “more than five years”.
Yes. Subscriber information is restricted-access information and is passed to third parties with the subscriber’s consent (Art. 53, Part 1 of 126‑FZ). Consent to personal data processing is given as a separate document (Art. 9, Part 1 of 152‑FZ). Without consent, number checks do not run.
Mobile numbers of Russian operators: 10 digits, or 11 starting with 7 or 8. Spaces, brackets and “+” are stripped automatically. For a foreign number, use a document and liveness check.
Two ways. Matching a full name to an address is enabled on request — we agree the sources and response format to fit your flow, including via the API. More reliable — send the address a one-time passport and liveness check link: whoever completes it is tied to both the address and the document.
Not necessarily. The number may be registered to a relative or an employer. Ask for a passport via a link or pass the application to an employee instead of rejecting automatically.
No. Mobile ID is a general name for services in which an operator confirms a subscriber’s login or transaction through the SIM card. NeuroVision matches a number to a full name using operator data and links the number to a passport through a document check.
Yes. A single kyc/checks/run request carries the number, full name and passport — number checks run together with database checks: passport validity, tax number, lists, sanctions, wanted lists.
Number checks and email matching are on request, a manager calculates the price for your volume. A document check link with liveness — from 29 ₽ per session, without liveness — from 16 ₽, a package of 16 passport checks — 50 ₽.
Tell us where you get the customer’s number and how many checks a month you need — we will propose a set of checks, a consent text for the form and a price estimate.
