Screening customers against the Rosfinmonitoring watchlists

We match the customer against the list of terrorists and extremists during onboarding — by full name and date of birth, in seconds. We separate out namesakes, show delisted entries in a field of their own and return the result as JSON — ready for a compliance decision.

How screening against the list of terrorists and extremists works

Three steps from the customer's details to a response that compliance can file with the customer's record straight away.

Step 1

Send the customer's details

Full name and date of birth are the minimum. The data can be sent in an API request or taken from a passport recognised in a KYC session, with no manual entry.

The customer's details for the list check: full name and date of birth from the passport
Step 2

The service matches the customer against the list

The full name and date of birth are compared with the current version of the list, including entries that have been removed from it.

Matching the customer's full name and date of birth against the list of terrorists and extremists
Step 3

Get a detailed response

The response contains the verdict, the matching entries with full name, date and place of birth, delisted entries separately, and a «needs clarification» flag where there was not enough data.

Important!

The check is automatic, the decision is compliance's

NeuroVision automates the customer check. Freezing funds and reporting to Rosfinmonitoring remain the responsibility of your compliance team: the official channel is the online account.

A match, a namesake or a delisted entry

Full name + date of birth

Match

Every detail matched an entry on the list. The check is failed, and the response contains the entry number, the full name and the date and place of birth. Compliance then acts within the deadlines set out above.

The name matched, the date did not

Namesake

According to Rosfinmonitoring's clarification, if even one identifier fails to match, the person is not considered to be on the list. The service does not pass a namesake off as a match and does not block an honest customer.

Not enough data, or the entry was delisted

Needs clarification

If the date of birth in the request is incomplete, the service flags it as «needs clarification» rather than guessing. Entries removed from the list arrive in a field of their own: that is history, not grounds for blocking.

A namesake from the list: the date of birth does not match A match with a list entry by full name and date of birth

Who needs screening against the Rosfinmonitoring lists

Every organisation listed in article 5 of 115‑FZ is required to screen its customers against the lists. Lawyers, notaries and accountants must do so for certain transactions.

Why automate matching against the lists

  • Seconds instead of a manual search

There is no need to look the customer up in an export from the online account: the check runs automatically at every onboarding.

  • Namesakes are not blocked

A match counts only when both the full name and the date of birth agree. Namesakes pass onboarding without manual review.

  • Delisted entries are visible

If a person has been removed from the list, the response says so. A customer will not be blocked over an outdated record.

  • In the same onboarding flow as KYC

The passport is recognised, the face is matched — and the list check follows immediately. No separate data entry is needed.

  • A result ready for the regulator

The response carries the date, the time and the entry's details. They can be filed with the customer's record and shown during an inspection.

Frequent questions about screening against the lists

The lists, the deadlines, the fines and namesakes — briefly on what matters.

Send the customer's full name and date of birth to the NeuroVision API, or launch the check from a KYC session. The service matches the data against the list of terrorists and extremists and returns one of three answers: a match, clear, or «needs clarification».

Against the list of people involved in extremism or terrorism, the Interagency Commission's freezing decisions and the UN Security Council lists. US and EU sanctions are not part of the 115‑FZ requirements.

When taking them on, and the whole customer base at least once every three months, with a report to Rosfinmonitoring. The list is updated almost daily, so new additions have to be watched continuously.

Freeze their funds immediately: within 24 hours for the national list and the Commission's decisions, and within 20 hours for the UN lists. Report the freeze to Rosfinmonitoring no later than the next working day.

Failure to comply with the freezing requirements carries up to 500,000 ₽ for an organisation, or suspension of operations for up to 60 days (art. 15.27(2.1) of the Code of Administrative Offences). Sole traders are liable as legal entities. For banks, measures are applied by the Bank of Russia.

Compare not only the full name but also the date of birth. If even one identifier fails to match, the person is not considered to be on the list. NeuroVision does this automatically and does not pass a namesake off as a match.

No. The online account remains the official channel: the lists arrive and reports are sent through it. NeuroVision automates the screening of every customer so that a match is not lost between exports. The checks are available to legal entities and sole traders under contract, and the data is processed in Russia in line with 152‑FZ.

NeuroVision works with companies only. A private individual can use the public version of the list on the Rosfinmonitoring website (fedsfm.ru).
