Who needs sanctions screening

Russian law does not require screening customers against foreign lists. But a match means a risk of a delayed payment and questions from banks and partners, so companies assess it in advance.

  • Banks and payment services

Partner banks in the CIS, the UAE, China and Turkey screen payments. A counterparty match is found before the transfer, not after it is held up.

How a sanctions check works

Sanctions lists are kept in Latin script, and the same name can be spelled in different ways. That is why the service looks for similar entries rather than an exact match, and scores how close they are straight away.

Step 1

Send the customer data

Surname and given name are the minimum; a date of birth improves accuracy. You can send the data to the API or take it from an international passport recognised in a KYC session.

Customer data for a sanctions check: name in Latin script and date of birth
Step 2

The service screens the customer against the lists

The name is compared with the OFAC, EU, UK and UN lists, allowing for aliases and similar spellings.

Step 3

Get the matches with full detail

For each one — the list and the sanctions programme, the match score as a percentage, an alias-match flag, and the date of birth and citizenship from the entry.

Important!

Screening is a risk assessment; the decision rests with compliance

The service shows the matches and how close they are. The decision on the customer is made by your compliance team in line with Russian law.

Exact match, alias or namesake

High similarity + date of birth

Exact match

The name is all but identical to the entry and the date of birth matches. The response carries the list, the programme and the match score. The decision on the customer is made by your compliance team.

An alternative name matched

Alias (AKA)

Many entries carry alternative spellings and nicknames. The service flags when it is the alias that matched. OFAC itself advises against relying on “weak” aliases alone and recommends checking them against the date of birth and citizenship.

Similar name, different details

Namesake

The name is similar, but the date of birth or citizenship differs. This is a false positive: the match score is lower and compliance sees it immediately, without searching the lists by hand.

Alias match: the date of birth does not match, manual review required Match with a sanctions list entry: 96% match score

Basic check or enhanced screening

For most customers the four core lists are enough. Enhanced screening is needed for international business and higher-risk customers.

  • OFAC (USA) Surname + given name
  • European Union Surname + given name
  • United Kingdom Surname + given name
  • United Nations Surname + given name
  • Match score and aliases Date of birth improves accuracy

  • Sanctions lists from more than 50 countries Full name + date of birth
  • Politically exposed persons (PEP) and their close associates Full name + date of birth
  • Regulatory enforcement actions Full name + date of birth
  • Adverse media coverage Full name + date of birth
  • Russian citizens International passport, or full name + date of birth

Why companies trust NeuroVision with sanctions screening

  • Four lists — one request

OFAC, the EU, the UK and the UN are screened with a single API call, with no manual searching across four websites.

  • Match score as a percentage

Every hit shows how close the match is. Compliance only reviews the borderline cases.

  • Aliases and spelling variants

A single surname can have several Latin spellings. The service finds similar entries and flags an alias match.

  • Lists are updated automatically

New designations enter the check without any action on your side.

  • Together with the Rosfinmonitoring list

Foreign lists, the Russian list and a passport check — in one onboarding flow and one response.

  • Russian software vendor

Frequently asked questions about sanctions screening

Lists, namesakes, aliases and whether the check is mandatory — the essentials in brief.

It is a check of a customer or counterparty against the sanctions lists of states and international organisations. In an AML check, sanctions are one risk factor alongside the Rosfinmonitoring lists, PEP status and adverse media.

Against the lists of OFAC (USA), the European Union, the United Kingdom and the UN Security Council. Enhanced compliance screening adds sanctions from more than 50 countries, PEP status, regulatory actions and adverse media.

No. Federal Law 115‑FZ requires screening customers against the Rosfinmonitoring lists and the UN Security Council lists. Screening against foreign lists is a way to assess payment and counterparty risk, not an act of enforcing foreign sanctions. The company makes the decision on the customer itself, in line with Russian law.

By the match score and secondary data: the date of birth and citizenship. NeuroVision returns these for every hit, so a false positive is obvious straight away.

Yes, the service looks for similar spellings and aliases, not just an exact match. For Russian citizens it is safer to send the name as it appears in the international passport.

The basic check is designed for individuals. Under the OFAC 50 Percent Rule, a company owned 50% or more in aggregate by SDN-listed persons is itself considered blocked, even if it is not on the list. We will discuss screening for such ownership links to fit your case.

The Rosfinmonitoring list — a mandatory check under Federal Law 115‑FZ, with deadlines for freezing assets and filing reports. Sanctions screening against foreign lists is a risk assessment. In NeuroVision both checks run from a single request.

NeuroVision works with companies only. An individual can use the official OFAC search (sanctionssearch.ofac.treas.gov) or the public EU and UK lists.
