Borrower screening for microfinance and microcredit companies

We check a loan application before the money goes out: whether the passport is valid, whether there are debts or a bankruptcy, whether the phone number belongs to the borrower, whether the document is forged, and whether the same person is filing their tenth application under a new name. In a single API call — in seconds and from 5 ₽ per check.

What changed for microfinance companies in 2025–2027

In eighteen months microfinance companies have been given more mandatory checks than in the previous ten years. Below is what has to be done before a loan is issued, and from what date.
The mandatory checks against the Bank of Russia database, the self-imposed ban and identification through the Unified Biometric System are carried out by the microfinance company itself or through its own providers. NeuroVision covers the borrower and document checks that help decide whether to issue the loan.

Fraud schemes in microlending

A microloan is fast money with no collateral, which is why fraudsters reach microfinance companies before they reach banks. Fraud protection starts before the money goes out: here are the schemes NeuroVision's checks catch at the application stage.

  • A loan taken out on someone else's passport

A fraudster files an application using the details or a photo of someone else's passport: lost, stolen or bought from a data leak. A passport validity check with the police and the signs of document substitution reveal this before the decision.

    Most often enabled:

    • Passport · police
    • Document anti-fraud
  • A forged or edited passport

The passport photo is edited in a graphics editor or generated by a neural network: the photo, the date of birth or the number is changed. 40+ anti-fraud checks find traces of editing, printouts and screen captures.

    Most often enabled:

    • Document anti-fraud
    • MRZ
  • Repeat applications under different names

One person files applications on different passports to get around a rejection or to stack loans at one lender. Matches on the phone number, the tax number and the application data reveal the linked applications.

    Most often enabled:

    • Phone
    • Tax number
  • Someone else's number or a burner

The application comes from a number registered to someone else or bought yesterday. Operator checks show who the number belongs to, whether it is active and how old it is.

    Most often enabled:

    • The number belongs to
    • The number's age
  • A borrower with debts and a bankruptcy

The person is already in bankruptcy proceedings, with large enforcement cases or tax arrears. Such a loan will almost certainly not come back.

    Most often enabled:

    • Federal Bailiffs Service
    • Federal bankruptcy register
    • Taxes
  • A borrower on the Rosfinmonitoring list

A microfinance company falls under 115‑FZ: issuing a loan to a person on the Rosfinmonitoring list is a breach, leading to a freeze of funds and a fine. The check takes seconds and costs 5 ₽.

    Most often enabled:

    • The list
    • Sanctions

The biometric system confirms identity — NeuroVision checks the application

  • Before biometrics: weed the application out at once

An invalid passport, someone else's phone, a bankrupt borrower — there is no point taking that application as far as biometrics. Database checks cost 5 ₽ and take seconds.

  • Alongside biometrics: what it does not check

The biometric system confirms it is the same person. Debts, bankruptcy, scoring, watchlists and the phone number are checked by NeuroVision — in a single API call.

  • Where biometrics is absent: offices and microcredit companies

In an office the passport is recognised by a camera and checked against the databases straight away. Microcredit companies will identify through the biometric system from 1 March 2027 — until then they need document and data checks.

The loan decision is the lender's.
NeuroVision supplies the data that makes it fast and safe.

An underwriter receiving the borrower check results

How a borrower check works

The checks slot into your application form and scoring: the application data goes to the API and the response comes back before the underwriter or the scoring model makes a decision.

Step 1

The passport with no manual entry

The customer photographs their passport — the form fields fill automatically and the document is checked for forgery and traces of editing. In an office a camera or a counter scanner does the same.

Recognising the borrower's passport: the form fields fill automatically
Step 2

Database checks in a single request

From the passport and phone data the required checks are launched: passport validity, the tax number, bailiff records, bankruptcy, taxes, microfinance scoring, the phone number and the Rosfinmonitoring list. Only the ones you have enabled.

Checking a borrower against state and commercial databases in a single request
Step 3

A response for the scoring model and the underwriter

For every check: the result, the source, the date and the records found, in JSON. The workflow's rules reject the application, send it for manual review or pass it to scoring. Skipped checks report which data was missing.

Which checks a microfinance company needs

Build a set to match your scoring model: every check is enabled separately and costs 5 ₽. Descriptions, sources and response fields are in the API check catalogue.

Why microfinance companies choose NeuroVision

A microfinance company decides on a loan in minutes, and a mistake costs a default. It needs a vendor that answers fast, charges only for the checks performed and does not move data abroad.

Every borrower check in one API

The passport, debts, bankruptcy, scoring, the phone number, the watchlists and document anti-fraud — in one request and under one contract.

There is no need to reconcile five vendors' responses inside the scoring model.

Frequent questions about borrower screening

Passport validity through the police, the tax number, bailiff debts, bankruptcy, tax arrears, microfinance credit scoring, the credit bureau score, the ownership and age of the phone number, the Rosfinmonitoring list and sanctions. Separately there is document anti-fraud: forgeries, traces of editing and screen photos.

No. From 1 March 2026 microfinance companies issue online loans after identification through the Unified Biometric System, and microcredit companies from 1 March 2027. NeuroVision covers what that system does not check: the validity and authenticity of the passport, debts, bankruptcy, scoring, the phone number and the watchlists.

The check against the Bank of Russia database and the verification of the recipient's details are carried out by the lender itself, through its access to the central bank database and requests to banks. NeuroVision adds the checks that weed fraudsters out earlier: passport authenticity, phone ownership, repeat applications, debts and bankruptcy.

Verify that the passport is valid according to police data, that the document photo has not been edited or shot off a screen, and that the phone belongs to the borrower and was not bought yesterday. Together these checks weed out most applications made on someone else's passport before the decision.

Each database check costs 5 ₽. The passport, bailiff records, bankruptcy and the Rosfinmonitoring list, for instance, come to 20 ₽ per application. A package of 16 checks from a single passport costs 50 ₽. There is no subscription fee.

Database checks answer in seconds and slot into scoring before the loan decision. The timing depends on the source: responses from state systems over SMEV take longer than commercial databases.

For microfinance credit scoring and the credit bureau score, yes: consent to data processing and to a credit bureau request is needed. For the other checks, the consent to personal data processing under 152‑FZ that the lender already collects in the application form is enough.

Yes. In an office the passport is recognised by a camera or a scanner with no manual entry, and the checks are launched from the web interface or from your own system.
