Connecting to the «Antifrod» state system and handling its signals

The «Antifrod» state information system has been live since 1 March 2026: banks and telecom operators exchange fraud signals through it over SMEV 4. We will help you prepare for the connection and build its signals into your anti-fraud system.

Who the «Antifrod» system applies to

«Antifrod» is the state anti-fraud information system established by 41-FZ. Its operator is the Ministry of Digital Development and it runs on the GosTech platform. Participants exchange signals about indicators of fraud: phone numbers, masked card and passport numbers, IP addresses and links.

  • Banks

Mandatory participants. Since 1 March 2026, data from the system must be taken into account when screening transfers made without the customer's consent — this is indicator 1.2 of Bank of Russia order OD-2506.

    • Mandatory
  • Telecom operators

They submit data about numbers, contract terminations and changes of SIM card owner. From 2027 they will suspend services for 24 hours on a signal.

    • Mandatory
  • State bodies and the Bank of Russia

The Ministry of Internal Affairs, the FSB, Roskomnadzor, Rosfinmonitoring, the Prosecutor General's Office, the Investigative Committee and the Bank of Russia receive signals and approve exchange scenarios.

    • System users
  • Messengers, social networks and hosting

Russian messengers, social networks, hosting providers and classified ad services may connect to the system.

    • Voluntary
  • Not to be confused with: Roskomnadzor's «Antifrod»

The Main Radio Frequency Centre's system filters spoofed-number calls at telecom operators. It rests on a different law and has a different connection procedure.

How to connect to the «Antifrod» system: six steps

The connection is initiated not by the bank but by the Ministry of Digital Development: once a scenario has been approved, the participant receives a notification. Everything after that happens inside the SMEV 4 circuit.

Step 1

You receive the ministry's notification

The scenario is agreed with the FSB and, for banks, also with the Bank of Russia. No later than 30 days afterwards the operator notifies participants of the connection.

The ministry's notification that the bank is connected to an «Antifrod» scenario
Step 2

You request the documentation

The SMEV 4 connection rules and the PODD agent administrator's manual are published on the SMEV technology portal. The participant's account is hosted there as well.

Step 3

You prepare the server and the PODD agent

The PODD agent (the SMEV 4 agent) is installed on a server or a virtual machine at the bank. A secure channel to SMEV, certificates and cryptographic protection tools are required.

A bank server with the SMEV 4 PODD agent and cryptographic protection tools installed
Step 4

You pass the tests in the test circuit

The data type is tested in the SMEV 4 test environment: formats, routing, responses. A mistake is cheaper to find here than after going live.

Step 5

You set up signal handling

A signal from the system arrives in the bank's anti-fraud platform. The risk is scored from it and a response is formed, and every handling event is written to the log.

Step 6

You move into the production circuit

The scenario goes into permanent operation. The bank must report any failure to receive or process data to the system operator immediately.

«Antifrod» scenarios and what to do with them

A scenario is an exchange rule: who sends the signal, who receives it and what they do next. Scenarios are approved by the state and the list keeps growing.

A man in a cafe with a smartphone and a bank card
  • System signal: probable fraudster
  • Risk: high
  • Decision: manual review

Probable fraudster

A participant submits indicators that the customer or their details are linked to fraud. The signal enters risk scoring as a separate indicator. Together with NeuroVision's checks — matching the face against the document, liveness and the search for repeat sign-ups — it produces a decision: let through, review manually or reject.

What NeuroVision does for the connection

We take on everything that begins after the PODD agent: what to do with the signal, how to factor it into the risk score and how to show the regulator that it was handled.

  • Readiness audit

    • Which scenarios and deadlines apply to your bank
    • Mapping the requirements of 41-FZ, OD-2506 and 210-FZ onto your current anti-fraud setup
  • A signal handling design

    • A «signal → risk → response» design for each scenario
    • Rules and staff roles
  • Signals inside the bank's anti-fraud system

    • System signals as indicators in risk scoring
    • API integration with the core banking and remote banking systems
  • Customer checks

  • Logging and delivery control

    • Receipt, handling and the response for every signal
    • Failure alerts so you can notify the system operator
  • Preparing for 2027

    • An architecture where submitting data to the system can be added without a rebuild
    • Taking Bank of Russia data and malware intelligence into account

System signals inside the bank's anti-fraud platform

A signal from the system is not a decision in itself. The bank's anti-fraud platform combines it with customer checks and transaction history, scores the risk and only then acts. That way the system catches fraudsters without blocking honest customers for nothing. More about anti-fraud

Why to prepare for the system in advance

The requirements arrive in stages: some are already in force, others take effect in 2027. An architecture with headroom costs less than a rebuild for every new rule.

  • System data must already be taken into account

Since 1 March 2026 it is one of the indicators of a transfer made without the customer's consent. The Bank of Russia supervises compliance.

  • From 2027 — compensation for customers

If a bank fails to meet the requirements on system data, the customer will be able to demand their money back. A mistake in handling a signal will become a direct loss.

  • New scenarios without new projects

Scenarios arrive as they are approved. Once the signal handling design is in place, a new scenario is added as a rule rather than as a separate project.

  • Fewer false blocks

A system signal combined with a document and face check gives a more accurate decision than a single «block this number» rule. Honest customers do not lose access for no reason.

What connecting to the «Antifrod» system costs

The cost depends on the scenarios, your current architecture and where the system runs — in the cloud or inside your own perimeter.

Frequent questions about the «Antifrod» system

Briefly on the connection, the scenarios, the deadlines and the cost.

The connection is initiated by the Ministry of Digital Development: once a scenario has been approved, the operator notifies the participant. The bank then receives the documentation, installs the PODD agent, passes the tests in the SMEV 4 test circuit and moves into production.

Banks and telecom operators are mandatory participants. Taking part in a particular scenario is formally voluntary, but system data has had to be taken into account when screening transfers since 1 March 2026. From 1 March 2027 data will also have to be submitted to the system.

PODD is the SMEV 4 data access subsystem. The PODD agent is installed inside the bank's infrastructure. Through it the bank receives the system's signals and sends its responses.

«Probable fraudster», «probable victim», notification of a terminated telecom contract or a change of number owner, and a 24-hour suspension of remote banking on a SIM swap. The list grows as new scenarios are approved.

There is no separate fine for this in the Code of Administrative Offences. But taking system data into account is part of the Bank of Russia's requirements, and breaching them can bring supervisory measures. From 1 March 2027 a bank that has not met the requirements will have to reimburse the customer for the stolen money.

The state system under 41-FZ is an exchange of fraud signals between state bodies, banks and operators, run by the Ministry of Digital Development. Roskomnadzor's system filters calls from spoofed numbers and is governed by the telecoms law. They are different systems with different connection procedures.

No. That deadline comes from Decree No. 1344, under which banks connect to SMEV in order to answer law enforcement requests. The channel is similar, but the obligation is a different one.

There are no official timelines: they depend on the readiness of your infrastructure and on the scenarios. We quote the project after the audit. NeuroVision customer checks are paid for per check performed, with no subscription fee.
