Pawnshop customer screening with no manual passport entry

The data for identifying a pawnshop customer in a second: the passport is recognised from a camera or a counter scanner, checked against the police database, the Rosfinmonitoring list, wanted lists and sanctions, and its fields go into your accounting system and onto the pawn ticket with no typos.

What the law requires of a pawnshop

Pawnshops fall under 115‑FZ and are supervised by the Bank of Russia. Below are the obligations that apply to every customer at the counter.
NeuroVision supplies the data for screening the customer. The internal control rules, the decision on the deal, the freezing of assets and reports to Rosfinmonitoring are defined and carried out by the pawnshop.
Data is submitted to the state precious metals and stones system by the pawnshop in its own accounting software — NeuroVision is not integrated with that system.

Six tasks at the pawnshop counter

The customer arrives with a passport and an item — within a couple of minutes you have to screen them as the law requires, issue a pawn ticket without errors and not build a queue. These are the tasks NeuroVision covers.

When to screen a customer: a pledge, a renewal, a base-wide review

  • A new pledge

Passport recognition, validity against the police database, the Rosfinmonitoring list and wanted lists. For a foreign national, the register of controlled persons and sanctions. The data goes straight onto the pawn ticket.

  • A returning customer and a renewal

The passport is already on file: it is enough to verify that the document has not changed and repeat the watchlist check. A new passport is recognised afresh — the old data is not carried over to the new ticket.

  • A base-wide review every three months

115‑FZ requires every customer to be screened against the list at least once a quarter. The checks are launched through the API from your accounting system using the stored customer data.

The order of the checks is set by 115‑FZ and by your internal control rules.
NeuroVision supplies the data for every step.

How the check works at the counter

The check slots into the pawnshop's accounting system: the cashier works in the usual window, and the result arrives before they move on to appraising the item.

Step 1

The passport under a camera or a scanner

A webcam frame, a scan or a phone photo will do. The neural network finds the photo spread and the registration page itself, removes glare and reads the fields. The MRZ is cross-checked against the visual zone.

Step 2

The checks in a single request

Passport validity, the Rosfinmonitoring list, wanted lists, sanctions and, for foreign nationals, the register of controlled persons. Only what your internal control rules require.

Step 3

The data goes onto the pawn ticket

For every check: the result, the source and the date, in JSON. The accounting system fills the passport fields into the pawn ticket, and the check results are stored in the customer's record.

Manual entry at the counter versus NeuroVision

The cashier copies out the spread and the registered address in 3–5 minutes, and every typo in the series or number ends up on the pawn ticket. With NeuroVision the passport is recognised in a second and checked immediately.

Checks against databases and lists carry a fixed price per request, with no subscription fee. Passport recognition is quoted against your flow of customers.

NeuroVision plugs into the software the counter already runs: recognition and checks are called through the API, and the result comes back into the customer record and the pawn ticket.

Why pawnshops choose NeuroVision

A pawnshop needs a vendor that works as fast as the counter does, understands 115‑FZ and does not require changing the accounting system.

Passport recognition, the police database, the Rosfinmonitoring list, wanted lists and sanctions — one vendor and one API.

Frequent questions about screening pawnshop customers

Yes. Pawnshops are named in article 5 of 115‑FZ, so they identify the customer, the representative and the beneficiary and screen them against the Rosfinmonitoring list. On top of that, the «On Pawnshops» law requires the borrower's passport details on every pawn ticket.

No. Identification is carried out by the pawnshop under its own internal control rules. NeuroVision recognises the passport and checks the data against databases, the watchlist, wanted lists and sanctions — the pawnshop then uses those results in its procedure and files them with the customer's record.

Yes, the application and a passport photo can be taken on your site: the passport is recognised in advance, and at the counter all that remains is to verify the document and complete the pledge. The Bank of Russia allows the pawn ticket to be issued electronically, while the pledged item is handed over to the pawnshop. How to identify a customer without an in-person visit is for your lawyer to decide.

When taking them on, and at least once every three months across the whole customer base. On a match the assets are frozen no later than 24 hours after the list is published, and Rosfinmonitoring is notified no later than one working day.

Yes. Every version of the Russian passport form since 1997 is recognised, including the registration pages: the address and the date of registration. Handwritten entries and stamps on those pages are read separately from the printed text.

No. NeuroVision connects to your software through a REST API: the counter sends the passport image and receives the fields and the check results. For online applications there is a ready-made passport capture widget.

Recognise the passport — documents from 195+ countries and territories, with the name in Latin script from the MRZ — and check it against the police register of controlled persons, sanctions lists and PEP lists. The register check costs 5 ₽, and compliance screening against sanctions from 50+ countries costs 36 ₽.

Failure to comply with the freezing requirements carries a fine of up to 500,000 ₽ for an organisation, or suspension of operations for up to 60 days (art. 15.27(2.1) of the Code of Administrative Offences).

Checks against databases and lists cost from 5 ₽, a package of 16 checks from a single passport costs 50 ₽, and compliance screening costs 36 ₽. Passport recognition is quoted against your volume. We give test access the same day you ask.
