There is no separate law on verifying a learner’s identity, and 115‑FZ does not apply to education. But the education law requires accurate data in the qualification document and the federal register, and a parent signs a contract for a child. A learner goes through the check once at enrolment, on a phone or laptop, without leaving the course page. The data arrive in your system ready for the contract, the certificate and the register.

The full name and date of birth from the passport are matched with the SNILS the learner gave. The certificate is printed with no typos, and the data goes into the register right the first time.
A shared account costs a school twice: the course is sold once, but everyone later asks for a certificate. You cannot block everyone indiscriminately — an honest learner studies from a laptop and a phone. What helps is a check at moments that cannot be skipped.
At first login the learner passes the document and Liveness, and the selfie is matched with the passport photo. The account is tied to a person, not to an email that can be forwarded.
Your system flags a login from an unfamiliar device or another city by itself. At that moment the learner passes the document and Liveness again — it takes under a minute.
A number check shows whether it is registered to the learner, whether it is active and how long it has been in use. A fresh number in someone else’s name is a reason to check the document.
The passport number arrives in the check response. Your system sees that the same document is already linked to another account and does not issue a second access.

We check the person: that the document is genuine, that its owner is in front of the camera and that the SNILS belongs to them. What they have learned is decided by your teachers.
Admission to continuing education on an acquaintance’s diploma
A professional development programme requires a secondary vocational or higher education diploma. Its scan is taken from a colleague or edited in an editor. Document anti-fraud sees the edit and the photo of a screen, and the full name in the diploma is matched with the learner’s passport.
One studies, the certificate goes to another
One person is enrolled, while an acquaintance does the assignments with their login. The document and Liveness before the final test show that the passport holder is behind the screen, not the person given the password.
A printout, a recording, a deepfake
To pass the check for someone else, people hold a photo up to the camera, play a recording or use a face generated by a neural network. Liveness tells such attacks from a live person, and a second face in the frame is flagged in the session.
A hundred accounts for one course
Free lessons and promo codes are harvested with batches of fresh numbers. A number check shows how long it has been in use and who it is registered to — before the discounts are gone.

A learner completes the course and then demands the money back. A dated check result at access and before the final test helps your lawyer show who studied.

The certificate — to the person who studied
A repeat check is a new session: the learner shows the document again and passes Liveness. We do not store a face template to recognise the learner, and we do not replace the UBS at the assessment.
Your system notices an unfamiliar browser or phone and asks for a session. An honest learner spends a minute; someone who was given the password cannot pass without the owner’s passport.
The document and Liveness open the course’s final test. If the school runs the assessment with biometric identification, that step is done through Gosuslugi and the UBS, and our check stays before it.
The full name from the passport is matched with the SNILS again if the learner changed their surname or document during the course. Current data goes into the register.
Before a refund or transferring the course to another person, the customer goes through the session again. The money goes to whoever paid.
A training contract can be three-party: the school, the learner and the payer. The check goes to whoever signs the contract and receives the documents.
The parent’s — passport before the contract and the first payment: the parent concludes the contract for the child.
A child — no face check, access to lessons through the parent’s account.
Company — a third party to the contract, pays against an invoice.

So that access to a course goes to whoever bought it, and the certificate to whoever studied. For a trial lesson, confirming the phone is enough. The document and Liveness are needed when granting access to a paid course, before the final test and before issuing a qualification document.
There is no separate rule on verifying a learner’s identity, and 115‑FZ does not apply to education. But a school licensed for continuing education is responsible for the accuracy of data in the certificate and in the federal register, and admits to a programme only people with secondary vocational or higher education. Checking the passport and diploma is a way to ensure this.
Data on the issued document and its holder, including the SNILS if there is one. The school enters it within 30 calendar days of issue. We recognise the passport and match the full name with the SNILS, while your organisation submits the data to the register.
We recognise the diploma by the form template, check for signs of forgery and match the full name with the passport. We do not query the federal register — if in doubt, the school asks the organisation that issued the diploma for confirmation.
Tie access to a person: the document, Liveness and matching the selfie with the passport at first login. On a login from a new device and before the final test the learner passes the document and Liveness again. The passport number arrives in the response, and your system does not issue a second access for the same document.
Liveness and the document before the test — yes. The remote learning rules assign biometric identification at the final assessment to Gosuslugi and the Unified Biometric System, and they prohibit biometric authentication through commercial organisations’ systems at the assessment. So at the final test we do not compare the face but confirm a live person with the document.
The parent: the contract for a minor is concluded by the parents or legal representatives. They show a passport before the contract and first payment. The child does not pass a face check and studies through the parent’s account.
The employee who will receive the certificate — the document and Liveness when access is granted. The company becomes a third party to the contract and pays against an invoice.
