Foreign agents register and wanted lists check via API

Check against the Ministry of Justice register of foreign agents and three wanted lists — before hiring, a contract, a payment or placing an advert. Full name and date of birth are enough: a match is confirmed by date of birth and tax number, and the result for each register comes as a separate line.

Positions, procurement, advertising, payments: what the law links to foreign agent status

The law on control over persons under foreign influence lists restrictions for foreign agents — and some of them concern not the foreign agent but the one who hires them, pays them or places advertising with them.
The register is kept by the Ministry of Justice of Russia and published on its website. We match a person against the register by full name and confirm the match by date of birth and tax number.

Full name, date of birth or passport: which data each check needs

Registers search in different ways: some know only the full name, others require the full date of birth. The more data you send, the fewer namesakes come back in the response.

  • Full name only

The foreign agents register and the Rosfinmonitoring list work by full name.

Confirmation — by date of birth and tax number from the register entry.

    • Ministry of Justice · Rosfinmonitoring
  • Full name and full date of birth

Police wanted list does not run without a full date of birth: it is used to filter out namesakes.

Incomplete date — the check is marked as skipped and the reason comes in the response.

    • Police
  • Surname, first name and date of birth

Bailiffs’, prison service wanted lists and alimony debtors search by full name and date of birth.

From the application form to a note on the card: three steps of the check

The check is started by your system or a security officer. The person does not have to do anything if the full name and date of birth are already in the form.

Step 1

Data from the form or the passport

Full name, date of birth and tax number are taken from the candidate’s form, the contract or the counterparty card. If there is no data, the person photographs their passport in a KYC session, and the fields arrive without retyping.

A form with a full name and date of birth before the register check
Step 2

One request — several registers

Your system sends a request with the checks you need: the foreign agents register, Police, prison service and bailiffs’ wanted lists, watchlists and sanctions. The response immediately returns a run number, and the result is collected by it.

One request to the foreign agents register and three wanted lists
Step 3

A line for each register

For each check — whether the source was queried and what it found: entries with a date, a ground and a proceedings number. The officer sees the matches and decides themselves; the report stays in the card.

A result line for each register on the person’s card

Found, not found, namesake: how to read a register and wanted list response

  • Found — confirmed

In the foreign agents register the full name, date of birth and tax number matched — it is the same person. In the wanted lists the full name and full date of birth matched. The entry comes with a ground, a decision date or a proceedings number.

  • Match by full name — check manually

Only the surname and first name matched, while the date of birth in the register is different or missing. This is a namesake until proven otherwise: compare the date of birth, region and tax number, and do not refuse automatically.

  • Not checked — does not mean “clean”

If a register did not respond, the run is repeated. If there was not enough data, the check is marked as skipped, and the missing fields come in the response. The service never returns an empty result in place of a real one.

The bailiffs’ wanted list is public until the person is found or the search is ended, so an entry may disappear on the next check. Keep the result as of the request date in the card — you can show it to an auditor.

Employer, bank, advertising platform, organiser: who needs a status check

The check is most often connected where the law directly links foreign agent status to a company’s action: hiring, a payment, a procurement or advertising.

  • State corporations, schools and universities, critical infrastructure entities

Before an appointment to the governing bodies of a state corporation, to teaching work in a state or municipal educational organisation and to work with significant critical information infrastructure facilities. Wanted lists — in the same run.

    • 255‑FZ, Art. 11, Parts 1, 9, 17
  • Lessee, buyer, licensee

A company pays a person for the lease or purchase of property and vehicles, royalties or dividends. If the recipient is on the register, the payment goes to the special account from the register, otherwise the obligation may be considered unperformed.

    • 255‑FZ, Art. 9, Part 14
  • Bank and broker

Interest on deposits and dividends of a foreign agent are credited to a special account. The status of the client and the beneficiary — on onboarding and before a payout.

    • 255‑FZ, Art. 11, Part 21
  • Advertising platform and agency

Before placing advertising with a blogger or on a website, and before an integration. Advertising on a foreign agent’s resource is not permitted.

    • 38‑FZ, Art. 5, Part 10.5
  • Organiser of lectures and courses

Before inviting a lecturer or speaker: a foreign agent may not carry out educational outreach or produce products for minors.

    • 255‑FZ, Art. 11, Parts 9, 10
  • Customer under 44‑FZ and 223‑FZ

An individual or sole trader participant — before the contract is signed: a foreign agent may not take part in procurement. A company participant — by tax number on the counterparty check page.

    • 255‑FZ, Art. 11, Part 11

When to check again: before a contract, a payment and a publication

The foreign agents register and the wanted lists change: a person can end up in them after you have checked them. Repeat the check at the points where an action depends on the status.

  • Before an appointment to a position restricted under 255‑FZ Your system
  • The foreign agents register and wanted lists — in one run by full name and date of birth NeuroVision
  • Repeat for current employees — on a schedule you set Your system

  • Before a lease, sale and purchase or licence agreement Your system
  • Before each payment under such a contract — the status as of the payment date NeuroVision
  • Recipient on the register — the special account details from the register Your system

  • Before placing advertising with a blogger or on a resource NeuroVision
  • Before publishing a programme with a lecturer or speaker NeuroVision
  • The link to the resource and whether the resource belongs to the person — checked on your side Your system

  • Rechecking the whole base — with every request through the API NeuroVision
  • A match goes to manual review, not to an automatic refusal Your system
  • The result as of the request date — in the card for the audit Your system
  • The “NeuroVision” tag means the service does it, “Your system” — you do. There is no automatic notification when someone lands on the register: a recheck is a repeat request on your schedule.

A counterparty is on the register: what changes for your company

The status does not forbid working with a person altogether. But it changes the procedure for certain actions — and it is better to find out before a payment or a publication.

  • Payments — to a special account

Rent, sale of property, royalties, interest and dividends are paid to the foreign agent’s special rouble account. The account details are published in the Ministry of Justice register.

  • Advertising — taken down

Distributing advertising on a foreign agent’s resource is not permitted. A check before placement removes the risk of paying for an integration that cannot be released.

  • Lectures and courses — without a foreign agent

A foreign agent may not carry out educational outreach. The programme of the event is rebuilt before the announcement, not after.

  • Procurement and positions — no access

A foreign agent does not take part in procurement under 44‑FZ and 223‑FZ and does not hold the positions listed in the law. The decision is made by your lawyer based on the check report.

What the check does not do: criminal records, closed records, “checking yourself”

  • Criminal record certificate

Information on a criminal record and criminal prosecution is confirmed by a Ministry of Internal Affairs certificate — the person obtains it themselves, and the employer requires it only where the law provides for it. In the databases we see criminal cases in courts of general jurisdiction and wanted lists, but they do not replace the certificate.

  • Closed records and interstate wanted lists

We work only with public registers: the wanted lists of the Ministry of Internal Affairs, the prison service and the bailiffs, and the Ministry of Justice register. Operational records and wanted lists run by other states are not part of the check.

  • Affiliated persons and undesirable organisations

The foreign agents register is matched by the person’s full name. The check does not cover the unified register of persons affiliated with foreign agents or the list of undesirable organisations; check a company by tax number on the counterparty check page.

The service works only with legal entities and sole traders under a contract — for hiring, deals and client onboarding. You cannot check yourself or an acquaintance through NeuroVision.

Frequently asked questions about checking the foreign agents register and wanted lists

Send the full name — via the API, from a KYC session or in the console. We match it against the Ministry of Justice register and confirm the match by the date of birth and tax number from the register entry. The check costs 5 ₽.

A foreign agent receives income from the sale and lease of property and vehicles, royalties, interest and dividends only to a special account, and only such crediting counts as proper performance. It is worth checking the recipient’s status before paying.

The law bars a foreign agent from certain positions: in public authorities, in the governing bodies of state corporations, teaching in state and municipal educational organisations, and work with significant critical information infrastructure facilities. For other positions the law has no direct ban — the decision is made by your lawyer.

Three public databases: the Police wanted list, the prison service wanted list and the bailiffs’ wanted list, plus the register of alimony debtors. These are separate checks in one run, 5 ₽ each.

The full name and the full date of birth: it is used to filter out namesakes. Without the full date the check is marked as skipped and is not charged.

Compare the date of birth, tax number and region. A match by full name alone is more often a namesake. The decision is made by an employee, not the system: by law an employer cannot decide solely on the basis of automated processing.

You determine the ground for processing as the operator: consent, law, contract or data subject to publication. For candidates and employees, if the data is obtained from a third party, notification and written consent are required.

No. A certificate is issued by the Ministry of Internal Affairs, and it can be required only where the law provides for it. We show wanted lists and cases in courts of general jurisdiction.

Distributing advertising on the information resource of a foreign agent is not permitted. Check the status of the resource owner before placing — it costs 5 ₽.

Before every action that depends on the status: a contract, a payout, publishing advertising or an event programme. You can recheck the whole base on your own schedule through the API.

No. NeuroVision works only with legal entities and sole traders under a contract.
