Patient identification in telemedicine
A patient enters a consultation through Gosuslugi. Everything else is without manual entry: a passport, OMS policy and SNILS go into the medical record and the contract, a birth certificate — together with the parent’s passport, a VHI policy — with a check that its holder is the one using it.

What the law requires of telemedicine: ESIA, consent, medical confidentiality
Telemedicine in Russia is medical care under a separate procedure, not a video call with a doctor. A summary of the rules as of 26.10.2026, not a legal opinion.
- Who confirms identity
Consultation: Art. 36.2 of Federal Law 323‑FZ and Order No. 193n
Participants in a consultation are identified through ESIA, and the doctor signs records with a qualified e-signature (UKEP).

- Prevention, collecting complaints and history, monitoring, the decision on an in-person visit. A doctor can adjust treatment online only if the diagnosis was made at an in-person visit

One VHI policy for a whole family
A corporate policy is issued to an employee while their relatives have the consultations. The insurer pays for other people’s visits, and other people’s complaints appear in the insured person’s medical record.

Consent for a child given by the wrong adult
For a patient under 15 consent is given by a legal representative. If the child’s document and the adult’s passport are not checked together, consent is signed by an unknown person.

A patient types their full name, policy number and SNILS in the app. An error in one digit differs from the register data and surfaces in the contract, prescription and invoice.

A patient photographs documents with a phone in your app. After that the service works, and an administrator looks only at disputed fields.

Fields and checks
The full name, date of birth, policy number and SNILS are recognised. SNILS is matched with the full name, the passport — for validity, the parent’s full name — with the certificate. Disputed fields are highlighted.
Step 3
Ready for the medical record and contract
The fields go into your medical information system and the contract. Entry to a consultation is through Gosuslugi, and the doctor’s records carry their signature.
Impersonation in telemedicine: someone else’s VHI policy, an adult instead of a child, a doctor with someone else’s diploma
The schemes are typical: a check is needed at policy activation, when a child is added to an account and when a doctor is connected.

An employee activates a corporate policy while their relatives use it. A document and Liveness at activation with a match against the passport photo show that the policy is linked by its holder.

Entry confirms identity, but someone still fills in the medical record, the contract and the VHI policy. A passport, OMS policy and SNILS arrive as ready-made fields, while a child’s documents and a VHI policy may be missing from the profile.
