Subscriber verification for telecom operators: passport, anti-fraud and checks before a number is activated

The Law “On Communications” allows services to be provided only after the data of the subscriber has been verified. NeuroVision is built into the salon software, the dealer account and billing: a passport without manual entry and with a forgery check, the Ministry of Internal Affairs database, the register of controlled persons for foreigners, a corporate customer by INN.

Reliable data, number limit and foreigners: what the Law “On Communications” requires of an operator

All obligations are in one law, No. 126‑FZ “On Communications”. The subscriber’s data is verified first, then the service begins: if the data is not confirmed, the operator does not provide services for that number.

  • Data — before the service starts

126‑FZ, Art. 44, para. 6; the Rules for the provision of telephone communication services, approved by Government Resolution of 30.12.2024 No. 1994.

    Four methods

    Contract

    • The operator or dealer enters reliable data about the subscriber in the contract: full name, date of birth, place of residence, document details
    • The dealer passes a copy of the contract to the operator within two days

    Verification

    • The operator verifies the data before the service starts — including data brought by a dealer
    • One of four methods: an organisation from the list, Gosuslugi, the Unified Biometric System, state systems through SMEV

    Not confirmed

    • No services are provided for the number, and the subscriber receives a notification
  • Number limit and self-imposed ban

    126‑FZ, Art. 44, para. 6; Art. 44.2; Art. 45, para. 7.1.

    Operator checklist

    The limit

    • A citizen — no more than 20 numbers across all operators together, corporate ones included
    • A foreigner — no more than 10

    Self-imposed ban

    • A person can ban the conclusion of communication contracts in their name — through Gosuslugi or at a multifunctional centre (MFC)
    • The operator checks the ban before the service starts

    State system and SMS

    • The limit is checked in the state monitoring system, which also receives data on the subscriber, the contract and the employee who drew it up
    • An SMS about the concluded contract is sent to the number
  • Foreigners and corporate SIM cards

    126‑FZ, Art. 45.1 (law of 08.08.2024 No. 303‑FZ, from 1 January 2025); Art. 44, para. 1.1, sub-paras. 6–10.

    A foreign subscriber

    Foreigner

    • The contract — on presentation of a document and confirmation of the data through Gosuslugi and the Unified Biometric System
    • Over the internet — not allowed
    • The contract contains the identifier of the device in which the SIM card will be used

    A corporate customer

    • A number is issued only to an employee or a contractor under a contract
    • The user’s data is entered in ESIA and confirmed by the user on Gosuslugi

    Operator’s check

    • The existence and reliability of the user’s data — by a request to ESIA through SMEV before the service starts

Salons, dealers, MVNOs, providers and the corporate segment: whom to verify and where

The law is one, but the verification points differ: the counter of the operator’s own salon, a dealer’s sales outlet, an online eSIM order, a home internet contract, a corporate plan for a hundred SIM cards.

  • Mobile operators and their own salons

    • A passport at the counter — a photo instead of retyping, fields straight into the contract
    • Document anti-fraud and validity of the passport against the Ministry of Internal Affairs database — before the request to confirm the data
    • The salon employee sees the result; the decision on the contract stays with the operator
  • Dealers and operator agents

    • A person acting on behalf of the operator is responsible for the reliability of the data on a par with the operator
    • The same passport check at every point — with no “own” rules for the partner
    • The result and document number of each check are saved — you can see when and on which document a contract was drawn up
  • Virtual operators (MVNO)

    • Sales online and through partners — a contract over the internet only with an electronic signature whose key is confirmed through Gosuslugi and the Unified Biometric System
    • SIM card delivery by courier — the passport at handover and a photo of the document in the courier’s app
    • The same law as for a network operator, but with less own retail
  • Internet providers and fixed-line communications

    • A contract for home internet and telephony — the subscriber’s passport without manual entry, including at the installer’s visit
    • Public Wi-Fi and internet access — identification of users under the rules for the provision of services
    • Repeat contracts on one passport — by document number, checked against the operator’s database
  • Corporate and M2M segment

    • A company customer — by INN before the contract: status, shell company, nominee director
    • A representative — their own session with a passport, and a power of attorney
    • Number users confirm their identity on Gosuslugi, and the operator checks them through SMEV
  • A telecom salon: connecting subscribers, dealers and corporate contracts

A document at an organisation from the list, Gosuslugi, the Unified Biometric System, SMEV: four ways to confirm subscriber data

The verification method is chosen not by the salon but by the law: there are four, and each is either the operator’s request to a state system or confirmation by a trusted organisation. NeuroVision comes before them — so that the request carries the correct data from a genuine document.
Whichever method is used, the check is made before the service starts, and data on the contract and on the employee who drew it up goes to the state monitoring system (sub-para. 10 of para. 6 of Art. 44).

  • An organisation from the Government list

The data is confirmed by an organisation on presentation of an identity document. The list includes systemically important telecom companies, systemically significant banks, multifunctional centres (MFC) and operators that meet the criteria on revenue, regional coverage and headcount.

    • Art. 44, para. 6, sub-para. 4; the list to Government Resolution No. 1994
  • Gosuslugi (ESIA)

The subscriber’s data is checked against a confirmed account. For users of corporate SIM cards it is the only route: they are entered in ESIA and confirmed on Gosuslugi.

    • Art. 44, para. 6, sub-para. 5; para. 1.1, sub-paras. 6–10
  • Unified Biometric System

Confirmation by biometrics — in the Unified Biometric System under Art. 9 of Law No. 572‑FZ. For foreigners it is mandatory together with Gosuslugi.

    • Art. 44, para. 6, sub-para. 6; Art. 45.1, para. 1
  • State systems through SMEV

A check against the information systems of state bodies — if the operator is connected to them through interdepartmental interaction.

    • Art. 44, para. 6, sub-para. 7
  • A contract over the internet

Only with an enhanced qualified signature (QES), an unqualified signature in the state services infrastructure or a simple signature whose key was received in person — with identification through Gosuslugi and the Unified Biometric System. For a foreigner — not allowed.

    • Art. 44, para. 1, sub-paras. 2–5; Art. 45.1, para. 2
  • Where NeuroVision works

The passport is photographed — the fields in the contract are filled without manual entry. Forgery, a photo of a screen and a pasted-in photo are flagged before the request. The validity of the passport against the Ministry of Internal Affairs database and the register of controlled persons — before the data is confirmed.

    • an operator’s tool, not a method under the law

From a passport at the counter to number activation: how an operator verifies a subscriber with NeuroVision

A salon or dealer employee photographs the document instead of retyping it. While the subscriber chooses a plan, NeuroVision checks the passport, and the operator sends the data for confirmation by a method under the law.

Step 1

The passport with no manual entry

The employee photographs the passport with a tablet or a workstation camera. The fields arrive without manual entry: full name, date of birth, series and number, date of issue, issuing unit code and registration address. A foreign passport — in Latin letters, with the MRZ.

Recognition of a subscriber’s passport in a telecom salon without manual entry
Step 2

Forgery and databases — before the request

Anti-fraud flags a photo of a screen, a printout, a pasted-in photo and traces of editing. A Russian passport is checked for validity against the Ministry of Internal Affairs database, a foreigner — against the register of controlled persons. A corporate customer — by INN, their representative — in their own session.

A passport check for forgery, against the Ministry of Internal Affairs database and the register of controlled persons before the data is confirmed
Step 3

Confirmation and decision

The verified data goes into the contract and into the operator’s request: Gosuslugi, the Unified Biometric System, an organisation from the list or SMEV. The result of the check and the document number are saved in the session log.

Drops, nominee subscribers and SIM boxes: why a fraudster needs a number

A number in someone else’s name is the first step of almost any scheme

Bank and Gosuslugi codes arrive through it, victims are called from it and accounts are registered with it. That is why the law checks not only the subscriber but also the employee who drew up the contract.

  • 01

    A nominee subscriber

For a small payment a person registers SIM cards in their own name and hands them over. The limit of 20 numbers caps the scale, and a passport checked against the Ministry of Internal Affairs database shows that the document is genuine and valid.

  • 02

    Someone else's passport

Leaked data, a passport photo from a correspondence, an edited scan. Document anti-fraud flags a photo of a screen, a printout and a pasted-in photo before the data goes into the contract.

  • 03

    An unscrupulous sales outlet

A dealer “completes” SIM cards using the passports of previous customers. The check results for each registration show where documents were photographed not from the original.

  • 04

    SIM boxes and gateways

Dozens of SIM cards in one device pass fraudsters’ calls. A corporate contract with a shell company is a frequent source of such cards: the company is checked by INN before connection.

  • 20 numbers per citizen across all operators together
  • 10 numbers per foreigner
  • 4 ways to confirm subscriber data

Subscriber verification checklist: eight steps before the first call

The order in which the operator and dealer connect a new subscriber. Each line shows who performs the step: NeuroVision, the operator itself or a state system.

  • A Russian passport or a foreigner’s document — a photo, fields into the contract without manual entry NeuroVision
  • Document anti-fraud: a photo of a screen, a printout, a pasted-in photo, traces of editing NeuroVision
  • Validity of a Russian passport against the Ministry of Internal Affairs database NeuroVision

  • One of four methods: an organisation from the list, Gosuslugi, the Unified Biometric System, state systems through SMEV Government system
  • A contract over the internet — only with an electronic signature under para. 1 of Art. 44 Operator

  • No more than 20 numbers for a citizen, 10 for a foreigner: a request to the monitoring system Government system
  • Self-imposed ban on communication contracts — a request through Gosuslugi Government system

  • In person only: the document, Gosuslugi and the Unified Biometric System, the device identifier in the contract Operator
  • The register of controlled persons of the Ministry of Internal Affairs and wanted lists NeuroVision

  • Company by tax number: status, signs of a shell company, nominee director NeuroVision
  • A representative — their own session with a passport, and a power of attorney Operator
  • Number users — in ESIA, confirmation on Gosuslugi, a check through SMEV Government system

  • Data on the subscriber, the contract and the employee — to the monitoring system Operator
  • An SMS about the concluded contract to the number before the service starts Operator

  • Activating the number or refusing — the operator decides based on the check results Operator
  • The image retention period — in the scenario settings; data can be deleted NeuroVision
  • NeuroVision — the step is covered by NeuroVision: document recognition, anti-fraud, database checks and a company by INN
  • Operator — the operator’s own step: the contract, the confirmation method, the decision to activate the number
  • Government system — a state system’s step: Gosuslugi, the Unified Biometric System, SMEV and the monitoring system

A foreign subscriber: an in-person visit, ESIA and the Unified Biometric System, a device in the contract and ten numbers

  • A passport in a foreign language

Risk. An employee retypes Latin letters and mixes up characters — the data in the contract differs from ESIA, and the confirmation fails.

NeuroVision — recognises passports and ID cards of 195+ countries and territories, 16 000+ document types; the MRZ check digits are verified.

Operator — accepts the document in person only: a contract with a foreigner is not concluded over the internet.

  • Confirmation through Gosuslugi and the Unified Biometric System

Risk. Without a confirmed account and biometrics in the Unified Biometric System, a contract with a foreigner cannot be concluded — and old SIM cards had to be re-registered before 1 July 2025.

NeuroVision — flags traces of forgery in the document before the request; residence permits and temporary residence permits are added to the same session at 10 ₽.

Operator — confirms the data through ESIA and the Unified Biometric System in the procedure of the Ministry of Digital Development.

  • A device in the contract

Risk. A foreigner’s SIM card is moved to another phone — by law, no service is then provided until the device identifier is entered in the contract.

NeuroVision — the document data is already in the contract, and when a new device is entered the subscriber does not fill in the form again.

Operator — enters the device identifier and changes it at the subscriber’s request.

  • Ten numbers and the Ministry of Internal Affairs register

Risk. A foreigner obtains numbers from different operators and through corporate contracts — the limit is counted across all of them.

NeuroVision — checks the foreigner against the Ministry of Internal Affairs register of controlled persons and the wanted list, at 5 ₽ per request.

Operator — checks the limit in the state monitoring system before the service starts.

The rules of Art. 45.1 do not apply to some foreigners — for example, to staff of diplomatic missions: the list is in para. 5 of the article. The draft of the third anti-fraud package (October 2026) proposes new restrictions for SIM cards — we will update this page when it becomes law.

Repeat subscriber verification: a request to confirm data, SIM replacement, number re-registration

The check at connection is not the last one. The document is needed again when the regulator asks to confirm data, when someone tries to reissue the number to another SIM card and when it passes to another person.

  • A request to confirm data

At the request of the authorised body the operator asks the subscriber within three days to confirm the data. The subscriber photographs the passport in the app — the fields are matched with the contract without a visit to the salon.

  • SIM replacement and eSIM reissue

Reissuing a SIM card in someone else’s name is a way to intercept bank codes. A document with anti-fraud and Liveness before the replacement show that the number’s owner is in front of the camera, not a person with a copy of the passport.

  • Number re-registration

The number passes to a relative or to the actual user of a liquidated company. A new subscriber — a new contract and a full check of their document.

  • Growth of a corporate contract

A company asks for another hundred SIM cards. A repeat check by INN shows whether it has become inactive and whether the head has been changed to a nominee.

Subscriber and corporate customer checks: catalogue and prices

Each check is switched on separately — for the sales outlet and the risk. Payment is for completed requests; a check that lacked data is not charged. All database checks are in the general catalogue.

Why telecom operators choose NeuroVision

An operator needs a check that does not hold the subscriber up at the counter, works the same way in its own salon and at a dealer, and leaves a trail that can be shown to the regulator.

Frequently asked questions about subscriber verification

To enter reliable data about the subscriber in the contract and verify it before the service starts (para. 6 of Art. 44 of the Law “On Communications”). If the data is not confirmed, no services are provided for that number. A dealer acting on behalf of the operator is responsible for the data in the same way, and the operator verifies that too.

Four: confirmation by an organisation from the Government list on presentation of a document, Gosuslugi (ESIA), the Unified Biometric System and the information systems of state bodies through SMEV. NeuroVision is the tool before them: it recognises the passport and checks it for forgery.

Yes, but only with an enhanced qualified signature, an unqualified signature in the state services infrastructure or a simple signature whose key was received in person — with identification through Gosuslugi and the Unified Biometric System. A contract with a foreigner is not concluded over the internet.

The law links confirmation of data by biometrics to the Unified Biometric System. NeuroVision Liveness is an anti-fraud check that a live person, not a photo or a screen, is in front of the camera; it does not replace the Unified Biometric System.

In person only: against an identity document, with confirmation of the data through Gosuslugi and the Unified Biometric System. The contract states the device identifier, and the number of numbers is no more than ten. NeuroVision recognises documents of 195+ countries and checks the foreigner against the Ministry of Internal Affairs register of controlled persons.

A citizen — no more than 20 across all operators together, corporate numbers included, a foreigner — no more than 10. The operator checks the limit in the state monitoring system, and the self-imposed ban on communication contracts — through Gosuslugi.

The company — by INN: status, signs of a shell company, nominee director, account blocks. The representative passes their own check with a passport. The company enters number users in Gosuslugi, they confirm the data themselves, and the operator checks them through SMEV.

All sales outlets work to one scenario: the passport is photographed, not retyped, and forgeries and screen photos are flagged before the contract. The check result and the document number are saved for each registration.

Web SDK for the dealer account and the subscriber’s personal account works in the tablet browser and in a WebView inside the app, and there is a REST API for CRM and billing. A unique link to the check can be sent to a dealer.

The image retention period is set in the scenario settings, and data can be deleted. Where the servers are located and how personal data is processed — is determined by the contract.

No. A The “Antifraud” state information system — a state system for exchanging information on fraudulent calls and transactions, to which operators and banks connect. Checking the subscriber when a contract is concluded — a separate obligation under Art. 44 of the Law “On Communications”.

A passport with anti-fraud — from 16 ₽ per session, with Liveness — from 29 ₽, Ministry of Internal Affairs database checks, nominee directors and blocks — 5 ₽ each, a company by INN — priced individually. There is no subscription fee. A test — in the test scenario of the personal account.
