Checking suppliers and buyers in agribusiness: a farmer, cooperative and intermediary before purchase and deferral

A crop seller is rarely in the Unified State Register of Legal Entities: they are the head of a peasant farm, the owner of a household plot, a self-employed person or a cooperative. We check them by INN and databases before paying for a batch, and a farmer to whom you sell equipment or seed on deferral — before shipment. The seller's passport is recognised from a photo, without retyping.

VAT, grain accounting and state support: the rules a purchase from a farmer meets

There is no separate law on checking a crop seller. But the buyer of grain, milk and livestock is responsible for the VAT deduction along their chain, a batch of grain moves only with an electronic accompanying document, and a subsidy recipient must meet budget requirements.
NeuroVision checks the people and companies in this chain against registers before payment. Documents for the batch, grain accounting and the purchase decision remain with you.

  • VAT in the purchase of agricultural produce

Tax Code of the Russian Federation, Arts. 54.1, 145, 164 (para. 2), 346.1.

    How the tax authority assesses

    Rate

    • Grain, milk, and livestock and poultry in live weight are sold at the 10% rate — under the Government's list of codes
    • The buyer's deduction — at the same rate and only for an actual delivery

    Seller without VAT

    • A farmer on the Unified Agricultural Tax may obtain an exemption from VAT if revenue is below the threshold
    • A peasant farm head without an exemption, a household plot owner and a self-employed person do not issue an invoice with VAT

    Intermediary in the chain

    • A reseller charging VAT between the farmer and you is the first thing the tax authority looks at
    • How the seller was chosen and who actually grew and delivered the batch are questions under Art. 54.1 of the Tax Code
  • A batch of grain: FGIS Zerno and SDIZ

Law of the Russian Federation "On Grain" (as amended by Federal Law No. 520-FZ of 30.12.2020); Government Decree No. 1722 of 09.10.2021.

    Purchase checklist

    What is in the system

Elevator, trader, processor, marketplace, dealer: who checks whom in agribusiness

Each has its own point of risk: an advance against the harvest, acceptance of a batch, payment for milk, admitting a seller to a marketplace, shipping equipment on credit. The set of checks is chosen for it — pay only for what you need.

A farmer, household plot, cooperative or reseller: whom to check before buying a crop

The seller's form determines where to look for them and what data is needed. A peasant farm head is a sole proprietor with a personal INN, a household plot is not registered at all, a cooperative and an agricultural enterprise are in the Unified State Register of Legal Entities. The check goes by what the seller has.

  • A peasant farm head without a legal entity

The farm is registered in the Unified State Register of Individual Entrepreneurs, and its head is a sole proprietor. The head's personal INN is the key to all checks: bankruptcy, arbitration cases, tax debt, account blocks. Namesakes do not get into the result.

How an agroholding buyer checks a raw-material seller with NeuroVision

The check is built in between the farmer's application and payment for the batch: the seller's INN and passport, checks for their form, a decision by your rules. Clean sellers go on, disputed ones — to the security service.

Step 1

The seller's INN and passport

The INN of a peasant farm head, intermediary or cooperative comes from the supplier record in your system or is entered in the web account. The farmer's passport is recognised from a photo — the fields go into the record without retyping, and anti-fraud flags traces of editing the image.

Seller record: the INN of a peasant farm head and a recognised passport
Step 2

Checks for the seller's form

For a peasant farm head — bankruptcy, arbitration, tax debts and blocks by personal INN; for a household plot and a self-employed person — professional income tax status, enforcement proceedings and wanted lists; for an intermediary's director — nominee status and lists.

Checks for the seller's form: a peasant farm head, a household plot, an intermediary's director
Step 3

The result before payment for the batch

For each check — "passed", "failed" or "not enough data", the source and the records found. The result is collected by the run identifier and goes into the seller's record; the decision — pay, request documents or refuse — is yours.

Grain without VAT and an intermediary with VAT: where the tax authority looks for a "technical" crop seller

In agribusiness a VAT gap arises more often than in other industries: the produce is grown by those who do not pay VAT, while the buyer wants a deduction. How the tax authority assesses the choice of a counterparty in general — on the page for procurement. Here — what is typical of grain, milk and livestock.

  • Where the gap comes from

A farmer on the Unified Agricultural Tax with an exemption, a peasant farm head without VAT or a household plot sell without an invoice with tax. If the batch reaches you through a company that charges 10% and does not pay it to the budget, the question about the deduction is put to the buyer.

  • An intermediary without resources

A company with no warehouses, equipment or people "sells" hundreds of tonnes of grain in a season, the director is listed in dozens of firms, accounts are blocked. These are the signs by which the tax authority looks for a "technical" link; nominee status and blocks are visible by INN before the contract.

  • The real seller of the batch

Grain moves with an electronic accompanying document that names the batch owner. If the SDIZ shows one owner and the contract another, that is a question about the chain. Matching documents is your job; the people behind each link are ours.

  • What the check gives and what it does not

A result with a date and source shows that the seller was checked before the deal. It does not confirm that the delivery was real and does not guarantee a deduction: that is done by the contract, the SDIZ, transport documents and acceptance reports.

Buying from household plots and the self-employed: what to check on an individual seller before payout

  • A household plot owner

No registration. A personal household plot is not a business: selling surplus does not require sole-proprietor status.

No personal income tax — under conditions. Income from selling one's own produce is exempt if the plot is no more than 0.5 ha (up to 2.5 ha under regional law), there are no hired workers and there is a document on running the plot.

What we check. A passport with a photo, its validity, enforcement proceedings — before payout.

  • A self-employed person

Own produce — yes, resale — no. A professional income tax payer may sell what they grew themselves, but not what they bought in.

A receipt is mandatory. Without a receipt the buyer has nothing to confirm the expense.

What we check. Status by INN on the date of each payout: the person may have deregistered or lost the right to the regime.

  • Neither one nor the other

Regular sales without a status. A person sells milk or grain in farm volumes but is neither a sole proprietor nor self-employed. That is their tax risk — but also a signal to the buyer.

What we check. Whether they have sole-proprietor or self-employed status, enforcement proceedings, bankruptcy — and you decide how to formalise the purchase.

A household plot owner may become self-employed if they sell more than the exemption allows. How platforms work with professional income tax payers — in the solutions for freelancers and the self-employed.

Deferral until the harvest: checking a farmer to whom equipment, seed and plant protection products are sold

A commodity credit until autumn — the farmer's money on your terms

A dealer ships in spring, and the farmer pays after the harvest. A buyer on deferral is the same kind of counterparty as a supplier: they are checked before shipment and before a new delivery on credit.

  • 01

A peasant farm head by personal INN

Bankruptcy, arbitration cases, tax debt and account blocks — by the head's INN, without namesakes. A farmer with blocked accounts in spring will not pay in autumn either.

  • 02

    Debts and pledges

Enforcement proceedings — by full name and date of birth from the passport. Pledges of the peasant farm head's movable property show whether their equipment is already pledged.

  • 03

    An agroholding buyer

If the buyer is a company, its director and founders are checked: nominee director, bankruptcy, debts, lists and sanctions.

  • 04

    Again before a new shipment

The buyer's status changes over a season. A repeat request by INN before the next delivery on credit returns up-to-date results; compare them with the previous response.

FGIS Zerno, the Federal Tax Service and NeuroVision: who checks what on a crop seller

  • NeuroVision does

The people behind the seller. A peasant farm head, director, chairman — bankruptcy, arbitration, tax debts, blocks, nominee status — by INN without namesakes.

An individual before payout. Self-employed status, enforcement proceedings, wanted lists, passport validity.

Documents without retyping. The passport of the seller and representative — as fields into the record, with an anti-fraud check of the image.

  • FGIS Zerno and the Federal Tax Service

The batch and its owner. Registration in FGIS Zerno, the SDIZ, place of cultivation and transport — in the state system.

The seller's registration. Status in the Unified State Register of Legal Entities and Individual Entrepreneurs, "Transparent Business" — Federal Tax Service services; a company check by INN in NeuroVision — on request.

A household plot. The document on running the plot is issued by the local administration.

  • What remains with you

Reality of the delivery. The contract, delivery notes, acceptance report, quality analysis.

The decision on the subsidy and deduction. The right to a subsidy is assessed by the budget distributor, the deduction — by your accounting and the tax authority.

Veterinary matters and quality. Veterinary documents, declarations and labelling are outside the service.

FGIS Zerno knows the batch but does not know who stands behind its owner. NeuroVision knows the people but does not see the batch. Together they close the question "who sold and what was sold" — and the decision remains with you.

Peasant (farm) holding
An association of citizens who farm on their own land. It may operate without a legal entity — then its head is registered as a sole proprietor — or as a legal entity.
KFKh
Head of a peasant farm
The member of the farm who represents it in relations with others. If the peasant farm has no legal entity, the head has the sole-proprietor status and the farm's personal INN.
Personal household plot
Non-entrepreneurial production of goods by a citizen on their own plot. Selling surplus does not require business registration.
LPKh
Household register
Accounting of personal household plots at the local administration. The document on running an LPKh is issued on its basis.
Agricultural consumer cooperative
A cooperative of farmers and household plot owners for marketing, processing, supply or services. Credit cooperative — a separate type with its own rules.

Frequently asked questions about checking suppliers and buyers in agribusiness

First determine the seller's form. A peasant farm head and a sole proprietor are checked by personal INN: bankruptcy, arbitration cases, tax debt, account blocks. A company and a cooperative — by the people behind them. A household plot owner and a self-employed person — by passport and professional income tax status. The batch is matched by the SDIZ in FGIS Zerno.

If the farm operates without a legal entity, its INN is the personal INN of the head, registered as a sole proprietor. All the individual's checks run on it: bankruptcy, arbitration, tax debts, account blocks, self-employed status. Namesakes do not get into the result.

Yes. A personal household plot is not entrepreneurship, and selling surplus does not require registration. The owner's income is exempt from personal income tax if the plot is no more than 0.5 ha (up to 2.5 ha under regional law), there are no hired workers and there is a document on running the plot.

A professional income tax payer may sell their own produce and must issue a receipt. If the exemption conditions for the plot are not met, registering as self-employed is one option for the seller. Reselling other people's produce under professional income tax is not allowed.

Yes, if you pay regularly. A person may deregister or lose the right to the regime, and a receipt from them after that will not confirm your expense. A status check by INN costs 5 ₽ and is done before the payout.

For food products on the Government's list, including milk and livestock and poultry in live weight — 10%. A seller on the Unified Agricultural Tax with an exemption, a peasant farm head without VAT and a household plot do not charge the tax. Check the exact product code against the list.

No. We are not connected to FGIS Zerno and do not check batches, SDIZ and volumes. The service checks the people and companies behind the seller against registers, while your purchaser matches the batch owner in the SDIZ with the seller under the contract.

There is no guarantee. A result with a date and source shows that the seller was checked before the deal. The reality of the delivery is confirmed by the contract, the SDIZ, transport documents and acceptance reports. How the tax authority assesses the choice of a counterparty — on the page for procurement.

By the INN of the peasant farm head — bankruptcy, arbitration, tax debts and account blocks, by passport — enforcement proceedings and pledges of movable property. Before each new shipment on credit — a repeat request. The service does not assess credit rating or yield.

A marketing or processing cooperative is checked by its people: the chairman and board members — nominee director, bankruptcy, debts, lists and sanctions. If the cooperative is a credit one, it is a subject of Federal Law No. 115-FZ — this is a separate scenario for checking members.

Directors, owners and signatories — against the OFAC, EU, UK and UN sanctions lists by Latin spelling and in international PEP screening for 36 ₽. Whether the deal may go ahead is decided by your lawyer. Currency control is carried out by the bank.

A check against one register — 5 ₽, a passport with an anti-fraud check — from 16 ₽, international screening — 36 ₽, a company check by INN — on request. No subscription fee. Test access — 1 month.
