Document recognition for the public sector: citizen intake without manual entry

A citizen’s passport, application and handwritten form become ready-made fields in your system — the operator checks only doubtful values. NeuroVision runs inside the agency’s secure perimeter without internet access, or in a cloud in Russia, and the platform is included in the Russian software registry.

Applicant record: passport and handwritten application recognised, fields passed to the intake system
16 000+ document types: passports, driving licences, residence permits, temporary residence permits
195+ countries and territories: foreign citizens’ documents
Your perimeter installed on your side: an external network is needed only for updates

Which documents a citizen brings to the appointment and which of them are recognised

ID documents are recognised straight away — the models are already trained. Applications, forms and certificates of your agency are recognised using a form template, which the NeuroVision team configures on your samples.
Documents that the agency obtains through an interdepartmental request do not have to be brought by the citizen — recognition is needed for what the citizen brings in person.
The list of ID documents is in the documentation: recognised documents by country.

  • ID documents

    Recognised straight away, no configuration.

    Passport fields

    Russian citizens

    • Passport of a Russian citizen — the photo spread and the registration pages, including handwritten notes
    • International passport
    • Driving licence

    Foreign citizens

    • Passports of 195+ countries and territories with a machine-readable zone
    • Residence permits and temporary residence permits

    What is returned

    • Full name, date of birth, series and number, issuing authority and date of issue, registration address — fields in JSON with a confidence level
  • Applications and forms

Recognised using the template of your form.

    Handwritten applications

    What is supported

    • Applications for a service on the agency’s form
    • Forms and questionnaires
    • Appeals on a standard form

    How they are filled in

    • Printed text
    • By hand in block letters — in boxes or on lines
    • Checkbox marks, presence of a signature

    What we do not promise

    • Cursive handwriting — only after a test on your samples
    • Free text of an appeal — recognised as text, without interpreting its meaning
  • Certificates and other documents

We check them on your samples before the contract.

    Send samples

    What comes in at intake

    • Certificates of income, family composition, place of work or study
    • Certificates and extracts on official forms
    • Powers of attorney of representatives

    How we work

    • We assess the form on samples without personal data
    • We configure a template, or tell you honestly that the form is not suitable

Why manual entry slows down citizen intake

Recognition is provided for in intake regulations

For example, the Ministry of Internal Affairs regulation on issuing a passport: where technically possible, the application at the multifunctional centre (MFC) is filled in by software that recognises machine-readable information

  • 01

    Time at the counter

The operator types the passport data and registration address field by field, and a handwritten application in full. While they type, the queue stands still. With recognition, the fields arrive ready, and the operator checks them against the document.

  • 02

    A typo becomes a refusal

An error in a passport number or date of birth goes into the agency’s system and into the interdepartmental request. The response “information not found” sends the citizen back for another visit. Per-field confidence shows where the operator should check.

  • 03

The same data in several systems

Applicant details are needed in the intake system, in the electronic case file and in reporting. Every retyping is another chance to make a mistake. Recognised fields are passed through the API to all systems in a single JSON.

  • 04

    Paper archive

Applications from previous years sit in folders and cannot be searched. Batch processing of scans turns the archive into data — within the agency’s perimeter, with no transfer outside.

  • cl. 264 of the Ministry of Internal Affairs regulation on the passport of a Russian citizen
  • 16 000+ document types recognised by NeuroVision
  • Once the citizen presents the document, the data is not retyped

Requirements for document intake and software in the public sector: Federal Laws 210-FZ, 152-FZ, 149-FZ, FSTEC Order No. 117

  • Not to require from the applicant documents that are already at the disposal of authorities and subordinate organisations — they are obtained by an interdepartmental request (cl. 2, part 1, art. 7) Agency
  • The citizen presents an identity document in person — this is an exception to the prohibition (cl. 1, part 6, art. 7) AgencyNeuroVision
  • The interdepartmental request and exchange via SMEV are handled by the agency’s own means; NeuroVision does not connect to SMEV Agency

  • Databases containing personal data of Russian citizens must be located in Russia (part 5, art. 18). The NeuroVision cloud runs on servers in Russia; in the on-premises installation, data does not leave your perimeter AgencyNeuroVision
  • Process only the data needed for the purpose of the service — without excessive checks of the citizen (part 5, art. 5) AgencyAsk your lawyer
  • The rest — notifying Roskomnadzor, processing engagement, protection measures — is the same as for any organisation: covered on the page about KYC services in Russia Agency

  • The operator of a state information system (GIS) must hold rights to all its components — for NeuroVision this is a licence agreement (part 7, art. 14) AgencyNeuroVision
  • The software and hardware of a GIS and the protection tools comply with technical regulation legislation (part 8, art. 14) AgencyAsk your lawyer

  • From 1 March 2026, information protection requirements for GIS and other information systems of state bodies, state unitary enterprises and state institutions are set by FSTEC Order No. 117 of 11.04.2025; Order No. 17 has ceased to be in force, and certificates issued earlier remain valid Agency
  • The threat model, security class, GIS certification and protection tools are determined and provided by the agency. NeuroVision supplies a description of the architecture and components for the threat model AgencyNeuroVision
  • Contractors’ access to the system is governed by the order’s rules: NeuroVision engineers connect for installation and updates only under your regulations and through an agreed channel AgencyNeuroVision

  • When procuring software, the national regime applies (Russian Government Decree of 23.12.2024 No. 1875): the bid states the entry number in the Russian software registry. The NeuroVision platform is entry no. 19972 AgencyNeuroVision
  • How the measures apply to your procurement under 44-FZ or 223-FZ and which OKPD2 code to specify — in the procurement section AgencyAsk your lawyer
  • Agency — an obligation or action of the agency: document intake, requests, GIS protection, procurement. What the agency does and what the recognition provider does is covered in the next section
  • NeuroVision — covered by NeuroVision: document recognition, the entry in the software registry, the licence agreement, a description of the architecture
  • Ask your lawyer — the wording is checked by the customer’s lawyer. The norms are paraphrased for orientation; the exact text is in ConsultantPlus as of the procurement date

GIS, FSTEC and SMEV: what the agency does and what NeuroVision does

  • NeuroVision provides

Entry in the Russian software registry no. 19972 of 13.11.2023 and Rospatent certificate no. 2023661508. A licence agreement — rights to a component of your system. Installation in your perimeter, operation without internet after installation. Updates — by agreement, in your window and through your channel. A description of the architecture and components for the threat model.

  • The agency and the integrator provide

The threat model, security class and GIS certification under FSTEC Order No. 117. The operating system, information protection tools and server cryptographic protection. ESIA, SMEV and interdepartmental requests. The decision on the service and verification of the representative’s authority. Connecting recognised fields to your system via the API.

  • We do not claim

An FSTEC certificate for the platform — to be confirmed. Compatibility with specific Russian operating systems — to be confirmed. Integration with ESIA, SMEV, the Unified Portal of Public Services (EPGU) and the Unified Biometric System (EBS). Citizen identification and biometrics. Ready-made modules for MFC automated systems and electronic document management systems.

Recognition is a component of your system, not a separate GIS. The agency is responsible for protecting and certifying the system as a whole; NeuroVision is responsible for making sure a citizen’s document arrives in it as ready-made fields. How exchange via SMEV 4 works at banks — PODD agent for the Anti-fraud GIS: NeuroVision does not install the agent.

MFCs, agencies, institutions and state companies: where citizens’ documents are entered manually

The set of features is the same — what changes are the input documents and where the fields go. For public-sector integrators, recognition is embedded in their solution as a component.

  • MFCs and public service centres

    • A passport and an application at every appointment, hundreds of applicants a day
    • Fields go into the intake system without retyping, the operator checks the document
    • Foreign citizens — passport and residence permit by MRZ
  • Public authorities and municipalities

    • Written appeals from citizens and applications on forms
    • Handwritten forms — by template, doubtful fields — to a specialist; Handwritten applications

    • Procurement under 223-FZ, registered software
  • Public-sector integrators

    • Recognition as a component of a GIS or an agency system
    • REST API, Web SDK, on-premises installation
    • A licence agreement and a registry entry number for the customer; API documentation
  • Intake counters at a citizen service centre

Citizen document recognition: what NeuroVision does

The document is scanned or photographed at the intake counter — the system receives the fields, a confidence level for each, and the authenticity check result. The decision on the application is made by an agency specialist.

  • Passport and registration — as ready-made fields

The photo spread and the registration pages are recognised in a single session: full name, date of birth, series and number, issuing authority and date of issue, address. Handwritten notes on the registration pages are recognised too.

Intake of an application without manual entry: three steps from the counter to the system

The specialist does not type the applicant’s data — they check the ready-made fields against the document. The citizen still presents the document in person if the service regulations require it.

Step 1

Scan or photo at the counter

The specialist places the passport and application on the scanner or photographs them with the workstation camera. Scans are sent via the API, camera images via the Web SDK, which warns if an image is blurred or the document is covered by a hand.

A specialist scans a passport and application at the intake counter
Step 2

Recognition and authenticity check

The fields of the passport and application are recognised, the MRZ of a foreign passport is verified, and anti-fraud flags a photocopy or a photo of a screen. Doubtful fields are marked with a confidence level.

Passport and application recognition: fields, confidence level and authenticity check
Step 3

Fields go into your system

The agency system receives JSON via the API and fills in the applicant’s record. The specialist checks the highlighted fields; next come interdepartmental requests and the decision on the service, handled by the agency’s own means.

Pilot and rollout in a public body: six steps to production

A procedure that settles the main information security and procurement questions before the contract. The timescales depend on the number of forms and the perimeter requirements — we will name them after analysing the task.

  • Step 1. Document samples

Collect several anonymised samples of each form: passports, applications, certificates. Mark which fields are needed in the system and how the form is filled in — by hand or on a computer.

    • Agency
  • Step 2. Test on your samples

ID documents are checked straight away; a template is configured for applications. The result is a report on every field: what is recognised confidently and what goes to a specialist.

    • NeuroVision
  • Step 3. Threat model and architecture

The information security service decides where recognition will run: in the agency’s perimeter or in a cloud in Russia. NeuroVision provides a description of components, ports and data flows for the threat model.

    • Agency · NeuroVision
  • Step 4. Procurement

A licence for on-premises installation or a cloud service — under 44-FZ or 223-FZ. The bid includes the entry number in the Russian software registry.

  • Step 5. Installation and connection

NeuroVision engineers install the platform on your servers under your access regulations. The integrator connects the API to the intake system.

  • Step 6. Operation and updates

Specialists check only the highlighted fields. New model versions are installed in the agreed window after verification on your test environment.

Why the public sector chooses NeuroVision

KYC for the public sector is not about identifying citizens, but about an applicant’s document that is recognised once and then lives in the system without retyping.

A citizen’s document as data, not a picture

A passport, application and certificate are recognised at intake or from the archive. Fields, confidence level and authenticity check go to the agency system via the API.

There is no need to assemble a solution from several vendors and reconcile their responses.

Offline perimeter

Installed on the agency’s servers, data does not leave the perimeter.

ID documents in the cloud — from 16 ₽ per session, at 10,000 applicants a year — 18 ₽. Applications by template and on-premises installation are priced per project. A test on your samples — 1 month in the cloud; for on-premises — by agreement.

Let’s discuss a pilot in your agency

Tell us which documents you receive, how many applicants a day, and where the system should run — in your perimeter or in the cloud. Send anonymised samples of forms — we will show how they are recognised. Do not attach documents with citizens’ real personal data — blank forms or anonymised samples are enough.
