Betting, lotteries and self-exclusion: what the law requires of games and entertainment in 2026
Age and identity in this sector are checked under three different laws. The gambling law requires the player to be identified before a bet, the lottery law — the winner before a large payout, and from 1 September 2026 anyone can close their own access to betting by self-exclusion.

- The term is at least 12 months, and the person enters the list within 12 hours at the latest

From 1 September 2026 a person can opt out of gambling via Gosuslugi or an MFC.
The bookmaker does not accept bets from them from the next update of the list.

What is visible about the player before the first bet, ticket or tournament
Registration runs in one session: phone number, document photo, liveness and database checks. Before the first bet or purchase you know how old the person is, whether they are who they claim to be, and whether winnings can be paid out to them.

Lotteries and prize draws: age at the point of sale, identity at payout
State lotteries and promotional draws are governed by different laws, but the question is the same: who was the ticket sold to and who was the prize given to. The distributor checks age at the sale, the operator — the winner before a large payout.

For e-tickets, the law leaves the method of age confirmation to the lottery operator. Confirmation by the mobile operator at registration and the date of birth from the document before the first purchase settle the question without a visit to the sales point.

The distributor pays such winnings after the winner’s identification is confirmed. The passport is recognised from a photo, forgery and screen photos are filtered out, and watchlists and sanctions are checked in the same session.

On winnings of 15 000 ₽ or more, tax is withheld by the operator or distributor. The INN by passport arrives in the winner’s record, so accounting does not need to request it.

The promotion organiser receives the winner’s passport and INN via a verification link, not as a scan in email. On a prize above 4 000 ₽, tax is calculated from data that has already been verified.

A large prize or winnings go to a person on the Rosfinmonitoring watchlist or a sanctions list. The list check comes before the payout, not after a bank’s enquiry.

Online games and esports: multi-accounts, age and prize payouts
As of October 2026, the law does not require identifying online game players: only age rating is mandatory. But tournaments with prizes, an in-game item market and 18+ games lose money on multi-accounts and disputed payouts without checking the player.

A participant in a ranked tournament passes liveness and shows a document. A second account with the same document is visible before the draw, not after opponents’ complaints.

An organiser may sell named tickets: such a ticket admits a person only with a document, and if the surname does not match, the spectator does not get in. A check at purchase removes the dispute at the entrance and filters out resellers.
