A phone number opens Gosuslugi, a bank and sign-in to any Russian website — so fraudsters need a SIM card in someone else’s name, and bots need thousands of accounts. We recognise the subscriber’s passport without manual entry and check it against the MVD database, Liveness confirms a live person behind the profile, and the sending company is checked by INN. The state verification of subscriber data is done by the operator — we remove errors and forgeries before it.

SIM cards, signing in to websites and messengers: what the law requires from telecom and online services in 2026
Since 2025, a telecom operator confirms the subscriber’s data before the number starts working, and no more than 20 numbers are issued to one person. A SIM card is sold to a foreigner only in person and after a check through Gosuslugi and the Unified Biometric System. Online services let in users from Russia only by phone number, through Gosuslugi, the Unified Biometric System or a Russian sign-in system — since July 2026 a different sign-in is fined.
NeuroVision recognises the document, checks it against databases, confirms a live person in front of the camera and checks the company. Confirmation of data through state systems and the choice of sign-in method rest with the operator, the service and a lawyer.

Corporate SIMs, SMS mailings and creator platforms: checks that work right now
For a mailing provider the risk is a sender who sends phishing in a bank’s name, for corporate telephony — SIM cards for “employees” who do not exist, for a video platform — the payout recipient. There is no need to wait for a separate integration: the same checks work through one API.

A SIM card on someone else’s passport
A number to sign in to a bank and Gosuslugi
A dealer issues a number on a stolen or forged passport, a week later accounts and loans are registered to it. A forgery and a screen shot are visible during recognition, an invalid passport — against the Ministry database.
SIM replacement with a forged document
Someone else’s codes from SMS
A fraudster comes to a store with a forged power of attorney or passport and gets a duplicate of the victim’s SIM. A document check and Liveness before a duplicate is issued help to turn such visits away.
A fake profile in dating
Money “for a ticket” and “for treatment”
The profile is assembled from other people’s photos, the correspondence is run by an operator of a fraud group. Liveness before the “Verified profile” badge shows whether there is a live person behind the profile.
An account farm on fresh numbers
Spam, inflated metrics and mailings
Hundreds of accounts are registered on newly bought SIM cards and virtual numbers. Liveness at registration does not let through programs and a bot farm, and a repeat visit after a block requires a new document check.
A sender posing as a bank
A phishing mailing
A shell company registers a sender name and sends links to a fake website. Checking the company and the director by INN before the sender name is registered closes this entry point.

The operator is responsible for the reliability of the data, even if the contract was issued by a dealer. An error in the passport number means unconfirmed data and a number that will not start working; a forged passport means a SIM card that goes to fraudsters. A phone number confirms a number, not a person
The law requires letting in users from Russia by number, Gosuslugi, the Unified Biometric System or a Russian sign-in system, but does not require a passport from everyone. A dating service or a social network decides for itself where a higher level of checking is needed — usually where a user gains the trust of others: a badge, correspondence, money.

Questions about verifying subscribers and online service users
It is a check that a SIM card is being issued to a person with a genuine and valid document. A telecom operator must confirm subscriber data before service begins, and online services need the check where an anonymous account causes losses: mailings, fake profiles, payouts to the wrong people.
Under Article 44 of the Communications Law, the operator and its agent enter reliable data into the contract, and before service begins the operator confirms it through Gosuslugi, the Unified Biometric System or state systems. No more than 20 numbers per person. The procedure is set out in Government Resolution of 30.12.2024 No. 1994.
