What the law requires of credit cooperatives

Credit and agricultural credit cooperatives are subject to 115‑FZ and supervised by the Bank of Russia. Below are the duties that apply when a member joins, and the rules that have applied to the whole cooperative lending market since 2025.
Identification through the state services portal and the Unified Biometric System, the decision to admit a member, freezing funds and reporting to Rosfinmonitoring are the cooperative's own job. NeuroVision provides the checks of the member against databases and lists that help take that decision and evidence it.

  • A member and 115‑FZ

115‑FZ, art. 5 and 7 — credit and agricultural cooperatives are on the list of covered entities.

    Watchlist screening

    Before taking the customer on

    • Identify the member, their representative and the beneficiary (art. 7)
    • Screen the member against the Rosfinmonitoring list — when they join

    Watchlists

    • Match all members against the watchlists — at least once every 3 months

    Politically exposed persons

    • A foreign politically exposed person — only by a written decision of management
  • Joining without being there in person

    115‑FZ, art. 7, and 190‑FZ, art. 11.

More about the Unified Biometric System

The state services portal and the biometric system · art. 7, cl. 5.8

    • A cooperative may identify an individual member without their personal presence, through the state services portal and the Unified Biometric System

    Delegation and simplified identification

    • Delegate the member's identification to a bank — under contract (art. 7, cl. 1.5‑9)
    • Simplified identification — for a loan of up to 15,000 ₽ paid out by bank transfer (art. 7, cl. 1.12-1)

Checking a member: six tasks for a cooperative

A cooperative checks a person three times: when they join, when they take a loan and when they hand over savings. Here are the tasks that NeuroVision checks cover.

  • A member joining

The passport is read with no manual entry and checked against police data, and the tax and social insurance numbers against the tax service and the Social Fund. The Rosfinmonitoring list and sanctions — before the decision to admit, not after the first contribution.

  • A loan to a member

Before the loan committee: enforcement proceedings, bankruptcy, tax debts and scoring. For a secured loan — a check of the register of pledges over movable property.

  • Accepting personal savings

Who is handing the cooperative a large sum: whether the member is on the watchlists or sanctions lists, and whether they are a politically exposed person. The check comes before the savings contract is signed.

  • Members who are farmers, sole traders and companies

Agricultural credit cooperatives are joined by peasant farms, sole traders and agricultural businesses. A check of the director and the founders by tax number: bankruptcy, commercial court cases, nominee status, watchlists and sanctions.

The state services portal and the biometric system confirm identity — NeuroVision checks the member

  • Remotely: identity through the state services portal and the biometric system

115‑FZ lets a cooperative supervised by the Bank of Russia identify a member without their personal presence, through the state services portal and the Unified Biometric System. Identity is confirmed by the state, not by a checking service.

  • Through a partner bank or at the office

Identifying a member can be delegated to a bank under contract. At the office the passport is read by a camera or a scanner with no manual entry, and the data goes straight into the checks.

  • Either way: check the member

The state services portal and the biometric system will not tell you whether a person has debts, bankruptcy or pledges, or whether they are on the watchlists and sanctions lists. That is what NeuroVision checks — in a single request or in the web portal.

The decision to admit and to lend is the cooperative's.
NeuroVision provides the data to make that decision fast and verifiable.

How a member is checked

An employee of the cooperative enters the data in the web portal, or the accounting system sends it to the API. The answer arrives before the board or the loan committee meets.

Step 1

The passport with no manual entry

The member brings a passport or sends a photo — the form fills in automatically, and the document is checked for forgery and traces of editing. For foreign nationals — documents from 195+ countries and territories, with the name in Latin script from the MRZ.

Recognising a member's passport: the form fills in automatically
Step 2

The checks you need — in one request

On joining — the passport, the tax number, the watchlist and sanctions. Before a loan — the bailiffs, bankruptcy, taxes, pledges and scoring. Before savings are accepted — PEP and compliance screening. You switch on only what that step needs.

Checking a cooperative member against watchlists, sanctions and the bailiffs, bankruptcy and notary pledge registers in a single request
Step 3

A report in the member's file

For every check — the result, the source, the date and the records found. The report is kept in the member's file and shown to a Bank of Russia or self-regulatory organisation inspection. A check that was skipped says which data was missing.

Which checks a cooperative needs

Every check is switched on separately and paid for per completed request. Descriptions, sources and response fields are in the API check catalogue.

Getting started without an IT department

You can start with the web portal: an employee enters the member's details and gets a report. When there are more checks to run, connect the API to the cooperative's accounting system.

For cooperatives with no integration and for working through doubtful cases — the portal: you enter the member's details and get a report on every check.

  • Sandbox and documentation

Why cooperatives choose NeuroVision

A cooperative needs its 115‑FZ compliance automated without an IT department of its own and without a subscription fee — and with a report it is not embarrassed to show an inspector.

Frequently asked questions about checking members

Yes. Credit consumer cooperatives, agricultural ones included, are named in article 5 of 115‑FZ. The cooperative identifies a member before taking them on, screens them against the Rosfinmonitoring watchlists, freezes the funds of people on the list and regularly matches its member base against the watchlists.

115‑FZ allows organisations supervised by the Bank of Russia, which includes credit and agricultural credit cooperatives, to identify an individual without their personal presence, through the state services portal and the Unified Biometric System, provided the person is not on the watchlists. A cooperative may also delegate identification to a bank under contract. How the application to join is made follows the charter and 190‑FZ.

No. Identity is confirmed by documents presented in person, by the state services portal and the biometric system, or by a bank under a delegation contract. NeuroVision checks the member: whether the passport is valid, whether they are on the watchlists and sanctions lists, and whether there are debts, bankruptcy or pledges. The decision to admit and to lend is the cooperative's.

Bailiff enforcement proceedings, bankruptcy, tax arrears, pledges over movable property — if the loan is secured — and a market-data score. Each check costs 5 ₽, so the four basic pre-loan checks come to 20 ₽.

Members may be individuals aged 16 and over who meet the membership criteria in the charter. For a foreign member the document is read with no manual entry, and a check against the police register of controlled persons, sanctions and PEP lists runs before the decision to admit. The register of controlled persons costs 5 ₽, compliance screening 36 ₽.

Yes. Agricultural credit cooperatives are also subject to 115‑FZ, and their register is kept by the Bank of Russia. Besides checking individuals, an agricultural cooperative needs to check members who are farmers, sole traders and companies: the director and the founders by tax number, bankruptcy, commercial court cases, nominee status.

According to the Bank of Russia, some cooperatives artificially inflated loans repaid with maternity capital and showed untypical growth in member numbers. Since February 2025 a cooperative may operate only after being entered in the state register, and the regulator can strike it off without going to court. Checking every member, with a report citing its sources, helps show that the members are real.

Checks against databases and lists start at 5 ₽, compliance screening costs 36 ₽, and a package of 16 checks from a single passport costs 50 ₽. There is no subscription fee. Test access is granted the same day — you can start with the web portal, with no integration.
